          <ArticleCaption>(Purpose of this Law)</ArticleCaption>
          <ArticleTitle>Article 1.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The purpose of this Law is to define clearly the scope of responsibilities and the powers of the Ministry of Eduction, and to provide for an organization fit for the efficient conduct of the affairs under the jurisdiction of the Ministry.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="2">
          <ArticleCaption>(Definitions)</ArticleCaption>
          <ArticleTitle>Article 2.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>For the purposes of this law, the following definitions shall apply:</Sentence>
            </ParagraphSentence>
            <Item Num="1">
              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>"Science" as used in this Law shall mean cultural science and natural science, as well as research in the application thereof;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>"Culture" as used in this Law shall mean:art and people's amusements;notional treasures, important art objects, historic sites, places of scenic beauty, natural monuments, and other cultural properties;publications and copyrights;as well as activities for developing the people's cultural life concerning them;</Sentence>

              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>"Elementary education" as used in this Law shall mean education in elementary schools and kindergartens;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>"Secondary education" as used in this Law shall mean education in lower secondary schools and upper secondary schools (including vocational education);</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>"Special education" as used in this Law shall mean education in schools for the blind, schools for the deaf, and schools for the otherwise handicapped;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="6">
              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>"Social education" as used in this Law shall mean:such forms of education for out-of-school youth and adults as education for citizenship, youth education, women's education, and laborers'education;vocational education and, scientific education for the improvement of living;sports and athletics, and recreation;as well as activities conducted by such facilities as libraries, museums, and citizens'public halls.</Sentence>
              </ItemSentence>
            </Item>
          </Paragraph>
          <Paragraph Num="2">
            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>"Education" as used in this Law shall include science and culture, when it is used without modifier.</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="3">
            <ParagraphNum>3</ParagraphNum>
            <ParagraphSentence>
              <Sentence>"Social education" in Article 10 is used to include culture (excluding publications and copyrights).</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="3">
          <ArticleCaption>(Establishment)</ArticleCaption>
          <ArticleTitle>Article 3.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The Ministry of Education is hereby established under the provisions of Article 3 paragraph 2 of the National Government Organization Law (Law No.120 of 1948).</Sentence>
            </ParagraphSentence>
          </Paragraph>
          <Paragraph Num="2">
            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>The Ministry of Education shall be headed by the Minister of Education.</Sentence>
            </ParagraphSentence>
          </Paragraph>
        </Article>
        <Article Num="4">
          <ArticleCaption>(Mission of the Ministry of Education)</ArticleCaption>
          <ArticleTitle>Article 4.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>The Ministry of Education shall be the administrative organ responsible for the integrated administration of the following affairs of the National Government:</Sentence>
            </ParagraphSentence>
            <Item Num="1">
              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>Providing professional and technical guidance and advice to boards of education, universities, research institutions (excluding those under the jurisdiction of other administrative organs, hereinafter the same) and other organs related to education;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>Preparing drafts of laws and orders concerning minimum standards for a system of democratic education, and those necessary to develop and diffuse education;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="3">
              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>Preparation of the budget, and allocation and distribution of funds appropriated from the National Treasury for the purpose of education;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>Helping to procure materials for the purpose of education;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>Maintaining contact and coordination of research activitieg in universities and research institutions;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="6">
              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>Maintaining contact and coordination of activities within the country concerning education which involve foreign nations;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="7">
              <ItemTitle>(7)</ItemTitle>
              <ItemSentence>
                <Sentence>Research concerning education, and cooperation with or asking cooperation of other organs conducting research in this field;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="8">
              <ItemTitle>(8)</ItemTitle>
              <ItemSentence>
                <Sentence>Preparation and publication of professional and technical materials relating to education;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="9">
              <ItemTitle>(9)</ItemTitle>
              <ItemSentence>
                <Sentence>In addition to those listed in the preceding items, such affairs concerning education as are placed under the Ministry by laws (including orders issued thereunder).</Sentence>
              </ItemSentence>
            </Item>
          </Paragraph>
        </Article>
        <Article Num="5">
          <ArticleCaption>(Powers of the Ministry of Education)</ArticleCaption>
          <ArticleTitle>Article 5.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence Function="main" Num="1">For the purpose of carrying out the responsibilities provided for in this Law, the Ministry shall have the powers as listed below. Such powers shall however, be exercised in accordance with laws (including orders issued thereunder):</Sentence>
            </ParagraphSentence>
            <Item Num="1">
              <ItemTitle>(1)</ItemTitle>
              <ItemSentence>
                <Sentence>To make, within the limits of budgetary appropriations, obligations necessary for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="2">
              <ItemTitle>(2)</ItemTitle>
              <ItemSentence>
                <Sentence>To collect revenues and make payments necessary for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="3">
              <ItemTitle>(3)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain offices and other facilities directly required for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="4">
              <ItemTitle>(4)</ItemTitle>
