      <Article Num="1">
        <ArticleCaption>(Purpose)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The purpose of this Law is to construct Karuizawa-machi as an international comity, sightseeing and cultural city in order to achieve the ideal of eternal peace of the world by enhancing and promoting the international comity and international intercourse of culture as well as to contribute to the economic rehabilitation of our country by completing the cultural and sightseeing facilities and inducing foreign travellers, in view of the fact that Karuizawa-machi has an alpine beauty to be rarely seen in the world, is a good health resort and also has the historical results that it has contributed to the international comity.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Planning and Enterprise)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The city planning for the construction of the Karuizawa International Comity, Sightseeing and Cultural City (hereinafter referred to as "the Karuizawa International Comity, Sightseeing and Cultural City Construction Planning" ) shall include the planning to have such various facilities as suitable to an international comity, sightseeing and cultural city besides the city planning as provided for in Article 1 of the City Planning Law (Law No.36 of 1919).</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>In the enterprise to construct the Karuizawa International Comity, Sightseeing and Cultural City (hereinafter referred to as "the Karuizawa International Comity, Sightseeing and Cultural City Construction Enterprise" ), the Karuizawa International Comity, Sightseeing and Cultural City Construction Planning shall be executed.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleCaption>(Execution of Enterprise)</ArticleCaption>
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Karuizawa International Comity, Sightseeing and Cultural City Construction Enterprise shall be executed by the Head of Karuizawa-machi.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Head of Karuizawa-machi shall make constant activities, living up to the spirit of local autonomy, for perfection of the Karuizawa Inter national Comity, Sightseeing and Cultural City with the cooperation of its inhabitants and aid of various organs concerned.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleCaption>(Assistance to Enterprise)</ArticleCaption>
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The State and the organs concerned of local public entities shall, in view of the importance, according to the purpose mentioned in Article 1, of the Karuizawa International Comity, Sightseeing and Cultural City Construction Enterprise, render every possible assistance to the expedition and perfection of the enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleCaption>(Special Subvention)</ArticleCaption>
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In case it is deemed necessary for the use of the International Comity, Sightseeing and Cultural City Construction Enterprise, the State may transfer the common properties, regardless of the provisions of Article 28 of the National Property Law (Law No.73 of 1948), to the public entities which bear the expenses necessary for execution of this enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleCaption>(Report)</ArticleCaption>
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The executor of the Karuizawa International Comity, Sightseeing and Cultural City Construction Enterprise shall make efforts for expediting the completion of that enterprise and shall report on its progress to the Minister of Construction at least once every six months.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Prime Minister shall report to the Diet once every year on the progress of construction of the Karuizawa International Comity, Sightseeing and Cultural City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleCaption>(Application of the Law)</ArticleCaption>
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Unless otherwise provided for by this Law, the City Planning Law shall apply to the Karuizawa International Comity, Sightseeing and Cultural City Construction Planning and the Karuizawa International Comity, Sightseeing and Cultural City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Karuizawa City Planning Enterprise under execution at the time of enforcement of this Law shall be deemed to be the Karuizawa International Comity, Sightseeing and Cultural City Construction Enterprise.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall be referred to the plebiscite of the inhabitants of Karuizawa-machi, in accordance with the provision of Article 95 of the Constitution of Japan.</Sentence>

      </Paragraph>
