SUBJECT | Establishment of Landing Point Bureaus for the receiving of Returning Japanese Repatriates. |
1. Reference is made to the following:
a. Letter S 188, your office, subject: "Establishment of Landing Point Bureaus for the receiving of Returning Japanese Overseas Troops," dated 3 October 1945.
b. Our radio ZAX 6225, dated 28 September 1945.
2. a. Attention is invited to the fact that the Imperial Japanese Government is charged with the demobilization of the Japanese Armed Forces. This includes establishing at designated ports the facilities to receive and process repatriates. These facilities will include storage necessary for food, clothing and medical supplies as well as space for administration and necessary medical examination, quarantines and quarantine hospitals. At designated ports adequate inspection and quarantine stations will be established to control the entry into the home islands of persons with contagious diseases which would endanger the health of the occupation forces or the Japanese civilian population. Transportation will be arranged as may be necessary to move repatriates from the port areas within 24 hours after completion of processing.
b. The Commanding Generals of the 1st and 2nd Japanese General Armies have been directed to contact and establish liaison with the Commanding Generals of the Sixth and Eighth United States Armies to effect coordination within their respective areas during the demobilization period. The Commanding Generals of the Sixth and Eighth United States Armies will supervise demobilization in areas under their control.
c. In view of the above, the establishment and use of the facilities and the procedure to be used at each port area as mentioned in paragraph 1 of the basic letter must be arranged by the Imperial Japanese Government through an appropriate Japanese Agency, under the supervision of the Commanding General of either Sixth or Eighth Army who controls the particular port used for repatriation.
3. The ports to be used for repatriation are as listed in reference mentioned in paragraph 1b above. These ports will be used until such time as other ports are designated. Your request for assignment of additional ports to be used for repatriation will be taken under consideration.