              <ItemSentence>
                <Sentence>To procure materials for use in enterprises, office supplies, and other research materials which are directly required for carrying out its responsibilities;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="5">
              <ItemTitle>(5)</ItemTitle>
              <ItemSentence>
                <Sentence>To dispose of necessary properties;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="6">
              <ItemTitle>(6)</ItemTitle>
              <ItemSentence>
                <Sentence>To administer personnel affairs, including appointment, dismissal, awards and discipline;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="7">
              <ItemTitle>(7)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain facilities required for the welfare and health of personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="8">
              <ItemTitle>(8)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish and maintain housing to be rented to personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="9">
              <ItemTitle>(9)</ItemTitle>
              <ItemSentence>
                <Sentence>To inspect the affairs under its jurisdiction and to take such measures as may be required in accordance with the provisions of laws and orders;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="10">
              <ItemTitle>(10)</ItemTitle>
              <ItemSentence>
                <Sentence>To disseminate information to the public concerning the affairs under its jurisdiction;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="11">
              <ItemTitle>(11)</ItemTitle>
              <ItemSentence>
                <Sentence>To adopt the official seal of the Ministry of Education;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="12">
              <ItemTitle>(12)</ItemTitle>
              <ItemSentence>
                <Sentence>To maintain adequate records accessible to the public;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="13">
              <ItemTitle>(13)</ItemTitle>
              <ItemSentence>
                <Sentence>To charter universities and juridical persons concerned with affairs under its jurisdiction;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="14">
              <ItemTitle>(14)</ItemTitle>
              <ItemSentence>
                <Sentence>To negotiate and conclude international agreements, in accordance with treaties and other international conventions, relating to the interchange with foreign countries of of educational personnel, students, researh workers, authors, artists, participants in international sports events and cultural meeting and others;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="15">
              <ItemTitle>(15)</ItemTitle>
              <ItemSentence>
                <Sentence>To select personnel to represent the national government at international conferences relating to the affairs under the jurisdiction of the Ministry and make recommendations to the administrative organ concerned;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="16">
              <ItemTitle>(16)</ItemTitle>
              <ItemSentence>
                <Sentence>To select and appoint personnel to study abroad or in Japanese universities at government expense and to safeguard private travel and study abroad;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="17">
              <ItemTitle>(17)</ItemTitle>
              <ItemSentence>
                <Sentence>To maintain contact and provide assistance concerning study of educational personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="18">
              <ItemTitle>(18)</ItemTitle>
              <ItemSentence>
                <Sentence>The require from universities and research institutions the submission of the plans of researches to be supported from national funds, and the estimates of expenses therefor;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="19">
              <ItemTitle>(19)</ItemTitle>
              <ItemSentence>
                <Sentence>To allocate and distribute funds appropriated from the National Treasury and materials for the affairs under its jurisdiction;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="20">
              <ItemTitle>(20)</ItemTitle>
              <ItemSentence>
                <Sentence>To administer, operate, and improve the National Garden for Nature Study as a center of learning, observation and practical training concerning natural objects;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="21">
              <ItemTitle>(21)</ItemTitle>
              <ItemSentence>
                <Sentence>To conduct research concerning the affairs under its jurisdiction and make available the findings of the research, and to cooperate with other organs conducting research concerning education, or entrust such organs with research, if necessary;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="22">
              <ItemTitle>(22)</ItemTitle>
              <ItemSentence>
                <Sentence>To collect, interpret, and publish data for statistical surveys and findings thereof concerning the affairs under its jurisdiction;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="23">
              <ItemTitle>(23)</ItemTitle>
              <ItemSentence>
                <Sentence>To establish standards for precedures and forms for the reporting and collecting of data from boards of education, universities, research institutions, and other organs related to education;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="24">
              <ItemTitle>(24)</ItemTitle>
              <ItemSentence>
                <Sentence>To sponsor conferences, workshops, public forums, and other types of group programs on subjects of national or international concern;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="25">
              <ItemTitle>(25)</ItemTitle>
              <ItemSentence>
                <Sentence>To prepare drafts of laws and orders concerning elementary schools, lower and upper secondary schools, schools for the blind, for the deaf, and for the otherwise handicapped, and kindergartens with respect to minimum standards for such matters as curriculums, textbooks and other instructional materials, facilities, organizations, physical examinations, health and sanitation, school lunch program, certification of educational personnel;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="26">
              <ItemTitle>(26)</ItemTitle>
              <ItemSentence>
                <Sentence>To Prepare drafts of laws and orders concerning boards of education, universities, and research institutions;</Sentence>
              </ItemSentence>
            </Item>
            <Item Num="27">
              <ItemTitle>(27)</ItemTitle>
              <ItemSentence>
                <Sentence>In addition to those listed in the preceding items, such powers as are placed under the jurisdiction of the Ministry of Education by laws (including orders issued thereunder).</Sentence>
              </ItemSentence>
            </Item>
          </Paragraph>
          <Paragraph Num="2">
            <ParagraphNum>2</ParagraphNum>
            <ParagraphSentence>
              <Sentence>With regard to the exercise of its powers, the Ministry of Education shall not exercise control either administrative or operational, unless otherwise provided for by laws (including orders issued thereunder).</Sentence>

