(Partial Amendments to the Ministry of Agriculture and Forestry Establishment Law) Article 1. The Ministry of Agriculture and Forestry Establishment Law (Law No.153 of 1949) shall be partially amended as follows: In the Contents, "Section 3 Local Branch Offices (Articles 35-42)" shall be amended as "Section 3 Local Branch Offices (Articles 35-43)" , and "Chapter V Kodans (Article 76)" shall be deleted. In Article 4 item (13), "materials" shall be amended as "materials in acute short supply" , and in item (14) of the same Article "as well as to order the production (including processing and repairs), shipment or movement thereof, or the execution of construction works" shall be deleted and items (15) and (16) of the same Article shall be amended as follows: (15) To order the production (including processing and repairs), transfer or delivery of the materials in acute short supply concerning the affairs under its jurisdiction or to restrict or prohibit such acts; (16) Deleted. Article 4 item (22) shall be amended as follows: (22) Deleted. In Article 4 item (29), "prices," shall be deleted and in item (46) of the same Article, "staple foods" shall be amended as "food" . Article 8 paragraph 1 item (12) shall be deleted. In Article 13, "Agricultural Improvement Experiment Stations" and "Agricultural Machinery and Implements Administration Office" shall be deleted. Articles 19 and 20 shall be amended as follows:

Article 19 and Article 20. Deleted.

In Article 22 paragraph 1 item (3), ", distribution and inspection" shall be amended as "and distribution" , in Article 25 paragraph 1, "farm, forest, livestock and marine products as well as foodstuffs" shall be amended as "farm, forest livestock and marine products, foods and beverages, as well as oils and fats" , and paragraph 2 of the same Article shall be amended as follows and paragraph 5 of the same Article shall be deleted: 2 The Export Goods Inspection Office shall be established in Tokyo-to. Article 29 shall be amended as follows:

Article 29. Deleted.

In the column of "Turfs under jurisdiction" of the Kyoto Horse-Racing Office in the table of Article 30 paragraph 2, "Kyoto" shall be amended as "Chukyo, Kyoto" , and in Article 33 paragraph 1 item (2) "nest-eggs and breeding honeybees" shall be amended as "nest-eggs, breeding honeybees and livestock's sperm for artificial insemination" . In the table of Article 34 paragraph 1, the parts of Committee for Losses Incurred by Agriculture and Forestry Credit Improvement Special Loan, Central Agricultural Adjustment Council and Central Agricultural Land Conference shall be deleted, and in the part of the Central Crop Estimation Council in the same table, "staple food" shall be amended as "farm crops" . Article 43 shall be amended as follows:

Article 43. Deleted.

In Article 48, item (8) shall be deleted and item (9) shall be made item (8). In Article 61, items (4) and (5), "lumber and other forest products" shall be amended as "lumber, firewood, charcoal and other forest products as well as processed charcoal" , and item (7) of the same Article shall be deleted and item (8) shall be made item (7). In Article 62, item (4) shall be made item (5) and its succeeding items shall be moved down by one and the following one item shall be added next to item (3): (4) Guidance and supervision of forest roads; In Article 63, items (4) and (5) shall be deleted, and item (6) shall be made item (4). In the table of Article 65 paragraph 1, the part of Temple and Shrine Owned Forest Disposal Council shall be deleted, and in paragraph 2 of the same Article, "Temple and Shrine Owned Forest Disposal Council," and "the Law for Disposition of National Property Leased Without Charge to Temple, Shrine, etc.," shall be deleted. Chapter V shall be deleted.

(Partial Amendments to the Central Co-operative Bank for Agriculture and Forestry Special Loan and Loss Compensation Law) Article 2. The Central Co-operative Bank for Agriculture and Forestry Special Loan and Loss Compensation Law (Law No.32 of 1932) shall be partially amended as follows: In Article 6 paragraph 1, "the Committee for Losses Incurred by Agriculture and Forestry Credit Improvement Special Loan" shall be amended as "the competent Minister" ;and paragraph 2 of the same Article shall be deleted.

