        <ChapterTitle>CHAPTER I General Provisions</ChapterTitle>

          <ArticleCaption>(Purpose of this Law)</ArticleCaption>
          <ArticleTitle>Article 1.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The purpose of this Law is to define clearly the scope of responsibilities and the powers of the Ministry of Foreign Affairs and to provide an organization fit for the efficient conduct of the administrative affairs under the jurisdiction of the Ministry.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="2">
          <ArticleCaption>(Establishment)</ArticleCaption>
          <ArticleTitle>Article 2.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The Ministry of Foreign Affairs is hereby established under the provisions of Article 3 paragraph 2 of the National Government Organization Law (Law No.120 of 1948).</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="2">
            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>The Ministry of Foreign Affairs shall be headed by the Minister for Foreign Affairs.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="3">
          <ArticleCaption>(Mission of the Ministry of Foreign Affairs)</ArticleCaption>
          <ArticleTitle>Article 3.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The Ministry of Foreign Affairs shall be the government organ responsible for the integrated administration of the following affairs of the National Government:</Sentence>
            </ParagraphSentence>
            <Item Num="1">
              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>Planning, formulation and execution of foreign policies;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>Protection and promotion of interests relating to foreign commerce and navigation;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="3">
              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>Dispatch and reception of diplomatic and consular officers;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>Conclusion of treaties and other international agreements;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>Participation in international organizations and conferences and promotion of international cooperation;</Sentence>
              </ItemSentence>
            </Item>

              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>Research concerning foreign countries;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="7">
              <ItemTitle>(7)</ItemTitle>
              <ItemSentence>
                <Sentence>Dissemination of information relating to conditions at home and abroad and promotion of cultural relations with foreign countries;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="8">
              <ItemTitle>(8)</ItemTitle>
              <ItemSentence>
                <Sentence>Protection of Japanese nationals abroad and arrangement for foreign travels and emigration;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="9">
              <ItemTitle>(9)</ItemTitle>
              <ItemSentence>
                <Sentence>Liaison with General Headquarters, Supreme Commander for the Allied Powers and officials under the Supreme Commander for the Allied Powers;and overall coordination of such affairs of various administrative agencies as are relating thereto;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="10">
              <ItemTitle>(10)</ItemTitle>
              <ItemSentence>
                <Sentence>Disposal and over-all administration of matters relating to foreign affairs, other than those mentioned under the preceding items.</Sentence>
              </ItemSentence>
            </Item>
          </Paragraph>
        </Article>
        <Article Num="4">
          <ArticleCaption>(Powers of the Ministry of Foreign Affairs)</ArticleCaption>
          <ArticleTitle>Article 4.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence Function="main" Num="1">For the purpose of carrying out the responsibilities provided for by this Law, the Ministry of Foreign Affairs shall have the powers as listed below. Such powers shall, however, be exercised in accordance with treaties, the established laws of nations, and domestic laws (including orders issued thereunder):</Sentence>