          </Paragraph>
        </Article>
      </Chapter>
      <Chapter Num="2">
        <ChapterTitle>Chapter II. The Ministry Proper</ChapterTitle>

              <ParagraphSentence>
                <Sentence>An Administrative Bureau shall have the Educational Facilities Division.</Sentence>
              </ParagraphSentence>
            </Paragraph>
          </Article>
          <Article Num="7">
            <ArticleCaption>(Functions of the Minister's Secretariat)</ArticleCaption>
            <ArticleTitle>Article 7.</ArticleTitle>
            <Paragraph Num="1">
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The Minister's Secretariat shall, in connection with the responsibilities of the Ministry of Education, take charge of the following affairs:</Sentence>
              </ParagraphSentence>
              <Item Num="1">
                <ItemTitle>(1)</ItemTitle>
                <ItemSentence>
                  <Sentence>Confidential matters;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="2">
                <ItemTitle>(2)</ItemTitle>
                <ItemSentence>
                  <Sentence>Classification, appointment and dismissal of personnel, their status, disciplinary punishment, performance of duty, and other personnel affairs;also their refinement and training;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="3">
                <ItemTitle>(3)</ItemTitle>
                <ItemSentence>
                  <Sentence>Custody of the Ministeris and the Ministry's official seals;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="4">
                <ItemTitle>(4)</ItemTitle>
                <ItemSentence>
                  <Sentence>Receipt, dispatch, compilation and custody of official documents;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="5">
                <ItemTitle>(5)</ItemTitle>
                <ItemSentence>
                  <Sentence>Disposing of affairs concerning budget such as preparation of draft budget under the jurisdiction of the Ministry of Education, on the basis of the budget plans prepared by the bureaus;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="6">
                <ItemTitle>(6)</ItemTitle>
                <ItemSentence>
                  <Sentence>Budget estimates for expenditures and revenues, settlement of accounts, accounts, and account audit;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="7">
                <ItemTitle>(7)</ItemTitle>
                <ItemSentence>
                  <Sentence>Control of administrative property and articles;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="8">
                <ItemTitle>(8)</ItemTitle>
                <ItemSentence>
                  <Sentence>Health, medical treatment, and other welfare measures for personnel;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="9">
                <ItemTitle>(9)</ItemTitle>
                <ItemSentence>
                  <Sentence>Dissemination of information;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="10">
                <ItemTitle>(10)</ItemTitle>
                <ItemSentence>
                  <Sentence>Coordination and adjustment, such as examination of draft bills and orders;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="11">
                <ItemTitle>(11)</ItemTitle>
                <ItemSentence>
                  <Sentence>Liaision affairs;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="12">
                <ItemTitle>(12)</ItemTitle>
                <ItemSentence>
                  <Sentence>In addition to the affairs listed in the preceding items, such responsibilities of the Ministry of Education as are not under the jurisdiction of other bureaus.</Sentence>
                </ItemSentence>
              </Item>
            </Paragraph>
            <Paragraph Num="2">
              <ParagraphNum>2</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The Minister's Secretariat shall, in addition to the affairs listed in the preceding paragraph, take charge of the following affairs:</Sentence>
              </ParagraphSentence>
              <Item Num="1">
                <ItemTitle>(1)</ItemTitle>
                <ItemSentence>
                  <Sentence>Maintaining contact and coordination with reaard to the activities concerning UNESCO within the country, and with regard to the affairs concerning UNESCO of the bureaus of the Ministry;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="2">
                <ItemTitle>(2)</ItemTitle>
                <ItemSentence>
                  <Sentence>Conducting research and providing assistance concerning pay and other treatment as well as welfare of educational personnel;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="3">
                <ItemTitle>(3)</ItemTitle>
                <ItemSentence>
                  <Sentence>Disposing of affairs concerning the Public School Mutual Aid Association which are placed under the Ministry of Education by the National Public Service Mutual Aid Association Law (Law No.69 of 1948);</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="4">
                <ItemTitle>(4)</ItemTitle>
                <ItemSentence>
                  <Sentence>Collecting information and materials concerning religion and maintaining contact concerning religious organizations;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="5">
                <ItemTitle>(5)</ItemTitle>
                <ItemSentence>
                  <Sentence>Screening of educational personnel and public service personnel concerned with education.</Sentence>
                </ItemSentence>
              </Item>
            </Paragraph>
          </Article>
          <Article Num="8">
            <ArticleCaption>(Functions of the Elementary and Secondary Education Bureau)</ArticleCaption>
            <ArticleTitle>Article 8.</ArticleTitle>
            <Paragraph Num="1">
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The Elementary and Secondary Education Bureau shall take charge of the following affairs concerning elementary education, secondary education and special education:</Sentence>
              </ParagraphSentence>
              <Item Num="1">
                <ItemTitle>(1)</ItemTitle>
                <ItemSentence>
                  <Sentence>Preparing drafts of laws and orders concerning elementary education, secondary education and special education;</Sentence>
                </ItemSentence>
              </Item>
              <Item Num="2">
                <ItemTitle>(2)</ItemTitle>
                <ItemSentence>
                  <Sentence>Promoting and encouraging educational programs based on the minimum standards established by law and leading in promotion of elementary education, secondary education and special education beyond the minimum standards;</Sentence>
                </ItemSentence>

