I hereby promulgate the Law for Partial Amendments to the Finance Law. Signed:HIROHITO, Seal of the Emperor This thirty-first day of the third month of the twenty-fifth year of Showa (March 31, 1950) Prime Minister YOSHIDA Shigeru Law No.60 Law for Partial Amendments to the Finance Law The Finance Law (Law No.34 of 1947) shall be partially amended as follows: Article 31 paragraph 2 shall be amended as follows: In case the budget of revenues and appropriations allocated under the provision of the preceding paragraph, items shall be divided into objects. In Article 33 paragraph 2, "or details designated by the Minister of Finance" shall be deleted;in paragraph 4 of the same Article, "he shall notify it to the Board of Audit and furthermore shall notify the transfer under the provisions of the proviso to paragraph 1 to the Bank of Japan at the same time." shall be amended as "he shall notify it to the head of respective Ministries and Government agencies and the Board of Audit." ;in paragraph 5 of the same Article, ", paragraph 2 or 3" shall be amended as "or paragraph 2" ;and paragraphs 3 and 6 of the same Article shall be deleted. In Article 34 paragraph 1, "for each respective Ministries and Government agencies" shall be added next to "(hereinatfer referred to as acts to incur disbursements)" , and "for the respective personnel charged with acts to incur disbursements and with disbursements" shall be amended as "for the respective personnel charged with disbursements" . In the proviso to Article 42, "expenditures, the payment of which was contracted for and has not been completed within a fiscal year" shall be amended as "appropriations of which obligation is incurred and was not disbursed within the fiscal year concerned" . In Article 1-(2) of the Supplementary Provisions, "or details" and "and details" shall be deleted. Next to Article 5 of the Supplementary Provisions, the following one Article shall be added:

Article 6. In case the budget of revenues and appropriations is allocated under the provision of Article 31 paragraph 1, the Cabinet may allocate the budget in accordance with the classification of objects to be established by readjusting and combining the objects in the details of estimates of appropriations or the statement of estimated revenues and appropriations submitted to the Diet being accompanied with the budget for the fiscal year 1950-51, only for the budget for the fiscal year 1950-51.

Supplementary Provisions: 1. This Law shall come into force as from the day of its promulgation and shall apply as from the budget for the fiscal year 1950-51. 2. The Postal Services Special Account Law (Law No.109 of 1949) shall be partially amended as follows:

3. The Telecommunication Services Special Account Law (Law No.110 of 1949) shall be partially amended as follows:
