      <Article Num="1">
        <ArticleCaption>(Purpose)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The purpose of this Law is to construct Ashiya as an international cultural and residence city, in view of the fact that the city of Ashiya has a favorable environment from the viewpoint of the international culture and possesses a location suitable for the construction of such a city, in such a manner as it may be also fitted, as an international cultural residence city, for the dwelling of foreign nationals, with a view to inducing influx of foreign tourists and furthermore to providing such tourists with the place to settle down;to contributing to the utilization and development of the culture and sightseeing resources of our country;and ultimately thereby to attaining the elevation of the international culture as well as the economic rehabilitation of our nation.</Sentence>

        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Planning and Enterprise)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The city planning for the construction of the International Cultural and Residence City of Ashiya (hereinafter referred to as the "Ashiya International Cultural and Residence City Construction Planning" ) shall include the planning to provide various facilities suitable for an international cultural and residence city, in addition to the city planning as provided for in Article 1 of the City Planning Law (Law No.36 of 1919).</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The enterprise to construct the International Cultural and Residence City of Ashiya (hereinafter referred to as the "Ashiya International Cultural and Residence City Construction Enterprise" ) shall execute the Ashiya International Cultural and Residence City Construction Planning.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleCaption>(Execution of the Enterprise)</ArticleCaption>
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Mayor of the city of Ashiya shall execute the Ashiya International Cultural and Residence City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Mayor of the city of Ashiya shall make constant activity living up to the spirit of local autonomy for completing the Ashiya International Cultural and Residence City with cooperation of its inhabitants and aid of various organs concerned.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleCaption>(Aid to the Enterprise)</ArticleCaption>
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The organs concerned of the State and the local public entities, in view of the importance of the purpose, mentioned in Article 1, of the Ashiya International Cultural and Residence City Construction Enterprise, render every possible aid to furtherance and completion of the enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleCaption>(Special Subvention)</ArticleCaption>
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>When it is deemed necessary for the use of the Ashiya International Cultural and Residence City Construction Enterprise, the state may transfer the common property, regardless of the provisions of Article 28 of the National Property Law (Law No.73 of 1948) to the public entity which shall bear the expenses necessary for execution of the enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleCaption>(Report)</ArticleCaption>
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The executor of Ashiya International Cultural and Residence City Construction Enterprise shall make efforts to expedite the completion of the enterprise and shall submit the report on its progress to the Minister of Construction every six months.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Prime Minister shall report to the Diet once every year on the state of construction of the Ashiya International Cultural and Residence City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleCaption>(Application of Law)</ArticleCaption>
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Unless otherwise provided for by this Law, the Special City Planning Law (Law No.19 of 1946) and the City Planning Law shall be applicable to the Ashiya International Cultural and Residence City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Ashiya Special City Planning Enterprise under execution at the time of enforcement of this Law shall be deemed to be the Ashiya International Cultural and Residence City Construction Enterprise.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall be referred to the plebiscite of the inhabitants of the city of Ashiya, in accordance with the provisions of Article 95 of the Constitution of Japan.</Sentence>
