        <ArticleCaption>(Purpose and Scope of Application)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The purpose of this Law is to provide compensation for national public service personnel enumerated below (hereinafter referred to as "personnel in the special government service" ) for their service:</Sentence>

              <Sentence>Personnel of the Foodstuffs Distribution Kodan;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="26">
            <ItemTitle>(26)</ItemTitle>
            <ItemSentence>
              <Sentence>Persons whose duties are not of a technical, professional, supervisory or administrative character employed directly by the National Government in positions for which they were referred to as "unemployed" by Public Employment Security Offices for Work Relief Projects or under the category of "unemployed" for Public Works Projects.</Sentence>

          </Item>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Compensation of the Prime Minister and Others)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The compensation to which the personnel in the special government service as enumerated in items (1) to (18) inclusive of the preceding Article (hereinafter referred to as "Prime Minister and others" ) are entitled shall, unless otherwise provided for by law, be salary and area allowance.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The monthly amount of salary of the Prime Minister and others shall be provided for in the Annexed Table.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The step rate of monthly salary as provided for in the Annexed Table to which the confidential secretaries are entitled shall be determined by the Prime Minister, the Attorney-General, each Minister, the President of the Economic Stabilization Board, the Chief Justice of the Supreme Court, the President of the National Personnel Authority, or the President of the Board of Audit on their respective consultation with the Minister of Finance.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The monthly amount of area allowance of the Prime Minister and others shall be obtained by way of multiplying the monthly amount of their salary by the same specified rate that is prescribed for the regular government service personnel.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Function="main" Num="1">Those newly appointed to the Prime Minister and others shall be entitled to their compensation from the day of their appointment;provided that in case national public service personnel discharged or dismissed from their posts are appointed as the Prime Minister and others on the same day, they shall be entitled to their compensation from a day following the day of such appointment.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>When the Prime Minister and others cease to be as such due to discharge, dismissal therefrom or death, they shall be entitled to their compensation until the day of such event.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The amount of the compensation to be paid under the preceding two Articles, except for payment to be made from the first day of a month or up to the last day thereof, shall be computed by daily pay rate on the basis of the number of days obtained by deducting as many Sundays as there are in the month concerned from the actual number of days therein.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="8">
        <ArticleTitle>Article 8.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The date of paying the compensation for the Prime Minister and others shall be the same as in the case of regular government service personnel.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="9">
        <ArticleCaption>(Compensation of the Members of the Local Autonomy Committee and Others)</ArticleCaption>
        <ArticleTitle>Article 9.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The personnel in the special government service enumerated in Article 1 items (19) to (22) inclusive (hereinafter referred to as "member of the Local Autonomy Committee and others" ) shall be granted for their service performed such amount of compensation as may be determined by the Prime Minister upon consultation with the Minister of Finance at a rate not exceeding 1,000 yen per day.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="10">
        <ArticleCaption>(Compensation of the Chamberlain)</ArticleCaption>
        <ArticleTitle>Article 10.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The kind and amount of compensation and conditions aid procedures of its payment for the personnel enumerated in Article 1 item (23) shall be determined by the Minister of Finance following the example of regular government service personnel.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="11">
        <ArticleCaption>(Compensation of Personnel in Service for the Allied Forces to meet Demands of the Allied Forces, etc.)</ArticleCaption>
        <ArticleTitle>Article 11.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Function="main" Num="1">The kind and amount of compensation and conditions and procedures of its payment for the personnel enumerated in Article 1 item (24) shall be determined by the Director of the Special Procurement Agency upon consultation with the Minister of Finance;provided that the compensation for such personnel as coming under the provisions for prevailing wages by general occupation category of Article 2 of the Law concerning the Protection of the Government against Unjust Claims and Others Law No.171 of 1947) shall not exceed the amount of prevailing wages by general occupation category.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="12">
        <ArticleTitle>Article 12.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Function="main" Num="1">The kind and amount of compensation and conditions and procedures of its payment for the personnel in the special government service enumerated in Article 1 item (25) shall be similar to those provided for the regular government personnel;provided that a Kodan special allowance may be paid, as determined by the Minister of Agriculture and Forestry on consultation with the Minister of Finance within the limit of 10 per cent to 50 per cent of the salary and as to computation of the area allowance, the Kodan special allowance added up to the salary can be a basis for computation of the area allowance.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The total amount of the Kodan special allowance prescribed in the proviso to the preceding paragraph shall not exceed the amount equivalent to 30 per cent of the total amount of the salaries to be paid by a Kodan to the personnel in its service.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="13">
        <ArticleTitle>Article 13.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Function="main" Num="1">The compensation of the personnel enumerated in Article 1 item (26) shall be such amount of wage as is determined by the Minister of Labor upon consultation with the Minister of Finance;provided that in no case such amount shall exceed the amount of prevailing wage by occupation category prescribed in Article 2 of the Law concerning the Protection of the Government against Unjust Claims and Others.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="14">
        <ArticleCaption>(Adjustment of Dual Payment)</ArticleCaption>
        <ArticleTitle>Article 14.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The members of the Diet, the Prime Minister and others and regular government service personnel required to be in full-time service, when falling under one of the undermentioned cases, shall not be paid the compensation prescribed in Article 2 or Article 9 for the personnel in the special government service to which position they are concurrently assigned:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>(1)</ItemTitle>
            <ItemSentence>
              <Sentence>In case of being concurrently assigned to the posts of the Prime Minister and others;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>(2)</ItemTitle>
            <ItemSentence>
              <Sentence>In case of being concurrently assigned to the posts of member of the Local Autonomy Committee and others.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>When the monthly amount of compensation obtainable as the personnel in the special government service to which position concurrently assigned is in excess of the monthly amount of annual allowance to the members of the Diet, the monthly amount of salary and area allowance obtainable as the Prime Minister and others, or the monthly amount of salary, family allowance and area allowance obtainable as regular government service personnel required to be in fulltime service, such difference in amount shall be paid from an agency to which belong the personnel in the special government service as concurrently assigned, regardless of the provision of the preceding paragraph.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>As to personnel whose positions are newly classified into the special government service under Article 2 of the National Public Service Law at any time after enforcement of this Law, their compensation shall be determined by Cabinet Order until the time when this Law may be amended for the purpose at an earliest date.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The following Law and Cabinet Order shall be abolished:</Sentence>
        </ParagraphSentence>

            <Sentence>Law concerning Salary and Other Compensation for National Public Service Personnel in the Special Government Service (Law No.268 of 1948);</Sentence>
          </ListSentence>
        </List>
        <List>
          <ListSentence>
            <Sentence>Cabinet Order concerning Salary and Other Compensation for National Public Service Personnel in the Special Government Service (Cabinet Order No.13 of 1949).</Sentence>
          </ListSentence>
        </List>
      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum>4.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Science Council of Japan Law (Law No.121 of 1948) shall be partially amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 7 paragraph 3, "may get compensatory allowances for their office" shall be amended as "shall be granted the allowance to be provided for separately."</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
      </Paragraph>
      <Paragraph Num="5">
        <ParagraphNum>5.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Local Autonomy Agency Establishment Law (Law No.131 of 1949)"shall be partially amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 13, "by the Prime Minister on the mutual agreement with the Minister of Finance" shall be amended as "separately."</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
      </Paragraph>
      <Paragraph Num="6">
        <ParagraphNum>6.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Ministry of Transportation Establishment Law (Law No.157 of 1949) shall be partially amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>Article 12 paragraph 1 shall be amended as follows:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Paragraph Num="1">
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The remuneration for the member shall be otherwise provided.</Sentence>
              </ParagraphSentence>
            </Paragraph>
