          <ArticleCaption>(Purpose of this Law)</ArticleCaption>
          <ArticleTitle>Article 1.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The purpose of this Law is to define clearly the scope of responsibilities and the powers of the Ministry of Welfare and to provide an organization fit for the efficient conduct of the administrative affairs and enterprises under the jurisdiction of the Ministry.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="2">
          <ArticleCaption>(Definitions)</ArticleCaption>
          <ArticleTitle>Article 2.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>For the purpose of this Law, the following definitions shall apply:</Sentence>
            </ParagraphSentence>
            <Item Num="1">
              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>"Food" shall mean all kinds of food and beverage. However, it shall not include anything which is taken as a medicine;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>"Additional things" shall mean anything which is used in the way of addition, mixture, permeation, etc. for the purpose of seasoning, coloring perfuming, preserving, bleaching, expension or other treatment of food;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="3">
              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>"Apparatus" shall mean utensils used for food and beverage, cooking utensils, or machine, implement and any other articles used in collection, manufacture, processing, preparing, storage, transportation, displaying, delivery or eating and drinking of food or additional things and which come into direct contact with food or additional things. However, it shall not include machine, implement or any other articles used for collection of food in agriculture and fishery;</Sentence>

            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>"Container (and package)" shall mean any articles in which food or additional things are contained or any package in which such are packed when offered;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>"Medical drugs" shall mean any one of the articles mentioned below excepting devices;</Sentence>
              </ItemSentence>
              <Subitem1 Num="1">
                <Subitem1Title>a.</Subitem1Title>
                <Subitem1Sentence>
                  <Sentence>Articles recognized in the official Japanese Pharmacopoeia, official National Formulary or these supplements (to be referred to as official compendium;hereinafter the same),</Sentence>
                </Subitem1Sentence>
              </Subitem1>
              <Subitem1 Num="2">
                <Subitem1Title>b.</Subitem1Title>
                <Subitem1Sentence>
                  <Sentence>Articles intended for use in the diagnosis, cure, mitigation, treatment or prevention of disease in man,</Sentence>
                </Subitem1Sentence>
              </Subitem1>
              <Subitem1 Num="3">
                <Subitem1Title>c.</Subitem1Title>
                <Subitem1Sentence>
                  <Sentence>Articles (other than food) intended to affect the structure or any function of the body of man,</Sentence>
                </Subitem1Sentence>
              </Subitem1>
              <Subitem1 Num="4">
                <Subitem1Title>d.</Subitem1Title>
                <Subitem1Sentence>
                  <Sentence>Articles used as a component of any articles specified in the preceding items.</Sentence>

