(Abolition of the Vehicles Regulations, etc.) Article 1. The Vehicles Regulations (Ministry of Transportation Ordinance No.36 of 1947) shall be abolished. 2 The Regulations governing the Ability Authorization for Motor Vehicle Maintenance and Repair Mechanics (Ministry of Transportation Ordinance No.50 of 1949) shall be abolished. 3 The Regulations governing the Grant of Attestation of Motor Vehicle Maintenance and Repair Works (Ministry of Transportation Ordinance No.27 of 1948) shall be abolished.

(Amendments to the Ministry of Transportation Establishment Law) Article 2. The Ministry of Transportation Establishment Law (Law No.157 of 1949) shall be partially amended as follows: In Article 3 item (4), "motor vehicles" shall be amended as "motor vehicles and motor bikes" . In Article 4 paragraph 1 item (41), "motor vehicles and passenger light vehicles" shall be amended as "motor vehicles, motor bikes and passenger light vehicles" , and next to the same item, the following three items shall be added: (41)-(2) To designate the delivery agent of motor vehicle registration number plates; (41)-(3) To designate the forms, etc. of embossing of chassis number and prime mover number of motor vehicles; (41)-(4) To authenticate motor vehicle disassembling repair business. In Article 28 paragraph 1 item (9), "motor vehicles" shall be amended as "motor vehicles and motor bikes" , "substitute fuel apparatus for motor vehicles" , as "substitute fuel apparatus for motor vehicles and motor bikes" , and items (11) and (12) shall be amended as follows: (11) Designation of delivery agent of motor vehicle registration number plates; (12) Embossing of chassis number and prime mover number of motor vehicles. Next to Article 28 paragraph 1 item (12), the following seven items shall be added: (12)-(2) Recommendations in regard to motor vehicle garages; (12)-(3) Maintenance and repair supervisor in connection with the use of motor vehicles; (12)-(4) Maintenance and repair as well as inspection in connection with motor vehicles, motor bikes and passenger light vehicles; (12)-(5) Ability authorization for motor vehicle maintenance and repair mechanics; (12)-(6) Authentication of motor vehicle disassembling repair business; (12)-(7) Authorization of superior motor vehicle maintenance and repair business operator; (12)-(8) Other than those enumerated in the preceding nine items, safety of motor vehicles and motor bikes as well as safety and technical improvement of light vehicles. In Article 28 paragraph 1 item (13), "fuel, oil and grease for motor vehicles" shall be amended as "fuel, oil and grease for motor vehicles and motor bikes" , in paragraph 2 item (3) of the same Article, "motor vehicles" as "motor vehicles and motor bikes" , in item (4), "tires and tubes for motor vehicles" as "tires and tubes for motor vehicles and motor bikes" , in item (5), "petroleum products for motor vehicles" as "petroleum products for motor vehicles and motor bikes" , in item (6), "motor vehicles" as "motor vehicles, motor bikes" , "substitute fuel apparatus for motor vehicles" , as "substitute fuel apparatus for motor vehicles and motor bikes" , and "manufacture of motor vehicles" , as "manufacture of motor vehicles and motor bikes" . In Article 31 paragraph 1 item (4), "motor vehicles" shall be amended as "motor vehicles and motor bikes" , and "substitute fuel apparatus for motor vehicles" as "substitute fuel apparatus for motor vehicles and motor bikes" . Article 51 paragraph 1 items (12) and (13) shall be amended as follows: (12) Designation of delivery agents of motor vehicle registration number plates; (13) Embossing of chassis number and prime mover number of motor vehicles. Next to Article 51 paragraph 1 item (13), the following seven items shall be added: (13)-(2) Recommendations in regard to motor vehicle garages; (13)-(3) Maintenance and repair supervisor in connection with the use of motor vehicles; (13)-(4) Maintenance and repair as well as inspection in connection with motor vehicles, motor bikes and passenger light vehicles; (13)-(5) Ability authorization for motor vehicle maintenance and repair mechanics; (13)-(6) Authentication of motor vehicle disassembling repair business; (13)-(7) Authorization for superior motor vehicle maintenance and repair business operator; (13)-(8) Other than those enumerated in the preceding nine items, safety of motor vehicles and motor bikes as well as safety and technical improvement of light vehicles. In Article 51 paragraph 1 item (14), "fuel, oil and grease for motor vehicles" shall be amended as "fuel, oil and grease for motor vehicles and motor bikes" , in item (15), "motor vehicles" as "motor vehicles and motor bikes" , in paragraph 2 item (2) of the same Article, "motor vehicles" as "motor vehicles and motor bikes" , in item (3), "tires and tubes for motor vehicles" as "tires and tubes for motor vehicles and motor bikes" , and in item (4), "petroleum products for motor vehicles" as "petroleum products for motor vehicles and motor bikes" .