              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>To do within the limits of budgetary appropriations those acts pertaining to expenditures necessary for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>To collect revenues and make payments necessary for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="3">
              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain offices and other facilities directly required for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>To procure office supplies and other materials directly required for carrying out of its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>To dispose of unnecessary property;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="6">
              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>To administer personnel affairs, including appointment, dismissal, awards and discipline;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="7">
              <ItemTitle>(7)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain facilities required for the welfare and health of personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="8">
              <ItemTitle>(8)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain housing to be rented to personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="9">
              <ItemTitle>(9)</ItemTitle>
              <ItemSentence>
                <Sentence>To distribute or publish documents, research data and statistics concerning the affairs under its jurisdiction;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="10">
              <ItemTitle>(10)</ItemTitle>
              <ItemSentence>
                <Sentence>To inspect the affairs under its jurisdiction and to take such measures as may be required in accordance with the provisions of laws or orders;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="11">
              <ItemTitle>(11)</ItemTitle>
              <ItemSentence>
                <Sentence>To adopt the official seals of the Ministry of Foreign Affairs;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="12">
              <ItemTitle>(12)</ItemTitle>
              <ItemSentence>
                <Sentence>To negotiate with foreign governments and to participate in international organizations and conferences representing the Japanese Government;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="13">
              <ItemTitle>(13)</ItemTitle>
              <ItemSentence>
                <Sentence>To prepare and deliver the full powers, credentials and letters of recall of Ambassador and Ministers, and the letters of commission of Consular Officers;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="14">
              <ItemTitle>(14)</ItemTitle>
              <ItemSentence>
                <Sentence>To accept the full powers, the credentials and letters of recall of foreign diplomatic representatives, and the letters of commission of foreign Consular Officers, and to prepare and deliver the exequaturs of foreign Consular Officers;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="15">
              <ItemTitle>(15)</ItemTitle>
              <ItemSentence>
                <Sentence>To conclude, interpret and execute treaties and other international agreements and to dispose of legal matter concerning foreign relations;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="16">
              <ItemTitle>(16)</ItemTitle>
              <ItemSentence>
                <Sentence>To negotiate with foreign authorities or to render assistance in commercial transactions for the purpose of protecting and promoting interest in commerce and navigation;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="17">
              <ItemTitle>(17)</ItemTitle>
              <ItemSentence>
                <Sentence>To negotiate with foreign authorities, to conciliate or mediate civil cases which have arisen between Japanese nationals, or between Japanese and foreign nationals or to accept and register reports filed in connection with personal status, for the purpose of protecting the person and property of Japanese nationals abroad;</Sentence>

            </Item>
            <Item Num="18">
              <ItemTitle>(18)</ItemTitle>
              <ItemSentence>
                <Sentence>To assist and protect and to take other necessary actions in connection with the foreign travels and emigration of Japanese nationals;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="19">
              <ItemTitle>(19)</ItemTitle>
              <ItemSentence>
                <Sentence>To issue passports and visa;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="20">
              <ItemTitle>(20)</ItemTitle>
              <ItemSentence>
                <Sentence>To administer the affairs concerning the immigration control under the Immigration Control Order (Cabinet Order No.319 of 1951) and the Ordinance for Registration of Aliens (Imperial Ordinance No.207 of 1947), registration of aliens under the Ordinance for Registration of Aliens, and deportation under the Immigration Control Order, the Ordinance for Registration of Aliens, and the Order for Temporary Measures concerning the Restriction on Sailing of Those Persons Having Permanent Domicile in Nanseishoto South of 30°North Latitude (Cabinet Order No.227 of 1950);</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="21">
              <ItemTitle>(21)</ItemTitle>
              <ItemSentence>
                <Sentence>To administer affairs concerning the treatment of foreign nationals, etc., residing in Japan;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="22">
              <ItemTitle>(22)</ItemTitle>
              <ItemSentence>
                <Sentence>To certify documents issued by Japanese or foreign authorities with regard to matters of personal status or other facts having relations to Japan and foreign countries;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="23">
              <ItemTitle>(23)</ItemTitle>
              <ItemSentence>
                <Sentence>To release to the public, matters concerning foreign relations;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="24">
              <ItemTitle>(24)</ItemTitle>
              <ItemSentence>
                <Sentence>To make recommendations with regard to the award of honors to foreigners and to Japanese nationals residing in foreign countries;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="25">
              <ItemTitle>(25)</ItemTitle>
              <ItemSentence>
                <Sentence>To give permission or approval to incorporated associations or incorporated foundations relating to the responsibilities of the Ministry of Foreign Affairs;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="26">
              <ItemTitle>(26)</ItemTitle>
              <ItemSentence>
                <Sentence>To take necessary actions with regard to the liquidation of public and private Japanese property and liabilities, enterprises and other establishments in Korea, Formosa, Saghalien, Kwantung Province, the South Sea Islands and other areas;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="27">
              <ItemTitle>(27)</ItemTitle>
              <ItemSentence>
                <Sentence>To administer affairs concerning the repatriation of Japanese nationals;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="28">
              <ItemTitle>(28)</ItemTitle>
              <ItemSentence>
                <Sentence>To request the organs of the National Government or of the local public bodies to make investigation and report and to submit data, necessary in executing the responsibilities of the Ministry;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="29">
              <ItemTitle>(29)</ItemTitle>
              <ItemSentence>
                <Sentence>In addition to those listed in the preceding items, such powers as are placed under the Ministry of Foreign Affairs by laws (including orders issued thereunder) or necessary for implementing treaties or the established laws of nations.</Sentence>
              </ItemSentence>