                <Sentence>The Administrative Bureau shall take charge of the following affairs:</Sentence>

                <ItemTitle>(4)</ItemTitle>

                  <Sentence>Disposing of the affairs placed under the Ministry by the separate law providing for private schools separately, and providing assistance and advice for private schools or making recommendations to the bureaus concerned with regard to the operation of of private schools;</Sentence>

              </Item>
              <Item Num="5">
                <ItemTitle>(5)</ItemTitle>
                <ItemSentence>
                  <Sentence>Summing up the demands of controlled materials for the construction, rehabilitation, maintenance and operation of facilities, as well as for such work as practice, experiment, and research, reported by the organizations and institutions related to the affairs under the jurisdiction of the Ministry, such as schools research institutions, and social education facilities, and preparing the demand plan and making request therefor to the administrative organs concerned;</Sentence>

                <ItemTitle>(6)</ItemTitle>
                <ItemSentence>
                  <Sentence>Preparing the allocation plan of respective materials, on the basis of the decided allotment for the respective organizations and institutions mentioned in the preceding item, and conducting allocation and distribution of them;</Sentence>

                <ItemTitle>(7)</ItemTitle>
                <ItemSentence>
                  <Sentence>In addition to those mentioned in the preceding two items, helping the organizations and institutions mentioned in item (5) in acquiring materials hard of procuring;</Sentence>

                  <Sentence>Marking recommendations to the bureaus concerned as to the establishment of minimum standards for school facilities, and providing assistance and advice for boards of education and other agencies concerning the rehabilitation and construction of school facilities;</Sentence>

                <ItemTitle>(9)</ItemTitle>
                <ItemSentence>
                  <Sentence>Establishing the standards of and preparing the annotated lists of school supplies in cooperation with other bureaus of the Ministry;</Sentence>

                <ItemTitle>(10)</ItemTitle>
                <ItemSentence>
                  <Sentence>Disposing of the affairs placed under the Ministry of Education by the Cabinet Order concerning the Securing of School Facilities (Cabinet Order No.34 of 1949);</Sentence>

                <ItemTitle>(11)</ItemTitle>
                <ItemSentence>
                  <Sentence>Carrying out the works for rehabilitation and construction of school facilities to be defrayed by the National Treasury;</Sentence>

                <Sentence>Of the organs listed in the preceding Article, the National Educational Research Institute, the National Museum, the National Science Museum, and the Institute of Statistical Mathematics and the National Research Institute for Genetics shall have their respective boards of trustees.</Sentence>

