I hereby promulgate the Law for Partial Amendments to the Law concerning Budget and Settlement of Account for Finance Public Corporation. Signed:HIROHITO, Seal of the Emperor This first day of the fourth month of the twenty-seventh year of Showa (April 1, 1952) Prime Minister YOSHIDA Shigeru Law No.63 Law for Partial Amendments to the Law concerning Budget and Settlement of Account for Finance Public Corporation The Law concerning Budget and Settlement of Account for Finance Public Corporation (Law No.99 of 1951) shall be partially amended as follows: In Article 3 paragraph 1, "for receipts and expenditures for each business year" shall be amended as "for each business year" ;paragraphs 2 and 3 of the same Article shall be deleted;in paragraph 4 of the same Article, "paragraph 1" shall be amended as "the preceding paragraph" ;the same paragraph shall be made paragraph 2 of the same Article;and paragraph 5 of the same Article shall be made paragraph 3 of the same Article. In Article 4 paragraph 3, "each item of paragraph 4 of the preceding Article" shall be amended as "each item of paragraph 2 of the preceding Article" . In Article 5 paragraph 2, "for the Koko" shall be amended as "under paragraph 1" ;the same paragraph shall be made paragraph 4 of the same Article;in paragraph 3 of the same Article, "the preceding two paragraphs" shall be amended as "the preceding four paragraphs" ;the same paragraph shall be made paragraph 5 of the same Article;and the following two paragraphs shall be added next to paragraph 1 of the same Article: 2 In the general provisions of budget under the preceding paragraph, the provisions concerning the following items shall be established: (1) The maximum amount of money necessary for acquisition of the fixed assets; (2) The maximum amount of borrowing; (3) Items necessary for the execution of the budget other than those prescribed in each of the preceding items. 3 The receipts in the budget for receipts and expenditures prescribed in paragraph 1 shall consist of the receipts accrued from interests on loans, and from the operation of the assets and the incidental miscellaneous receipts;and the expenditures shall consist of the interests on borrowings (including pension debentures, in the case of People's Finance Public Corporation), business expenses, business-entrusting-expenses and incidental miscellaneous expenses. In Article 10 paragraph 1, "Article 3 paragraph 4 item (1)" shall be amended as "Article 3 paragraph 2 item (1)" and paragraph 2 of the same Article shall be amended as follows: 2 The provisions of Article 3 paragraph 3, Articles 4 and 5 shall apply mutatis mutandis to the case of the supplemental budget under the preceding paragraph. In this case, the words "paragraph 1 of the preceding Article" as used in Article 4 paragraph 1 shall read "Article 10 paragraph 1" , and the words "prescribed in each item of paragraph 2 of the preceding Article" as used in paragraph 3 of the same Article shall read "prescribed in Article 10 paragraph 1" . In Article 11 paragraph 1, "Article 3 paragraph 4 items (1), (3), and (4)" shall be amended as "Article 3 paragraph 2 items (1), (3) and (4)" ;and paragraph 2 of the same Article shall be amended as follows: 2 The provisions of Article 3 paragraph 3 and Article 4 shall apply mutatis mutandis to the case of the revision of the budget under the provision of the preceding paragraph. In this case, the words "paragraph 1 of the preceding Article" as used in Article 4 paragraph 1 shall read "Article 11 paragraph 1" , and the words "prescribed in each item of paragraph 2 of the preceding Article" as used in paragraph 3 of the same Article shall read "prescribed in Article 11 paragraph 1" . Article 12 paragraph 2 shall be amended as follows: 2 The provisions of Article 3 paragraph 3, Articles 4 and 5 shall apply mutatis mutandis to the case of the provisional budget under the provision of the preceding paragraph. In this case the worts "paragraph 1 of the preceding Article" as used in Article 4 paragraph 1 shall read "Article 12 paragraph 1" , and the words "prescribed in each item of paragraph 2 of the preceding Article" as used in paragraph 3 of the same Article shall read "prescribed in Article 12 paragraph 1" . In Article 19 paragraph 1, "Article 5 paragraph 2" shall be amended as "Article 5 paragraph 4" . Supplementary Provision: This Law shall come into force as from the day of its promulgation and shall apply to the budget of the Koko for the fiscal year 1952-53 and thereafter.