        </Article>
      </Chapter>
      <Chapter Num="2">
        <ChapterTitle>CHAPTER II Ministry Proper</ChapterTitle>

            <Paragraph Num="1">
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The Minister's Secretariat shall have a Chief of Secretariat.</Sentence>
              </ParagraphSentence>
            </Paragraph>
            <Paragraph Num="2">
              <ParagraphNum>2</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The Chief of Secretariat shall administer the affairs of the Minister's Secretariat.</Sentence>
              </ParagraphSentence>
            </Paragraph>
            <Paragraph Num="3">
              <ParagraphNum>3</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The Economic Affairs Bureau shall have one Deputy Chief.</Sentence>
              </ParagraphSentence>
            </Paragraph>
            <Paragraph Num="4">
              <ParagraphNum>4</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The Deputy Chief of Bureau shall assist the Chief of Bureau and regulate the affairs of the bureau.</Sentence>
              </ParagraphSentence>
            </Paragraph>
            <Paragraph Num="5">
              <ParagraphNum>5</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The Ministry proper shall have Advisors and Councillors.</Sentence>
              </ParagraphSentence>
            </Paragraph>
            <Paragraph Num="6">
              <ParagraphNum>6</ParagraphNum>
              <ParagraphSentence>
                <Sentence>Advisors shall participate in important diplomatic matters, and Councillors shall participate in the execution of foreign policies.</Sentence>

            </Paragraph>
          </Article>
          <Article Num="7">
            <ArticleCaption>(Functions of the Minister's Secretariat)</ArticleCaption>
            <ArticleTitle>Article 7.</ArticleTitle>
            <Paragraph Num="1">
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The Minister's Secretariat shall, in connection with the responsibilities of the Ministry of Foreign Affairs, take charge of the following affairs:</Sentence>

                <ItemTitle>(1)</ItemTitle>
                <ItemSentence>
                  <Sentence>Over-all coordination of administration under the Ministry;</Sentence>
                </ItemSentence>
              </Item>

                <ItemSentence>
                  <Sentence>Inspection of administration under the Ministry;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="3">
                <ItemTitle>(3)</ItemTitle>

                  <Sentence>Examination of drafts of laws and orders;</Sentence>
                </ItemSentence>
              </Item>

          </Article>
          <Article Num="8">
            <ArticleCaption>(Functions of the Asian Affairs Bureau)</ArticleCaption>
            <ArticleTitle>Article 8.</ArticleTitle>
            <Paragraph Num="1">
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The Asian Affairs Bureau shall take charge of the following affairs:</Sentence>

                <ItemTitle>(1)</ItemTitle>
                <ItemSentence>
                  <Sentence>Planning and formulation of foreign policies concerning Asian countries and over-all coordination in executing thereof;</Sentence>
                </ItemSentence>

              <Item Num="2">
                <ItemTitle>(2)</ItemTitle>
                <ItemSentence>
                  <Sentence>Disposal of political affairs concerning Asian countries and compilation of information as well as research necessary therefor;</Sentence>
                </ItemSentence>
              </Item>

                <ItemTitle>(3)</ItemTitle>
                <ItemSentence>

              <Sentence>Diplomatic and consular establishments abroad shall be established as organs of the Ministry of Foreign Affairs.</Sentence>