            </Item>
            <Item Num="6">
              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>"Device" shall mean any one of the articles mentioned below;</Sentence>
              </ItemSentence>
              <Subitem1 Num="1">
                <Subitem1Title>a.</Subitem1Title>
                <Subitem1Sentence>
                  <Sentence>Apparatus, instrument or contrivance, intended for use in the diagnosis, cure, mitigation, treatment or prevention of disease in man,</Sentence>
                </Subitem1Sentence>
              </Subitem1>
              <Subitem1 Num="2">
                <Subitem1Title>b.</Subitem1Title>
                <Subitem1Sentence>
                  <Sentence>Apparatus, instrument or contrivance, intended to affect the structure or any function of the body of man.</Sentence>
                </Subitem1Sentence>
              </Subitem1>
            </Item>
          </Paragraph>
        </Article>
        <Article Num="3">
          <ArticleCaption>(Establishment)</ArticleCaption>
          <ArticleTitle>Article 3.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The Ministry of Welfare is hereby established under the provision of Article 3 paragraph 2 of the National Government Organization Law (Law No.120 of 1948).</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="2">
            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>The Ministry of Welfare shall be headed by the Minister of Welfare.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="4">
          <ArticleCaption>(Mission of the Ministry of Welfare)</ArticleCaption>
          <ArticleTitle>Article 4.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The Ministry of Welfare shall be the administrative organ responsible for the integrated administration of the following administrative affairs and enterprises of the National Government, aiming at the elevation and promotion of social welfare, social security and public health as its mission:</Sentence>
            </ParagraphSentence>
            <Item Num="1">
              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>Health of the people;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>Pharmaceutical affairs and control of narcotics and Cannibis Sativa L;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="3">
              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>Social work, disaster relief and other protection and guidance of the life of the people;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>Promotion of child and maternal welfare;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>Business and program concerning social insurance (except those under the jurisdiction of the Ministry of Labor);</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="6">
              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>Business concerning population problem.</Sentence>
              </ItemSentence>
            </Item>
          </Paragraph>
        </Article>
        <Article Num="5">
          <ArticleCaption>(Powers of the Ministry)</ArticleCaption>
          <ArticleTitle>Article 5.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence Function="main" Num="1">For the purpose of carrying out the responsibilities provided for in this Law the Ministry shall have the powers as listed below. Such powers shall, however, be exercised in accordance with laws (including orders issued thereunder):</Sentence>
            </ParagraphSentence>
            <Item Num="1">
              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>To make, within the limits of budgetary appropriations, obligations necessary for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>To collect revenues and make payments necessary for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="3">
              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain offices and other facilities directly required for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>To procure materials for use in enterprises, office supplies, research materials, etc., which are directly required for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>To dispose of unnecessary property;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="6">
              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>To administer personnel affairs, including appointment, dismissal, awards and discipline;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="7">
              <ItemTitle>(7)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain facilities required for the welfare and health of personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="8">
              <ItemTitle>(8)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain housing to be rented to personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="9">
              <ItemTitle>(9)</ItemTitle>
              <ItemSentence>
                <Sentence>To distribute or publish statistics and research data concerning the affairs under its jurisdiction;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="10">
              <ItemTitle>(10)</ItemTitle>
              <ItemSentence>
                <Sentence>To inspect and supervise the affairs under its jurisdiction and to take necessary measures in accordance with the provisions of laws and orders;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="11">
              <ItemTitle>(11)</ItemTitle>
              <ItemSentence>
                <Sentence>To collect, prepare and disseminate information to the public concerning the affairs under its jurisdiction;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="12">
              <ItemTitle>(12)</ItemTitle>
              <ItemSentence>
                <Sentence>To adopt the official seals of the Ministry of Welfare;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="13">
              <ItemTitle>(13)</ItemTitle>
              <ItemSentence>
                <Sentence>To give permission or authorization to, or to cancel permission of juridical persons for public benefit whose activities come under the scope of jurisdiction of the Ministry;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="14">
              <ItemTitle>(14)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate national park with specification of its boundary;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="15">
              <ItemTitle>(15)</ItemTitle>
              <ItemSentence>
                <Sentence>To execute national park work and to delegate a part of the work to the public body;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="16">
              <ItemTitle>(16)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate special area in the boundary of national park and give permission to those who intend to perform a certain act in the said area and to give order to restore it to original state to those who violate the conditions set forth in the permission;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="17">
              <ItemTitle>(17)</ItemTitle>
              <ItemSentence>
                <Sentence>To prohibit or restrict a certain act or to order to take necessary measures in the boundary of national park and to give order to restore it to original state to those who violate these orders or dispositions;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="18">
              <ItemTitle>(18)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate necessary areas for the improvement of facilities and betterment of environment, for the purpose of the promotion of public utilization of hot springs;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="19">
              <ItemTitle>(19)</ItemTitle>
              <ItemSentence>
                <Sentence>To give necessary instructions to managers of facilities which are utilizing hot springs in the designated area;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="20">
              <ItemTitle>(20)</ItemTitle>
              <ItemSentence>
                <Sentence>To authorize the establishment and to decide standard of eugenic marriage consultation offices;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="21">
              <ItemTitle>(21)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate facilities for training nutritionists and to perform examinations for nutritionists;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="22">
              <ItemTitle>(22)</ItemTitle>
              <ItemSentence>
                <Sentence>To give necessary instructions for the establishment and the management of health-centers to To, Do, Fu and prefectures or to those cities designated by Cabinet Order;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="23">
              <ItemTitle>(23)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate infectious diseases to which the Infectious Diseases Prevention Law (Law No.36 of 1897) shall apply and to decide the scope of its application;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="24">
              <ItemTitle>(24)</ItemTitle>
              <ItemSentence>
                <Sentence>To authorize the disposal of building infected by virus of infectious diseases and the quarantine measures of ships, trains and electric trains which are executed by governors of To, Do, Fu and prefectures;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="25">
              <ItemTitle>(25)</ItemTitle>
              <ItemSentence>
                <Sentence>To order To, Do, Fu and prefectures to execute temporary preventive inoculation program;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="26">
              <ItemTitle>(26)</ItemTitle>
              <ItemSentence>
                <Sentence>To admit health examination to be performed by governors of To, Do, Fu and prefectures at the time of the outbreak of veneral diseases;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="27">
              <ItemTitle>(27)</ItemTitle>
              <ItemSentence>
                <Sentence>To order To, Do, Fu and prefectures to establish mental hospitals;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="28">
              <ItemTitle>(28)</ItemTitle>
              <ItemSentence>
                <Sentence>To order To, Do, Fu and prefectures, or other public bodies as deemed necessary, to establish tuberculosis sanatoria;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="29">
              <ItemTitle>(29)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate not less than two of To, Do, Fu and prefectures and order them to establish leprosaria;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="30">
              <ItemTitle>(30)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate sea-ports and the kind of infectious diseases for the purpose of quarantine measures;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="31">
              <ItemTitle>(31)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate training facilities for Riyoshi (barbers and beauty-culturists);</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="32">
              <ItemTitle>(32)</ItemTitle>
              <ItemSentence>
                <Sentence>To set standards for food, additional things, their apparatus, containers or packages, for sale and to execute necessary examination of the products;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="33">
              <ItemTitle>(33)</ItemTitle>
              <ItemSentence>
                <Sentence>To set grade and standard of articles for export or to set minimum standard and packing requirement for designated export articles, and to conduct examinations accordingly under the provisions of the Export Goods Control Law (Law No.153 of 1948) and orders issued thereunder;provided, however, this provision shall not apply to matters placed under authority of other Ministries by the said Law and orders issued thereunder;</Sentence>

