    <LawTitle>Law for Partial Amendments to the Special Procurement Agency Establishment Law</LawTitle>

      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The Special Procurement Agency Establishment Law (Law No.129 of 1949) shall be partially amended as follows:</Sentence>
        </ParagraphSentence>

          <AmendProvisionSentence>
            <Sentence>Article 5 shall be amended as follows:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Article Num="5">
              <ArticleCaption>(Internal Subdivisions)</ArticleCaption>
              <ArticleTitle>Article 5.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Special Procurement Agency shall have the Director's Secretariat and the following four Divisions:</Sentence>

          <AmendProvisionSentence>
            <Sentence>Article 6 shall be amended as follows:</Sentence>

            <Article Num="6">
              <ArticleCaption>(Special Positions)</ArticleCaption>
              <ArticleTitle>Article 6.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence Num="1">The Special Procurement Agency shall have a Deputy Director, who shall assist the Director and regulate the affairs of the Agency.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum>2</ParagraphNum>
                <ParagraphSentence>
                  <Sentence Num="1">The Special Procurement Agency shall have an Advisor who shall participate in the administration of important affairs of the Agency.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="3">
                <ParagraphNum>3</ParagraphNum>
                <ParagraphSentence>
                  <Sentence Num="1">The Director's Secretariat shall be headed by Chief of Secretariat, who shall, under orders, administer the affairs of the Secretariat.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="4">
                <ParagraphNum>4</ParagraphNum>
                <ParagraphSentence>
                  <Sentence Num="1">The Director's Secretariat shall have an Inspector, who shall, under orders, administer the general affairs pertaining to the inspection of the affairs of the Agency.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="5">
                <ParagraphNum>5</ParagraphNum>
                <ParagraphSentence>
                  <Sentence Num="1">Each Division shall have a Deputy Chief, who shall assist the Chief of Division and regulate the affairs of the Division.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>

          <AmendProvisionSentence>
            <Sentence>Article 7 item (13) shall be amended as follows:</Sentence>

              <ItemTitle>(13)</ItemTitle>
              <ItemSentence>
                <Sentence>Inspection of the affairs of the Agency.</Sentence>
              </ItemSentence>

            <Sentence>Article 9 shall be amended as follows:</Sentence>

              <ArticleCaption>(Operation Division)</ArticleCaption>
              <ArticleTitle>Article 9.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Operation Division shall take charge of the following affairs:</Sentence>
                </ParagraphSentence>
                <Item Num="1">
                  <ItemTitle>(1)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Planning on procurement (excluding the procurement of real properties and movable properties appended thereto;hereinafter the same in this Article) under the termination of war expenses other than the overhead expenses, and estimating expenses required;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="2">
                  <ItemTitle>(2)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Execution of contracts for procurement under the termination of war expenses other than the overhead expenses;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="3">
                  <ItemTitle>(3)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Expenditing, inspecting and examining the performance of construction work supply of services and delivery of supplies;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="4">
                  <ItemTitle>(4)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Assistance in furnishing materials required for construction work, services and applies.</Sentence>
                  </ItemSentence>
                </Item>
              </Paragraph>
            </Article>
          </NewProvision>
        </AmendProvision>

          <AmendProvisionSentence>
            <Sentence>Artiele 10 shall be amended as follows:</Sentence>

            <Article Num="10">
              <ArticleCaption>(Property Division)</ArticleCaption>
              <ArticleTitle>Article 10.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Property Division shall take charge of the following affairs:</Sentence>
                </ParagraphSentence>
                <Item Num="1">
                  <ItemTitle>(1)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Procurement of real properties (including movable properties appended thereto;hereinafter the same in this Article) under the termination of war business expenses, and appraisal of such properties;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="2">
                  <ItemTitle>(2)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Custody, restitution and appraisal of real properties released from the demand of the Allied Forces;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="3">
                  <ItemTitle>(3)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Compensating incidental to the procurement of real properties, and compensating and claiming compensations incidental to the restitution of such properties;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="4">
                  <ItemTitle>(4)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Registration of real properties;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="5">
                  <ItemTitle>(5)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Custody, receipt and delivery, transportation and sale of supplies, and execution of contracts therefor;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="6">
                  <ItemTitle>(6)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Disposition of the matters incidental to the procurement of construction work, services, supplies and real properties.</Sentence>
                  </ItemSentence>
                </Item>
              </Paragraph>

        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>Article 12 shall be amended as follows:</Sentence>

              <ArticleCaption>(Labor Division)</ArticleCaption>
              <ArticleTitle>Article 12.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Labor Division shall take charge of the affairs regarding the laborers required by the Occupation Forces.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>

        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 12-(2), "Entertainments Procurement Council" shall be deleted.</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>Article 12-(3) shall be amended as follows:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Article Num="12_3">
              <ArticleCaption>(Service Procurement Council)</ArticleCaption>
              <ArticleTitle>Article 12-(3).</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Service Procurement Council (hereinafter referred to as "the Service Council" ) shall be an organ to make research and deliberation, in response to the inquiries of the Director of the Special Procurement Agency, on the management of procured hotels, etc., and the services procurement for entertainments.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum>2</ParagraphNum>
                <ParagraphSentence>
                  <Sentence>The Service Council shall consist of the Director of the Special Procurement Agency and fortyeight or less than forty-eight councillors.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="3">
                <ParagraphNum>3</ParagraphNum>
                <ParagraphSentence>
                  <Sentence>The Director of the Special Procurement Agency shall preside over the business of the Council as its chairman.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="4">
                <ParagraphNum>4</ParagraphNum>
                <ParagraphSentence>
                  <Sentence>The councillors shall be appointed by the Director of the Special Procurement Agency from among personnel of government organs concerned as well as other civil persons with special knowledge and experience on management of hotels, etc., and on entertainments.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>Article 12-(5) shall be deleted;in Article 12-(G), "the preceding three. Articles" shall be amended as "the preceding two Articles" , and the same Article shall be made Article 12-(5).</Sentence>

        </AmendProvision>
      </Paragraph>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provision:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from June 1, 1951.</Sentence>
        </ParagraphSentence>
      </Paragraph>
