    <LawTitle>Law for Payment of the Cold Districts Allowance and Coal Allowance to the National Public Service Personnel</LawTitle>
    <MainProvision>
      <Article Num="1">
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The public personnel of the regular government service as provided for in Article 2 of the National Public Service Law (Law No.120 of 1947) who are posted and serve constantly in the cold districts (hereinafter referred to as personnel) shall be paid cold districts allowance within the extent of the budget besides the payment stipulated in the Law Administering the New Pay of the Government Officials (Law No.46 of 1948).</Sentence>

        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The personnel provided in the preceding paragraph who are assigned to serve in Hokkaido shall be paid coal allowance within the extent of the budget in addition to the cold districts allowance.</Sentence>

        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The amount of the cold districts allowance throughout the term of its payment shall not exceed four months'payment of equivalent to twenty percent of the total amount of monthly base pay and family allowance.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The coal allowance throughout the term of its payment shall not exceed the amount equivalent to three tons for the personnel who are householders and to one ton for the personnel other than aforementioned respectively computed by the official retail price.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum>3</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The total amount or a part of the cold districts allowance or coal allowance to be paid throughout the term of payment may be paid as a lump sum.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="4">
          <ParagraphNum>4</ParagraphNum>
          <ParagraphSentence>
            <Sentence>The monthly amount of base pay and that of family allowance for the personnel as provided for in paragraph 1 shall be as stipulated in the Law Administering the New Pay of the Government Officials.</Sentence>

      </Article>
      <Article Num="3">
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Prime Minister shall prescribe the districts for payment of the cold districts allowance as well as the amount, term, methods of payment and other matters necessary for the payment of the cold districts allowance and coal allowance, except the matters prescribed in the preceding Article.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum>2</ParagraphNum>
          <ParagraphSentence>
            <Sentence>In deciding the matters prescribed in the preceding paragraph, the Prime Minister shall decide on the recommendation of the National Personnel Authority.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The provisions of this Law shall apply mutatis mutandis to the personnel who are provided for in Article 2 paragraph 3 item 13 of the National Public Service Law and are posted and serve constantly in the cold districts.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>Steps shall be taken to make the enforcement of payment of the cold districts allowance and coal allowance under this Law be carried out as from the year 1949.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Law concerning Lump Sum Grant for Fuel Purchase to the Government Personnel in Hokkaido (Law No.158 of 1947) shall be abolished.</Sentence>
        </ParagraphSentence>
      </Paragraph>