            </Item>
            <Item Num="34">
              <ItemTitle>(34)</ItemTitle>
              <ItemSentence>
                <Sentence>To direct food sanitation inspectors to conduct inspectional visit and examination of the business facilities stipulated by the provisions of the Food Sanitation Law (Law No.233 of 1947) and also to direct them to take away articles for examination;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="35">
              <ItemTitle>(35)</ItemTitle>
              <ItemSentence>
                <Sentence>To instruct cities, towns and villages to establish slaughterhouses;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="36">
              <ItemTitle>(36)</ItemTitle>
              <ItemSentence>
                <Sentence>To perform affairs on waterworks and sewages;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="37">
              <ItemTitle>(37)</ItemTitle>
              <ItemSentence>
                <Sentence>To perform examination, licensing and registration of medical practitioners and dentists, and to order the cancellation of license or the suspension of professional practices;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="38">
              <ItemTitle>(38)</ItemTitle>
              <ItemSentence>
                <Sentence>To perform examination, licensing and registration of public health nurses, midwives and A class nurses, and to order the cancellation of license or the suspension of professional practices;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="39">
              <ItemTitle>(39)</ItemTitle>
              <ItemSentence>
                <Sentence>To perform examination of dental hygienists;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="40">
              <ItemTitle>(40)</ItemTitle>
              <ItemSentence>
                <Sentence>To direct medical care inspectors to enter and examine hospitals, clinics or midwifery homes;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="41">
              <ItemTitle>(41)</ItemTitle>
              <ItemSentence>
                <Sentence>To grant permission for the establishment and use of national hospitals and to enter and examine national clinics or midwifery homes and make necessary recommendations thereon, as provided for in the Medical Service Law (Law No.205 of 1948);</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="42">
              <ItemTitle>(42)</ItemTitle>
              <ItemSentence>
                <Sentence>To order the establishment of hospitals or clinics to To, Do, Fu, prefectures, cities, towns and villages, or to those designated by the Minister or Welfare, and to order necessary matters to the founders or managers in accordance with the provisions of the Medical Service Law;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="43">
              <ItemTitle>(43)</ItemTitle>
              <ItemSentence>
                <Sentence>To exercise supervision over national examinations of pharmacists and execute licensing and registration of pharmacists, and to order the cancellation of license or the suspension of professional practices;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="44">
              <ItemTitle>(44)</ItemTitle>
              <ItemSentence>
                <Sentence>To execute the registration of the manufacturers, importers and sellers of medical drugs, devices or cosmetics and to order the cancellation of registration or the suspension of professional practices;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="45">
              <ItemTitle>(45)</ItemTitle>
              <ItemSentence>
                <Sentence>To prepare and issue official compendium according to the recommendation submitted by the National committee of Pharmacy;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="46">
              <ItemTitle>(46)</ItemTitle>
              <ItemSentence>
                <Sentence>To permit production item by item, when manufacturers of medical drugs intend to manufacture medical drugs which are not included in official compendium or when manufacturers of devices intend to manufacture devices;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="47">
              <ItemTitle>(47)</ItemTitle>
              <ItemSentence>
                <Sentence>To make allocation of medical drugs, medical devices, other sanitary articles and their raw materials;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="48">
              <ItemTitle>(48)</ItemTitle>
              <ItemSentence>
                <Sentence>To direct pharmaceutical inspectors to enter and examine as required and direct them, in case of necessity, to take away articles for examination;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="49">
              <ItemTitle>(49)</ItemTitle>
              <ItemSentence>
                <Sentence>To license and register dealers in narcotics and Cannibis Sativa L, to cancel their licence and delete their registration and to designate, supervise and direct narcotic agents;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="50">
              <ItemTitle>(50)</ItemTitle>
              <ItemSentence>
                <Sentence>To designate poisonous and powarful drugs;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="51">
              <ItemTitle>(51)</ItemTitle>
              <ItemSentence>
                <Sentence>To decide the standard of medical drugs (including biological products and anti-biotic preparations) and to execute their assaying;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="52">
              <ItemTitle>(52)</ItemTitle>
              <ItemSentence>
                <Sentence>To instruct the administration of social work to To, Do, Fu and prefectures or to cities designated by Cabinet Order;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="53">
              <ItemTitle>(53)</ItemTitle>
              <ItemSentence>