            </Paragraph>
            <Paragraph Num="2">
              <ParagraphNum>2</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The board of trustees shall give advice to the head of each organ regarding its plans, estimate of expenditures, personnel affairs and other important matters concerning the operation and control of the organ.</Sentence>

              <ParagraphSentence>
                <Sentence>The head of each organ shall be appointed by the Minister of Education at the recommendation of the board of trustees.</Sentence>

              <ParagraphSentence>
                <Sentence>The board of trustees shall be organized by trustees not exceeding 20 in number.</Sentence>

          <Article Num="15">
            <ArticleCaption>(National Schools)</ArticleCaption>
            <ArticleTitle>Article 15.</ArticleTitle>

                <Sentence>With regard to national schools, the provisions of the National School Establishment Law (Law No.150 of 1949) shall apply.</Sentence>
              </ParagraphSentence>

            <ArticleCaption>(National Educational Research Institute)</ArticleCaption>
            <ArticleTitle>Article 16.</ArticleTitle>
            <Paragraph Num="1">

                <Sentence>The National Educational Research Institute shall be the organ for conducting practical and basic research and survey concerning education.</Sentence>
              </ParagraphSentence>
            </Paragraph>

              <ParagraphNum>2</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The internal organization of the National Educational Research Institute shall be provided for by Ministry of Education Ordinance.</Sentence>

          <Article Num="17">
            <ArticleCaption>(National Museum)</ArticleCaption>
            <ArticleTitle>Article 17.</ArticleTitle>
            <Paragraph Num="1">

              <ParagraphSentence>
                <Sentence>The National Museum shall be the organ for collecting and preserving art objects and historical materials, exhibiting them to the public, and for conducting research and various activities in connection with such work.</Sentence>

            </Paragraph>

              <ParagraphNum>2</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The National Museum shall be established in Tokyo-To.</Sentence>
              </ParagraphSentence>

              <ParagraphNum>3</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The National Museum shall have the Nara Branch Museum.</Sentence>
              </ParagraphSentence>
            </Paragraph>

              <ParagraphNum>4</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The National Museum shall have the Institute of Fine Arts attached thereto for making research concerning fine arts.</Sentence>

              <ParagraphNum>5</ParagraphNum>
              <ParagraphSentence>
                <Sentence>The internal organization of the National Museum shall be provided for by Ministry of Education Ordinance.</Sentence>

                <Sentence>The National Science Museum shall be the organ for collecting and preserving materials relating to natural science and its application, exhibiting them to the public, and for conducting research and various activities in connection with such work.</Sentence>

                <Sentence>The International Latitude Observatory shall be the organ for taking charge of the affairs concerning the observation and calculation of and research in the change of latitude.</Sentence>

                <Sentence>The Institute of Statistical Mathematics shall be the organ for conducting research in the theory of mathematics concerning statistics and its application, and for coordinating and promoting researches in this field.</Sentence>

              <ParagraphSentence>
                <Sentence>The Institute of Statistical Mathematics shall have an attached statistician training institute.</Sentence>

                <Sentence>The National Research Institute for Genetics shall be the organ for conducting comprehensive research in the theory of heredity and basic study of its application, and, for providing guidance in coordinating and promoting researches concerning heredity.</Sentence>

              <ParagraphNum>2</ParagraphNum>
              <ParagraphSentence>

                <Sentence>With regard to the National Japanese Language Research Institute, the provisions of the Law of the Establishment of the National Japanese Language Research Institute (Law No.254 of 1948) shall apply.</Sentence>

            <ArticleCaption>(Japan Art Academy)</ArticleCaption>
            <ArticleTitle>Article 23.</ArticleTitle>

                <Sentence>The Japan Art Academy shall be the organ established for giving honor to those artists who have made distinguished contribution in the field of art.</Sentence>

              <ParagraphSentence>
                <Sentence>Annuities may be granted to the members of the Japan Art Academy within the limits of the budgetary appropriations as determined by the Minister of Education.</Sentence>

              <ParagraphNum>3</ParagraphNum>
              <ParagraphSentence>

        <ChapterTitle>Chapter III. Personnel</ChapterTitle>
        <Article Num="29">

          <ArticleTitle>Article 29.</ArticleTitle>
          <Paragraph Num="1">
            <ParagraphNum/>
            <ParagraphSentence>
              <Sentence>With respect to appointment, dismissal, promotion, disciplinary punishment and other matters concerning personnel administration of the Ministry of Education, the provisions of the National Public Service Law (Law No.120 of 1947) and of the Law providing for the special regulations thereof shall apply.</Sentence>