(Transitional Provisions) Article 3. The registration of motor vehicles (excluding those corresponding to motor bikes as well as light motor vehicles and two-wheel small-size motor vehicles) effected in accordance with the provisions of Article 56 paragraph 1 of the Road Transportation Law (Law No.191 of 1947;hereinafter referred to as "the former Law" ) shall be regarded as the initial registration of motor vehicles effected in accordance with the provisions of the Vehicles for Road Transportation Law (Law No.185 of 1951;hereinafter referred to as "the Law" ) until March 31, 1952.

Article 4. The registration of motor vehicles (limited to those corresponding to light motor vehicles and two-wheel small-size motor vehicles) effected in accordance with the provisions of Article 56 paragraph 1 of the former Law shall be regarded as the initial registration of motor vehicles effected in accordance with the provisions of the Law.

Article 5. The permission for temporary operation effected in accordance with the provisions of Article 32 of the Vehicles Regulations shall be regarded as the permission for temporary operation of motor vehicles effected in accordance with the provisions of the Law.

Article 6. The inspection (excluding the inspection referred to in Article 26 of the Vehicles Regulations) of motor vehicles (excluding those corresponding to motor bikes) effected in accordance with the provisions of Article 54 paragraph 1 of the former Law shall be regarded as the inspection effected in accordance with the provisions of Article 58 of the Law.

Article 7. The inspection of motor vehicles effected in accordance with the provisions of Article 26 of the Vehicles Regulations shall be regarded as the inspection effected in accordance with the provisions of Article 71 of the Law.

Article 8. The inspection of motor vehicles (limited to those corresponding to motor bikes) effected in accordance with the provisions of Article 54 paragraph 1 of the former Law shall be regarded as the inspection of motor bikes effected in accordance with the provisions of Article 73 of the Law.

Article 9. The inspection of passenger light vehicles effected in accordance with the provisions of Article 54 paragraph 1 of the former Law shall be regarded as the inspection of passenger light vehicles effected in accordance with the provisions of Article 73 of the Law.

Article 10. Any person who has passed the test under the provisions of the Regulations governing the Ability Authorization for Motor Vehicle Maintenance and Repair Mechanics shall be regarded as the person who has passed the ability test for motor vehicle maintenance and repair mechanics referred to in Article 55 of the law as to the categories fixed by Ministry of Transportation Ordinance.

Article 11. The designation of motor vehicles effected in accordance with the provisions of Article 26-(2) of the Vehicles Regulations shall be regarded as the designation of motor vehicles effected under the provisions of Article 75 of the Law.

Article 12. Any person who has obtained the authorization under the provisions of the Regulations governing the Authorization for Motor Vehicle Maintenance and Repair Works shall be regarded as the person who has obtained the authorization for superior motor vehicle maintenance and repair business operator referred to in Article 94 of the Law as to the categories fixed by Ministry of Transportation Ordinance.

