Subject | Freezing Material for Export. |
1. Paragraph 3, Memorandum for the Imperial Japanese Government, from General Headquarters, Supreme Commander for the Allied Powers, AG 091.31 (25 April 1946) ESS/FT, (SCAPIN 900), Subject: “Freezing Material for Export,” is revoked, and the following paragraphs are added:
“3. In addition, it is directed that the following statement be added to the certification endorsed by the officially authorized agency of the Imperial Japanese Government on all “Applications to Prepare for Export” (Form IE - 100), covering fabricated articles:
“With the exception of the raw materials indicated as needed in Question 13, “Application to Prepare for Export” (Form IE - 100), the proposed supplier of products covered by this application either has finished products in stock, or has on hand or available to him on firm commitment sufficient raw materials or sumi-fabricated goods to complete the manufacture of the products covered by this application. Such raw materials and semi-finished goods will be used only to manufacture products covered by this application. Finished products now available or completed prior to approval of this application by the Supreme Commander for the Allied Powers, will be frozen until instructions are received from SCAP.
“4. The following statement shall be added to the certification endorsed by the officially authorized agency of the Imperial Japanese Government on all “Applications to Prepare for Export,” covering raw materials:
“The proposed supplier of material covered by this application either has the material in stock on hand or under purchases commitment. This material will be frozen until instructions are received from SCAP.
“5. The following statement shall be incorporated in the certification on all “Applications to Deliver for Export,” (From IE - 200):
“Material covered herein will be frozen until this application is either approved or denied by the Supreme Commander for the Allied Powers.”
