      <Article Num="1">
        <ArticleCaption>(Purpose)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The purpose of this Law is to plan and construct Tokyo-To so that it can fully discharge its political, economic, cultural and other functions as the National Capital of our peaceful State.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Construction Plan for a National Capital)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In this Law the Construction Plan for the National Capital shall mean a fundamental plan for important facilities which shall be executed within Tokyo-To, and which shall become a standard for the city planning and the work of Tokyo-To, and for other planning and work for such facilities as are required to attain the purpose of the preceding Article.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleCaption>(Establishment of a Commission)</ArticleCaption>
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>A National Capital Construction Commission (hereinafter to be referred to as "the Commission" ) shall be established as an outer office of the Prime Minister's Office in accordance with the provision of Article 3 paragraph 2 of the National Administrative Organization Law (Law No.120 of 1948).</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleCaption>(Functions and Competency of the Commission)</ArticleCaption>
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Commission shall formulate a construction plan for the National Capital and promote its execution.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleCaption>(Organization of the Commission)</ArticleCaption>
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Commission shall be composed of nine members to be appointed by the Prime Minister as follows:</Sentence>
          </ParagraphSentence>

            <ItemTitle>(1)</ItemTitle>

              <Sentence>Minister of Construction;</Sentence>
            </ItemSentence>

                <Sentence>Member of the House of Representatives to be designated by the House......</Sentence>

          </Item>

            <ItemTitle>(6)</ItemTitle>
            <ItemSentence>

                <Sentence>4 persons;</Sentence>

            </ItemSentence>
          </Item>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>In the case of the appointment of the persons mentioned in the preceding paragraph item (6), the consent of both Houses shall be obtained.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum>3</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The members of the Commission shall be of part time service.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleCaption>(Chairman of the Commission and his Power)</ArticleCaption>
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Commission shall have its Chairman, and the Chairmanship shall be assumed by the member who is the Minister of Construction.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Chairman shall represent the Commission, take charge of its affairs, and exercise supervision and control over its personnel.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum>3</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Commission must designate beforehand, from among its members, a person who shall act for the Chairman when he is unable to perform his functions.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleCaption>(Quorum and decision)</ArticleCaption>
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>No Commission meeting shall be held without the attendance of half the members or more.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>Matters in the Commission shall be decided by a majority of the members present, and in case of a tie, the Chairman shall decide the issue.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="8">
        <ArticleCaption>(Secretariat)</ArticleCaption>
        <ArticleTitle>Article 8.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Commission shall have its Secretariat for the conduct of its affairs.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence Num="1">The Secretariat shall have its Chief and other necessary personnel. The number of its personnel shall be decided by law separately.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum>3</ParagraphNum>
          <ParagraphSentence>
            <Sentence>Appointment, promotion and discipline of the personnel as well as other matters relating to personnel control, shall be subject to the provisions of the National Public Service Law (Law No.120 of 1947).</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="9">
        <ArticleCaption>(Public Notice)</ArticleCaption>
        <ArticleTitle>Article 9.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Num="1">When the Construction plan for the National Capital is formulated, the Commission shall make public its outline in the Government Gazette. The same shall apply when the construction plan for the National Capital is changed or abolished.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="10">
        <ArticleCaption>(Co-operations and Assistance in Work)</ArticleCaption>
        <ArticleTitle>Article 10.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In consideration of the important significance of the construction plan for the National Capital in the light of the Object under Article 1, the State, local public entities within Tokyo-To and persons engaged in work, concerned shall cooperate and assist as far as possible in the formulation and execution of the said plan.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="11">
        <ArticleCaption>(Advice)</ArticleCaption>
        <ArticleTitle>Article 11.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Commission may give advice to the State, local public entities within Tokyo-To or persons engaged in work concerned, to value the construction plan for the National Capital in deciding upon their plan for their own facilities and in making their administrative disposition such as the execution, permission or sanction of work.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The Commission may, when deemed necessary, give advice to an executor in regard to the execution of the work under the construction plan for the National Capital.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="12">
        <ArticleCaption>(Execution of Work)</ArticleCaption>
        <ArticleTitle>Article 12.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Num="1">Any work under the city planning to be undertaken within Tokyo-To may, if deemed necessary in view of the status of Tokyo-To as the National Capital, be executed by the Ministry of Construction, the Ministry of Transportation, or other administrative agencies which have jurisdiction over the matters under the city planning. In this case, the consent of Tokyo-To and the local public entities within the area concerned shall be obtained.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="13">
        <ArticleCaption>(Special Aid)</ArticleCaption>
        <ArticleTitle>Article 13.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In order to help the work under the city planning to be undertaken according to the construction plan for the National Capital, the State, if deemed necessary, may transfer any common property to the public entity which bears the expenses for the execution of the said work.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1.</ParagraphNum>
        <ParagraphSentence>
          <Sentence Function="main" Num="1">This Law shall come into force as from the day of its promulgation. However, the Commission shall be established when the disbursement of expenses necessary for its establishment comes to be possible in the light of the budget.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>In accordance with the provisions of Article 95 of the Constitution of Japan, this Law shall be subject to the plebiscite of the residents of Tokyo-To.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The expenses concerning the plebiscite mentioned in the preceding paragraph shall be borne by Tokyo-To in case it is deemed proper that a public organ bears the expenses.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum>4.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The National Administrative Organization Law shall be partially amended as follows:</Sentence>
