      <Article Num="1">
        <ArticleCaption>(Purpose)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The purpose of this Law is to promote the welfare of the personnel of towns and villages by providing for the organization to deal with the affairs concerning the retirement annuities and retirement grants for the personnel of towns and villages and the method of management thereof in line with the spirit of the Local Public Service Law (Law No.261 of 1950).</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Establishment of the Pension Association for the Personnel of Towns and Villages)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Towns and villages must establish, in each area of To, Do, Fu or prefecture, the partial-affairs-association (hereinafter referred to as the "pension association for the personnel of towns and villages" ) mentioned in Article 284 of the Local Autonomy Law (Law No.67 of 1947) to deal jointly with the affairs concerning the retirement annuities and retirement grants of the personnel.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleCaption>(Articles of the Pension Association for the Personnel of Towns and Villages)</ArticleCaption>
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the articles of the pension association for the personnel of towns and villages, the provisions relating to the coverage and qualification of those who receive the benefit from the association and the kind and the amount of the benefit, besides such one as enumerated in each item of Article 287 paragraph 1 of the Local Autonomy Law, shall be made.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Local Autonomy Agency may provide for the model articles concerning the affairs mentioned in the preceding paragraph and represent those to the pension associations for the personnel of towns and villages.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>When it intends to amend its articles, the pension association for the personnel of towns and villages must, through the resolution of the assembly of association, obtain the permission of the governor of To, Do, Fu or prefecture.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleCaption>(Share of the Expenditure)</ArticleCaption>
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The expenditure necessary for the benefit of the pension association for the personnel of towns and villages shall be shared by towns and villages and the personnel thereof.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleCaption>(Principle concerning the Calculation of Funds for Benefit and the Administration of Estate)</ArticleCaption>
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The calculation of funds necessary for the benefit of the pension association for the personnel of towns and villages and the administration of estate thereof must be on the basis of the sound actuarial computation.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleCaption>(Federation of Pension Associations for the Personnel of Towns and Villages)</ArticleCaption>
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The pension associations for the personnel of towns and villages may, for the purpose of making an improvement and a progress of their affairs, set up the Federation of Pension Associations for the Personnel of Towns and Villages (hereinafter referred to as "the Federation" ).</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Federation may have the following works to accomplish the purpose mentioned in the preceding paragraph:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>(1)</ItemTitle>
            <ItemSentence>
              <Sentence>To submit the technical and professional knowledge, data, etc. concerning the affairs of the pension association for the personnel of towns and villages to the association;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>(2)</ItemTitle>
            <ItemSentence>
              <Sentence>To investigate and study on actuarial computation concerning the calculation of funds necessary for the benefit of the pension association for the personnel of towns and villages and, the administration of estate thereof;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>(3)</ItemTitle>
            <ItemSentence>
              <Sentence>To direct the affairs of the association so that the calculation of funds necessary for the benefit of the pension association for the personnel of towns and villages and the administration of estate thereof may be operated in accordance with the principle provided for in the preceding Article;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="4">
            <ItemTitle>(4)</ItemTitle>
            <ItemSentence>
              <Sentence>Any other work that is necessary to accomplish its purpose.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum>3</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Federation shall be a juridical person.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="4">
          <ParagraphNum>4</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Federation must, in the Articles of Association, provide for the following matters and obtain the approval of the Prime Minister:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>(1)</ItemTitle>
            <ItemSentence>
              <Sentence>Name;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>(2)</ItemTitle>
            <ItemSentence>
              <Sentence>Business;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>(3)</ItemTitle>
            <ItemSentence>
              <Sentence>Location of the office;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="4">
            <ItemTitle>(4)</ItemTitle>
            <ItemSentence>
              <Sentence>Matters concerning the joining and secession;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="5">
            <ItemTitle>(5)</ItemTitle>
            <ItemSentence>
              <Sentence>Matters concerning officers;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="6">
            <ItemTitle>(6)</ItemTitle>
            <ItemSentence>
              <Sentence>Matters concerning the sharing of expenditure and the accounting;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="7">
            <ItemTitle>(7)</ItemTitle>
            <ItemSentence>
              <Sentence>Any other necessary matters.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
        <Paragraph Num="5">
          <ParagraphNum>5</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Articles of Association shall not be changed without the approval of the Prime Minister.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="6">
          <ParagraphNum>6</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Federation shall be formed on the day when the approval mentioned in paragraph 4 is obtained.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="7">
          <ParagraphNum>7</ParagraphNum>
          <ParagraphSentence>
            <Sentence>There shall be directors and superintendents in the Federation.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="8">
          <ParagraphNum>8</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The provisions of Article 52 paragraph 2, Articles 53 to 55 inclusive, Article 59 and Article 67 of the Civil Code (Law No.89 of 1896) shall apply mutatis mutandis to the Federation.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="8">
        <ArticleCaption>(Treatment of the Whole-affairs-association, Office-affairs-association and Partial-aftairs-association of Towns and Villages)</ArticleCaption>
        <ArticleTitle>Article 8.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the case of the application of this Law, the whole-affairs-association office affairs-association and partial-affairs-association shall be deemed to be a town or village.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="9">
        <ArticleCaption>(Relation between this Law and the Local Autonomy Law)</ArticleCaption>
        <ArticleTitle>Article 9.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>As to the pension association for the personnel of towns and villages, the provisions of the Local Autonomy Law shall apply, except for cases specially provided for by this Law.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law come into force as from the day of its promulation and shall apply as from April 1, 1952.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2</ParagraphNum>
        <ParagraphSentence>
          <Sentence Num="1">Those partial-affairs-associations in accordance with the provision of Article 284 of the Local Autonomy Law which deal actually with the affairs concerning the retirement annuities and retirement grants for towns and villages on April 1, 1952 shall be deemed to become the pension associations for the personnel of towns and villages under this Law. In such case, the association concerned must take necessary changes of articles within six months commencing on the day of the enforcement of this Law.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Income Tax Law (Law No.27 of 1947) shall be partially amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 3 item (12), ", national public service mutual aid associations and Federation there of" shall be amended as ", national public service mutual aid association and Federation thereof, and Federation of the Pension Associations for the Personnel of Towns and Villages" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum>4</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Corporation Tax Law (Law No.28 of 1947) shall be partially amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 5 item (4), ", Government Employees Mutual Aid Associations and Federation there of" shall be amended as ", Government Employees Mutual Aid Association and Federation thereof, andFederation of the Pension Associations for the Personnel of Towns and Villages" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
      </Paragraph>
      <Paragraph Num="5">
        <ParagraphNum>5</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Local Tax Law (Law No.226 of 1950) shall be partially amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 296, "Federation of Pension Associations for Personnel of Towns and Villages," shall be added next to "Federation of National Health Insurance Organizations," , and in Article 743 item (4), ", as well as national health insurance enterprises of National Health Insurance Association, juridical person conducting the business of national health insurance and Federation of National Health Insurance Organizations" shall be amended as ", and national health insurance enterprises of National Health Insurance Association, juridical person conducting the business of national health insurance and Federation of National Health Insurance Organizations, as well as enterprises conducted by Federation of Pension Association for Personnel of Towns and Villages" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
      </Paragraph>
