1. Reference is made to the following paragraphs of Memorandum for the Imperial Japanese Government, file AG 370.05 (7 May 46)GC, (SCAPIN -927), dated 7 May 1946 subject: "Repatriation."
a. Paragraphs 5 and 17 b, Section III, Annox III:
b. Paragraph 1g, Annex IV.
2. It is reported that the repatriation facilities at the Kagoshima Reception Center are overcrowded by natives of Amami-Oshima awaiting repatriation; and that foodstuffs, medical stores, and other relief and welfare supplies are badly depleted there.
3. Repatriation to the Ryukyu Islands is suspended and, until such time as Ryukyuans are moved under the repatriation program, repatriation facilities should not be made available to them, References cited in paragraph 1a and 1b above refer.
4. The Imperial Japanese Government will take necessary action to:
a. Correct the local situation mentioned in paragraph 2 above from facilities other than those allocated for use in repatriation.
b. Insure future compliance with the provisions of references cited in paragraph la and 1b above.
