I hereby promulgate the Law for Partial Amendments to the National Government Organization Law. Signed:HIROHITO, Seal of the Emperor This fourth day of the fifth month of the twenty-fifth year of Showa (May 4, 1950) Prime Minister YOSHIDA Shigeru Law No.139 Law for Partial Amendments to the National Government Organization Law The National Government Organization Law (Law No.120 of 1948) shall be partially amended as follows: Article 20 shall be amended as follows:

Article 20. The Bureaus, Divisions and Sections under the provisions of Article 7, shall have, respectively, the heads identified by titles as follows: Chiefs of Bureau Chiefs of Division Chiefs of Section 2 In cases where the Secretariat referred to in Article 7 or the Secretariat of the Commission is to have head, or the Secretariat, Bureaus or Divisions referred to in the same Article, or Agencies or the Secretariat of the Commission is or are to have deputy heads, or positions corresponding thereto, such shall be as provided for by laws. In cases where positions to superintend and readjust part of the business in the charge of an Office on ministerial level and Ministry are to be given in them, the same shall apply.

The following one Article shall be added after Article 22:

(Organizational Title of Position) Article 22-(2). The positions based on the provisions of this Law shall have, respectively, the organizational titles concerned in addition to their official class titles prescribed by the position classification plan.

In Article 24-(2) of the Supplementary Provisions, "May 31, 1950," shall be amended as "May 31, 1951," , and in Article 24 paragraph 3, "the preceding two paragraphs" as "paragraph 1 and paragraph 2," the same paragraph shall be made paragraph 4, and the following one paragraph shall be added next to Article 24 paragraph 2. 3 The provisions of Article 20 shall apply mutatis mutandis to the cases where Divisions or Bureaus are to be set up in accordance with the provisions of the preceding two paragraphs. Article 25 of the Supplementary Provisions shall be amended as follows:

Article 25. Deleted.

Supplementary Provisions: 1. This Law shall come into force as from the day of its promulgation. 2. As to the types and responsibilities of officials in various administrative organs heretofore in force, they shall be followed as heretofore. 3. The provision of the preceding paragraph shall lose its validity on the day to be fixed by the National Personnel Authority in consequent of the enforcement of the Position Classification Plan. 4. The Statistics Law (Law No.18 of 1947) shall be partially amended as follows: The following one paragraph shall be added next to Article 6-(3): The executive office shall have the chief and other necessary personnel. 5. The foreign Exchange Control Board Establishment Law (Law No.229 of 1949) shall be partially amended as follows: In Article 20 paragraph 1 and paragraph 2 shall be made paragraph 2 and paragraph 3 respectively, and the following one paragraph shall be added as paragraph 1: The executive office shall have the chief and other necessary personnel. 6. The Public Corporation Labor Regulations Law (Law No.257 of 1948) shall be partially amended as follows: The following one paragraph shall be added to Article 23 and Article 31 respectively: 2. The Executive Bureau shall have the chief and other necessary personnel. 7. The Trade Union Law (Law No.174 of 1949) shall be partially amended as follows: In Article 19 paragraph 19, next to "director" , "deputy director (not more than two)" shall be added.
