MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Use of Maizuru and Ominato Navy Yards for repair of Japanese merchant shipping and vessels engaged in minesweeping.

1. Reference is made to letter of the Imperial Japanese Government N. D. 151 dated 15 October 1945 and to Memorandum from this headquarters, AG 388.3 (7 Nov 45) GD.
2. Recent review of ship repair requirements reveals the necessity for establishing additional repair facilities. Accordingly the Imperial Japanese Government is directed to place in operation those facilities at the Maizuru and Ominato Navy Yards which can be used for the repair of Japanese merchant shipping and vessels engaged in minesweeping. Facilities which do not contribute to such repair will not be reactivated.
3. The Commanding General 6th US Army has an operational requirement for about 50% of the shops at Maizuru Navy Yard until 1 February 1946. This requirement has first priority and will be coordinated with repair reactivation measures undertaken in accordance with this directive.
4. This directive does not authorize deferment of demobilization of Naval personnel currently employed at these or other Navy Yards. It is contemplated that personnel requirements to place Maizuru and Ominato Navy Yards in operation will be met entirely from civilian sources.