            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>The diplomatic and consular establishments abroad shall be comprised of embassies, legations, consulates-general, consulates, branch offices of consulates-general, branch offices of consulates, honorary consulates-general and honorary consulates.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="23">
          <ArticleCaption>(Responsibilities and Powers)</ArticleCaption>
          <ArticleTitle>Article 23.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The diplomatic and consular establishments abroad shall carry out in foreign countries the responsibilities of the Ministry proper and exercise their powers given in accordance with treaties, the established laws of nations and domestic laws (including orders issued thereunder).</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="24">
          <ArticleCaption>(Names and Locations)</ArticleCaption>
          <ArticleTitle>Article 24.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The names and locations of diplomatic and consular establishments abroad shall be provided for by law separately.</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="2">
            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>In case a special necessity arises, other diplomatic and consular establishments abroad, in addition to those provided for by law under the provisions of the preceding paragraph, may be established by Cabinet Order within the limit set by budget.</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="3">
            <ParagraphNum>3</ParagraphNum>
            <ParagraphSentence>
              <Sentence>If there are special circumstances in cases where the change of classes of the established diplomatic and consular establishments abroad be necessitated, the class of the diplomatic and consular establishment abroad concerned may be changed in accordance with what may be provided for by Cabinet Order.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="25">
          <ArticleCaption>(Chief of Diplomatic and Consular Establishments Abroad)</ArticleCaption>
          <ArticleTitle>Article 25.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>There shall be a chief (hereinafter referred to as "chief of diplomatic and consular establishments abroad" ) in diplomatic and consular establishments abroad.</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="2">
            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>The chief of embassy, legation, consulate-general, consulate, honorary consulate-general and honorary consulate shall be ambassador, minister, consul-general, consul, honorary consul-general and honorary consul respectively.</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="3">
            <ParagraphNum>3</ParagraphNum>
            <ParagraphSentence>
              <Sentence>The chief of diplomatic and consular establishments abroad shall take, under orders of the Minister for Foreign Affairs, general control over the affairs of the said establishment.</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="4">
            <ParagraphNum>4</ParagraphNum>
            <ParagraphSentence>
              <Sentence>In case the chief of diplomatic and consular establishment abroad is prevented from performing his duties or his post becomes vacant, a person previously designated by the Minister for Foreign Affairs shall act for him.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
      </Chapter>
      <Chapter Num="5">
        <ChapterTitle>CHAPTER V Personnel</ChapterTitle>
        <Article Num="26">
          <ArticleCaption>(Personnel)</ArticleCaption>
          <ArticleTitle>Article 26.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>With respect to appointment, dismissal, promotion, disciplinary measures and other matters concerning personnel administration of the Ministry of Foreign Affairs, the provisions of the National Public Service Law (Law No.120 of 1947) shall apply.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="27">
          <ArticleCaption>(Fixed Number)</ArticleCaption>
          <ArticleTitle>Article 27.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The fixed number of personnel for the Ministry of Foreign Affairs shall be provided for by law separately.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
      </Chapter>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2</ParagraphNum>
        <ParagraphSentence>
          <Sentence Function="main" Num="1">The Ministry of Foreign Affairs Establishment Law (Law No.135 of 1949) shall be abolished. However, former organs and personnel shall become organs and personnel corresponding to the one prescribed by this Law and shall remain with identical nature.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3</ParagraphNum>
        <ParagraphSentence>
          <Sentence>For the time being, the Japanese Government Overseas Agencies shall be established as diplomatic and consular establishments abroad, in addition to those provided for in Article 22 paragraph 2.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum>4</ParagraphNum>
        <ParagraphSentence>
          <Sentence>With respect to the Japanese Government Overseas Agencies, the provisions of the Japanese Government Overseas Agencies Establishment Law (Law No.105 of 1950) shall apply.</Sentence>
        </ParagraphSentence>
      </Paragraph>

          <Sentence>The Preparation Committee for Liquidation of Debts Incurred by Japanese Consulates and Japanese Residents'Associations (Law No.173 of 1949) shall be partially amended as follows:</Sentence>

          <AmendProvisionSentence>
            <Sentence>In Article 3 paragraph 1, "Chief of the Controls Bureau of the Ministry of Foreign Affairs" shall be amended as "Chief of the Asian Affairs Bureau of the Ministry of Foreign Affairs" , and "Controls Bureau of the Ministry of Foreign Affairs" in paragraph 4 of the same Article shall be amended as "Asian Affairs Bureau of the Ministry of Foreign Affairs" .</Sentence>
