      <Article Num="1">
        <ArticleCaption>(Purpose)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The purpose of this Law is to construct Ito as an international sightseeing, hot spring and cultural city in order to promote the international culture and to achieve the ideal of eternal peace of the world as well as to contribute to the economic rehabilitation through developing the sightseeing and hot spring resources.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Planning and Enterprise)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The city planning for the construction of the International Sightseeing, Hot Spring and Cultural City of Ito (hereinafter referred to as "the Ito International Sightseeing, Hot Spring and Cultural City Construction Planning" ) shall include the planning to have such various facilities as worthy as an international sightseeing, hot spring and cultural city, beside the city planning as provided for in Article 1 of the City Planning Law (Law No.36 of 1919).</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The city planning enterprise to construct the International Sightseeing, Hot Spring and Cultural City of Ito (hereinafter referred to as the Ito International Sightseeing, Hot Spring and Cultural City Construction Enterprise") shall be to put the Ito International Sightseeing, Hot Spring and Cultural City Construction Planning into practice.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleCaption>(Assistance to Enterprise)</ArticleCaption>
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The organs concerned of the Government and the local public entities shall, in view of the significance of the purpose, stipulated in Article 1, of the Ito International Sightseeing, Hot Spring and Cultural City Construction Enterprise, render every possible assistance to the expedition and perfection of the enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleCaption>(Special Subsidies)</ArticleCaption>
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Whenever it is deemed necessary for the execution of the Ito International Sightseeing, Hot Spring and Cultural City Construction Enterprise, the Government may transfer the common properties, regardless of the provisions of Article 28 of the National Property Law (Law No.73 of 1948), to the public entities which will bear the expenses necessary for execution of this enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleCaption>(Report)</ArticleCaption>
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The executors of the Ito International Sightseeing, Hot Spring and Cultural City Construction Enterprise shall make efforts for expenditing the perfection of that enterprise and shall submit reports on its progress to the Minister of Construction at least once every six months.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Prime Minister shall report to the Diet once every year on the progress of construction of the Ito International Sightseeing, Hot Spring and Cultural City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleCaption>(Responsibility of the Mayor of Ito)</ArticleCaption>
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Mayor of Ito shall make constant activities for the perfection of the Ito International Sightseeing, Hot Spring and Cultural City, with the cooperation of its inhabitants and by support of the organs concerned.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleCaption>(Application of the Law)</ArticleCaption>
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Unless otherwise provided for in this Law, the City Planning Law shall be applicable to the Ito International Sightseeing, Hot Spring and Cultural City Construction Planning and the Ito International Sightseeing, Hot Spring and Cultural City Construction Enterprise.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall be referred to the plebiscite of the inhabitants of the City of Ito in accordance with the provisions of Article 95 of the Constitution of Japan.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The city planning projects and enterprise under execution in the city of Ito at the time of the enforcement of this Law shall be considered as the Ito International Sightseeing, Hot Spring and Cultural City Construction Enterprise and shall be modified, through procedures as provided for in Article 3 of the City Planning Law, so as to conform to the purport as set forth in Article 2 paragraph 2 of this Law.</Sentence>
        </ParagraphSentence>
      </Paragraph>