                <Sentence>The Quarantine Stations shall be organs which conduct quarantine and epidemic prevention at the sea-port and the air-port.</Sentence>

            <ArticleCaption>(National Hospitals)</ArticleCaption>
            <ArticleTitle>Article 21.</ArticleTitle>

                <Sentence>The National Hospitals shall be organs which give medical care and at the same time contribute to the improvement of medicine.</Sentence>

              <ParagraphSentence>
                <Sentence>Names, locations and internal organizations of the National Hospitals shall be provided for by the Ministry of Welfare Ordinance.</Sentence>

              <ParagraphSentence>
                <Sentence Num="1">The Minister of Welfare may, in case he deems it necessary, establish branch hospitals or clinics of the National Hospitals at necessary places.Their names, locations and internal organizations shall be provided for by the Ministry of Welfare Ordinance.</Sentence>

            </Paragraph>
            <Paragraph Num="4">
              <ParagraphNum>4</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The National Hospital, its branch hospital or clinic may permit the use of a part of the building, its facilities, instruments and apparatus, in accordance with the Ministry of Welfare Ordinance, to medical practitioners or dentists who are not working in the National Hospital, its branch hospital or clinic concerned, as far as that does not hinder its normal function, for the purpose of their medical care and research.</Sentence>
              </ParagraphSentence>
            </Paragraph>
            <Paragraph Num="5">
              <ParagraphNum>5</ParagraphNum>
              <ParagraphSentence>
                <Sentence Num="1">The National Hospitals may have the attached training institutions for nurses and midwives. Necessary matters for training institutions shall be provided for by the Ministry of Welfare Ordinance.</Sentence>

            </Paragraph>
          </Article>

            <ArticleCaption>(National Sanatoria)</ArticleCaption>
            <ArticleTitle>Article 22.</ArticleTitle>

                <Sentence>The National Sanatoria shall be organs which give medical care to those who need special type of care and at the same time contribute to the improvement of medicine.</Sentence>

              <ParagraphSentence>
                <Sentence>Names, locations and internal organizations of the National Sanatoria shall be provided for by the Ministry of Welfare Ordinance.</Sentence>

              <Sentence>The organization, responsibilities and powers of the Repatriation Relief Agency shall be provided for by the Repatriation Relief Agency Establishment Order (Cabinet Order No.124 of 1948).</Sentence>

      <Chapter Num="4">
        <ChapterTitle>Chapter IV Personnel</ChapterTitle>
        <Article Num="39">
          <ArticleCaption>(Personnel)</ArticleCaption>
          <ArticleTitle>Article 39.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>With regard to appointment, dismissal, promotion, disciplinary punishment and other matters concerning administration of personnel of the Ministry of Welfare, the National Public Service Law (Law No.120 of 1947) shall apply.</Sentence>

          </Paragraph>
        </Article>
        <Article Num="40">
          <ArticleCaption>(Fixed Number of Personnel)</ArticleCaption>
          <ArticleTitle>Article 40.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The fixed number of personnel placed under the Ministry of Welfare shall be provided for by-law separately.</Sentence>
            </ParagraphSentence>
          </Paragraph>

    <SupplProvision>
      <SupplProvisionLabel>Supplemetary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1</ParagraphNum>
        <ParagraphSentence>
          <Sentence Function="main" Num="1">This Law shall come into force as from June 1, 1949. However, as for the National Institution for the Guidance on Rehabilitation of the Physically Handicapped Persons, the provision of Article 15 shall apply as from October 1 of the same year.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2</ParagraphNum>
        <ParagraphSentence>
          <Sentence Function="main" Num="1">The following Imperial Ordinances shall be abolished. However, uncless otherwise provided for by-laws (including orders issued thereunder), the organs existing heretofore and personnel thereof shall become the corresponding organs and personnel under this Law and shall retain respective identities:</Sentence>
