      <Article Num="1">
        <ArticleCaption>(Purpose)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The purpose of this Law is to construct Kobe as a representative international port-city of our country which can fully discharge its functions as such, in view of its historical and geographical position, in order to promote international trade and maritime transportation and facilitate the visiting of foreign tourists, and thus to promote international culture as well as to contribute to economic rehabilitation.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Planning and Enterprise)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The city planning for the construction of Kobe as a representative international port-city of our country (hereinafter referred to as "the Kobe International Port-City Construction Planning" ) shall include the planning to provide facilities suitable as an international port-city besides the city planning as provided for in Article 1 of the City Planning Law (Law No.36 of 1919).</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Kobe International Port-City Construction Planning shall be that of an international high standard, which especially takes into consideration foreigners'modes of living and of managing enterprises, in the light of the purpose mentioned in the preceding Article.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum>3</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The enterprise to construct Kobe as an international port-city (hereinafter referred to as the "Kobe International Port-City Construction Enterprise" ) shall execute the Kobe International Port-city Construction Planning.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleCaption>(Execution of Enterprise)</ArticleCaption>
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Kobe International Port-City Construction Enterprise shall be executed by the Mayor of Kobe City.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Mayor of Kobe City shall continue his unremitting exertions to make complete Kobe City as a representative international port-city of our country, in conformity with the spirit of local autonomy, with the co-operation of the inhabitants and the assistance of the organs concerned.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleCaption>(Assistance to Enterprise)</ArticleCaption>
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The organs concerned of the state and the local public entities shall, by realizing the importance of the Kobe International Port-City Construction Enterprise in the light of the purpose mentioned in Article 1, give as much assistance as they can to expedite and accomplish the enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleCaption>(Furtherance of Enterprise)</ArticleCaption>
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The State may, when it deems it necessary for the furtherance of the Kobe International Port-City Construction Enterprise, donate ordinary assets, regardless of the provision of Article 28 of the State Property Law (Law No.73 of 1948), to the public entity which bears the expenses necessary for the said enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleCaption>(Report)</ArticleCaption>
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Mayor of Kobe City shall report to the Minister of Construction at least every six months on the conditions of progress of the Kobe International Port-City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Prime Minister shall report once a year to the Diet on the conditions of the Kobe International Port-City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleCaption>(Application of Laws)</ArticleCaption>
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>With regard to the Kobe International Port-City Construction Planning and the Kobe International Port-City Construction Enterprise, the Special City Planning Law (Law No.19 of 1946) and the City Planning Law shall apply, unless otherwise provided for by this Law.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Kobe Special City Planning Enterprise under execution at the time of enforcement of this Law shall be deemed to be the Kobe International Port-City Construction Enterprise.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall be referred to the plebiscite of the inhabitants of Kobe City, in accordance with the provision of Article 95 of the Constitution of Japan.</Sentence>
        </ParagraphSentence>
      </Paragraph>
