MEMO FOR RECORD: (SCAPIN - 1110)

29 July 1946
1. CLO Memorandum No. 3241 (EF), 3 July 1946, forwards application of Kyokuyoh Whaling Company, Ltd., for removal from the Schedule of Restricted Concerns established by SCAP Memorandum AG 004 (8 Dec 45) ESS/AC, 8 December 1945 (SCAPIN-403), subject: "Establishment of a Schedule of Restricted Concerns," to which it was added by SCAP Memorandum AG 004 (15 Jun 46) ESS/AC, 15 June 1946 (SCAPIN-1024), subject: "Addition of subsidiaries of Kanegafuchi Industrial Company, Ltd., to Schedule of Restricted Concerns."
2. Prior to restricting the Kyokuyoh Whaling Company, Ltd., a report submitted by the Kanegafuchi Industrial Company, Ltd., showed that the latter owned twelve (12) percent of the stock of the former. Consequently, the former company was added to the aforesaid Schedule of Restricted Concerns as a subsidiary of Kanegafuchi Industrial Company, Ltd. It has now developed that since making this report and prior to the issuance of SCAP Memorandum AG 004 (15 Jun 46) ESS/AC, 15 June 1946 (SCAPIN-1024), the parent Company disposed of 30,000 shares, which decreased its stock ownership to five (5) percent. Due to this transfer of shares, the Kyokuyoh Whaling Company, Ltd., is not considered as controlled by the parent Company as defined by SCAP Memorandum AG 319.1 (22 Oct 45) ESS/IE, 25 October 1945 (SCAPIN-177), subject: "Reports to be Made by Certain Business Firms." Therefore, the attached Memorandum removes the subject Company from the Schedule of Restricted Concerns.
3. This is an administrative matter and no surveillance by the Eighth Army is required.
4. The interests of USAFIK are not concerned.
5. Concurrences: ESS/FI (Lt. Col. D. H. Jennings); ESS/LE (Lt. Col. E. R. Minnich).
