(Establishment) Article 1. The National Institutions for the Guidance on Rehabilitation of the Physically Handicapped Persons shall be established under the Ministry of Welfare in order to provide guidance on the rehabilitation of the physically handicapped persons.

(Functions) Article 2. The National Instituitions for the Guidance on Rehabilitation of the Physically Handicapped Persons shall perform the following functions: (1) To provide consultation services for the physically handicapped persons, and to offer guidance in the means of social rehabilitation of these persons on the basis of medical, psychological and occupational diagnosis. (2) To accommodate physically handicapped persons, and to conduct guidance and training necessary for the medical-social rehabilitation of the physically handicapped persons. 2 The Minister of Welfare may, in case he deems it necessary, make the National Institution for the Guidance on Rehabilitation of the Physically Handicapped Persons conduct the vocational training entrusted by the Minister of Labor, the business other than those provided for in the preceding paragraph, after consultation with the same Minister. 3 A training facility for those who are or will be engaged in welfare programs for the physically handicapped persons may be established in the respective National Institution for the Guidance on Rehabilitation of the Physically Handicapped Persons.

(Director, staff, etc.) Article 3. Each National Institution for the Guidance on Rehabilitation of the Physically Handicapped Persons shall have a director and the staff. 2 The director and the staff shall be appointed by the Minister of Welfare. 3 The director shsll direct the work of the said National Institution under the direction and Supervision of the Minister of Welfare. 4 The staff shall manage the work of the said National Institution under the supervision of the director. 5 In addition to those provided for in paragraph 1, the National Institutions for the Guidance on Rehabilitation of the Physically Handicapped Persons may have necessary members of the staff.

(Delegation to Ordinance) Article 4. The location, names, internal organization and other matters necessary for the operation of the National Institutions for the Guidance on Rehabilitation of the Physically Handicapped Persons other than those provided for in the National Public Service Law (Law No.120 of 1947) or other Laws, shall be stipulated by Ministry of Welfare Ordinance.