Article 13. Any vehicle number plate and the seal thereon indicated on a motor vehicle (excluding those corresponding to motor bikes) in accordance with the provisions of Article 29 of the Vehicles Regulations shall, until March 31, 1952, be regarded as the motor vehicle registration number plate as well as seal thereon which has been fixed in accordance with the provisions of Article 11 of the Law.

Article 14. Any vehicle number plate indicated on a motor vehicle (limited to those corresponding to motor bikes) in accordance with the provisions of Article 29 of the Vehicles Regulations shall be regarded as the motor bike number plate which has been indicated in accordance with the provisions of Article 73 of the Law.

Article 15. Any vehicle number plate indicated on a passenger light vehicle in accordance with the provisions of Article 46 of the Vehicles Regulations shall be regarded as the passenger light vehicle number plate which has been indicated in accordance with the provisions of Article 73 of the Law.

Article 16. Any temporary operation permit, temporary vehicle number plate, vehicle inspection certificate of motor vehicles (excluding those corresponding to motor bikes), vehicle inspection certificate of any motor vehicle of which vehicle number is not designated vehicle inspection certificate of motor vehicle (limited to those corresponding to motor bikes), or vehicle inspection certificate of passenger light vehicles, which has been delivered or loaned in accordance with the Vehicles Regulations shall respectively be regarded as the temporary operation permit, number plate permitting temporary operation, motor vehicle inspection certificate, motor vehicle preliminary inspection certificate, motor bike inspection certificate, or passenger light vehicle inspection certificate which has been delivered or loaned in accordance with the provisions of the Law.

Article 17. Any person who is actually engaged in the business of the sale of vehicle number plates of motor vehicles (excluding those corresponding to motor bikes) at the time of the enforcement of the Law shall, for six months from the day of the enforcement of the Law, be regarded as a delivery agent of motor vehicle registration number plates, irrespective of the provisions of Article 25 of the Law. In the cases where the person has applied for the designation referred to in Article 25 of the Law within the said period, the same shall also apply until the day on which the person is informed to the effect that the designation has been effected or that the designation shall not be effected. 2 The provisions of Article 27 paragraphs 1 and 4 shall not apply to any person who has been regarded as a delivery agent of motor vehicle registration number plates in accordance with the provisions of the preceding paragraph.

Article 18. Any person who shall appoint the maintenance and repair supervisor in accordance with the provisions of Article 50 of the Law may, for one year from the day of the enforcement of the Law, appoint any person who does not come under any of the items of Article 51 paragraph 1 of the Law as the maintenance and repair supervisor.

Article 19. Any person who actually manages a business corresponding to the motor vehicle disassembling repair business at the time of the enforcement of the Law shall, for one year from the day of the enforcement of the Law, be regarded as a person who has obtained the authentication of the motor vehicle disassembling repair business as to the categories fixed by Ministry of Transportation Ordinance, irrespective of the provisions of Article 78 paragraph 1. In the case where the person has applied for the authentication referred to in Article 78 paragraph 1 of the Law within the said period, the same shall also apply until the day on which the person is informed to the effect that the authentication has been effected or that the authentication shall not be effected.

Article 20. Any person who has been regarded as a motor vehicle disassembling repair business operator in accordance with the provisions of the preceding Article may, for one year from the day of the enforcement of the Law, appoint a person who does not come under any of the items of Article 86 paragraph 1 as the chief inspector.

Article 21. The fees for the initial registration under the provisions of Article 102 of the Law shall not be collected from any person who applies for the initial registration under the provisions of the Law, within the period until March 31, 1952, as regards the motor vehicles which have been regarded as having obtained the initial registration therefor under the provisions of the Law in accordance with the provisions of Article 3.

Article 22. The delivery by the chief of the Land Transportation Bureau under the provisions of Article 11 paragraph 1 of the Law and the purchase by the Chief of Land Transportation Bureau under the provisions of Article 20 paragraph 1 of the Law shall not be performed until the day on which the Minister of Transportation shall make notifications.