(Partial Amendments to the Farm Debts Adjustment Fund Special Loan and Loss Compensation Law) Article 3. The Farm Debts Adjustment Fund Special Loan and Loss Compensation Law (Law No.77 of 1937) shall be partially amended as follows: In Article 9 paragraph 1, "the Committee for Losses Incurred by Agriculture and Forestry Credit Improvement Special Loan" shall be amended as "the competent Minister" and paragraph 2 of the same Article shall be deleted.

(Partial Amendments to the Temporary Farm Debts Disposal Law) Article 4. The Temporary Farm Debts Disposal Law (Law No.69 of 1938) shall be partially amended as follows: In Article 18, "the Committee for Losses Incurred by Agriculture and Forestry Credit Improvement Special Loan" shall be amended as "the competent Minister" .

(Partial Amendments to Agricultural Land Adjustment Law) Article 5. The Agricultural Land Adjustment Law (Law No.67 of 1938) shall be partially amended as follows: In Article 9-(8) paragraph 2, "the Central Agricultural Land Conference" shall be amended as "the competent Minister" , and paragraph 4 of the same Article shall be deleted.

(Partial Amendments to the Owner-farmer Establishment Special Measures Law) Article 6. The Owner-farmer Establishment Special Measures Law (Law No.43 of 1946) shall be partially amended as follows: In Article 3 paragraph 1 items (2) and (3), paragraph 3 of the same Article, Article 27 paragraph 2 and Article 40-(2) paragraph 1 items (2) and (3), "the Central Agricultural Land Commission" shall be amended as "the competent Minister" , and in Article 47 paragraphs 3 and 4, "or the Central Agricultural Land Commission" shall be deleted.

(Partial Amendments to the Fishing Port Law) Article 7. The Fishing Port Law (Law No.137 of 1950) shall be partially amended as follows: In Article 10 paragraph 1, "three years" shall be amended as "two years" , and paragraph 3 of the same Article shall be deleted.

Supplementary Provisions: 1 This Law shall come into force as from the day of its promulgation;provided that the provision of paragraph 3 of the Supplementary Provisions shall apply as from April 1, 1951. 2 As for the Temple and Shrine Owned Forest Disposal Council, the precedents under the former provisions shall apply until September 30, 1951, regardless of the provisions of Article 1. 3 In case any public officials actually in the service of the Agricultural Improvement Experiment Station on March 31, 1951 have become consecutively officials of To, Do, Fu or prefecture, the provisions of Article 10 of the Supplementary Provisions of the Law for Partial Amendments to the Pension Law (Law No.77 of 1947) shall apply mutatis mutandis except those cases where the provisions of the same Article apply. 4 Such State property and State-owned goods as actually used by the Agricultural Improvement Experiment Station on March 31, 1951 and designated by the Minister of Agriculture and Forestry, shall be given to To, Do, Fu or prefectures where the Agricultural Improvement Experiment Station concerned is located. 5 Any area of To, Do, Fu or prefectures as may be fixed by the Central Agricultural Land Conference in accordance with the provisions of Article 3 paragraph 1 or Article 40-(2) paragraph 1 of the Owner-farmer Establishment Special Measures Law before amendment, shall be deemed as the one fixed by the competent Minister in accordance with the corresponding provisions of the same Law after amendment. 6 Any area fixed by the prefectural Agricultural Land Commission in accordance with the provisions of Article 3 paragraph 3 (including the case where this provision shall apply mutatis mutandis in Article 40-(2) paragraph 2 of the same Law) of the Owner-farmer Establishment Special Measures Law before amendment, shall be deemed as the one fixed in accordance with the corresponding provisions of the same Law after amendment. 7 As for the term of office of those who are actually members of the Fishing Port Council at the time of enforcement of this Law, the precedents under the former provisions shall apply, regardless of the provision of Article 7. 8 The National Government Organization Law (Law No.120 of 1948) shall be partially amended as follows: In the column of Kodan in the item of Ministry of Agriculture and Forestry in the Annexed Table 1, "Fertilizer Distribution Kodan Feedstuffs Distribution Kodan Food Distribution Kodan Oilstuff and Sugar Distribution Kodan "shall be deleted.