        </Article>
        <Article Num="30">
          <ArticleCaption>(Fixed Number of Personnel)</ArticleCaption>
          <ArticleTitle>Article 30.</ArticleTitle>

            <ParagraphSentence>
              <Sentence>The fixed number of personnel for the Ministry of Education shall be provided for by law separately.</Sentence>

          </Paragraph>

    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from June 1, 1949.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2.</ParagraphNum>
        <ParagraphSentence>
          <Sentence Function="main" Num="1">The following Imperial Ordinance and Cabinet Orders shall be abolished. Unless otherwise prescribed by laws (including orders issued thereunder), however, the organs existing heretofore and personnel thereof shall become the corresponding organs and personnel under this Law and shall retain their respective identities:</Sentence>

      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum>4.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>In this Law, "upper secondary schools" shall include secondary schools under the former regulations as provided for in Article 98 paragraph 1 of the School Education Law, and "universities" shall include universities, higher schools, colleges and teacher training schools under the former regulations as provided for in the same paragraph of the same Article.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="5">
        <ParagraphNum>5.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>In Article 8 item (10), "upper secondary schools" shall read "lower and upper secondary schools" for the time being.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="6">
        <ParagraphNum>6.</ParagraphNum>
        <ParagraphSentence>
          <Sentence Function="main" Num="1">The Elementary and Secondary Education Bureau shall prepare the courses of study for the time being. This shall not prevent boards of education, however, from preparing their own courses of study.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="7">
        <ParagraphNum>7.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Elementary and Secondary Education Bureau shall continue to compile until it is completed, the textbooks of social studies, science, Japanese history and calligraphy, the comilation of which was planned during the year 1948-49.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="8">
        <ParagraphNum>8.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Elementary and Secondary Education Bureau shall, for the time being. the revision of the textbooks compiled by the Ministry of Education for which the annual demand is not less 10,000 copies.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="9">
        <ParagraphNum>9.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Elementary and Secondary Education Bureau shall, for the time being, conduct the compilation and revision of such special textbooks as those for the education of the blind and the deaf.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="10">
        <ParagraphNum>10.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Elementary and Secondary Education Bureau shall, for the time being, take charge of the following affairs concerning school lunch program:</Sentence>
        </ParagraphSentence>
        <Item Num="1">
          <ItemTitle>(1)</ItemTitle>
          <ItemSentence>
            <Sentence>Coordinating the requirements of foodstuffs and other materials for the operation of school lunch program and establishing principles for the allocation of such materials;</Sentence>
          </ItemSentence>
        </Item>
        <Item Num="2">
          <ItemTitle>(2)</ItemTitle>
          <ItemSentence>
            <Sentence>Maintaining contact with the administrative organs concerned, boards of education and other related organs and asking for their cooperation.</Sentence>
          </ItemSentence>
        </Item>
      </Paragraph>
      <Paragraph Num="11">
        <ParagraphNum>11.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Research and Publications Bureau shall, for the time being, dispose of such affairs as are placed under the Ministry of Education by the Law of Provisionary Measures concerning Publication of Textbooks (Law No.132 of 1948), such as the instructions concerning publication of textbooks for elementary, secondary and special education and approval of the manufacture and supply thereof.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="12">
        <ParagraphNum>12.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Administrative Bureau shall, for the time being, conduct the authorization of textbooks.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="13">
        <ParagraphNum>13.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Social Education Bureau shall, for the time being, conduct adult education for the ex-servicemen and other repatriates, dispatching the personnel of the Bureau to Hakedate City in Hokkaido, Maizuru City in Kyoto-Fu and Sasebo City in Nagasaki Prefecture.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="14">
        <ParagraphNum>14.</ParagraphNum>
        <ParagraphSentence>
          <Sentence Num="1">In addition to the organs listed in Article 13, the Librarians Training Institute shall be placed under the jurisdiction of the Minister of Education, for the purpose of training library personnel, until the Law providing for libraries is enacted and put into force separately. Necessary matters concerning the Librarians Training Institute shall be provided for by Ministry of Education Ordinance.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="15">
        <ParagraphNum>15.</ParagraphNum>
        <ParagraphSentence>
          <Sentence>The Cabinet Order for Abolishing the Regulations governing the Organization of the National Library, etc.(Cabinet Order No.58 1949) shall be partially amended as follows:</Sentence>
