      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>A part of the Statistics Law (Law No.18 of 1947) shall be amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 2, "public corporation" shall be amended as "local public entity" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 3 paragraph 2, "(including regulations which the chief of the local public entity makes)" shall be added next to "ordinances" , and the following one paragraph shall be added to the same Article:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Paragraph>
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence Num="1">In case the competent Minister intends to establish, amend or abrogate the ordinances mentioned in the preceding paragraph, he shall confer with the Statistics Commission beforehand. The same shall apply in case the chief of the local public entity intends to make, amend or abrogate the regulations mentioned in the preceding paragraph.</Sentence>
              </ParagraphSentence>
            </Paragraph>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 5, "or the chief of the local public entity" shall be added next to "Government" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>

          <AmendProvisionSentence>
            <Sentence>Article 6 shall be amended as follows:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Article Num="6">
              <ArticleCaption>(Statistics Commission)</ArticleCaption>
              <ArticleTitle>Article 6.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>In order to accomplish the purpose of this Law, the Statistics Commission shall be set up as the external organ of the Prime Minister's Office.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Statistics Commission shall, besides those prescribed in other provisions of this Law, be in charge of the following affairs:</Sentence>
                </ParagraphSentence>
                <Item Num="1">
                  <ItemTitle>(1)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Planning for the fundamental matters relating to the improvement and development of statistics and the statistical system;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="2">
                  <ItemTitle>(2)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Examination, setting up of the standard and coordination and integration of the statistical investigation;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="3">
                  <ItemTitle>(3)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Survey and study of the structure, fixed number of personnel and management of statistical organs;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="4">
                  <ItemTitle>(4)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Planning for the training of the statistical staff and the examination thereof;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="5">
                  <ItemTitle>(5)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Summons of the persons in charge of statistics of various administrative organs, and the business relating to the meeting;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="6">
                  <ItemTitle>(6)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Diffusion and propagation of statistical knowledge, control over the international statistical business and other business concerning improvement and development of statistics;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="7">
                  <ItemTitle>(7)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Performing the business relating to the personnel affairs'accounts and other miscellaneous business necessary for administering the affairs in charge. In this case, the business relating to the personnel affairs shall be performed in accordance with the National Public Service Law (Law No.120 of 1947) and orders and regulations issued thereunder.</Sentence>
                  </ItemSentence>
                </Item>
              </Paragraph>
            </Article>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>The following three Articles shall be added next to Article 6:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Article Num="6_2">
              <ArticleTitle>Article 6-(2).</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence Function="main" Num="1">For the purpose of carrying out the affairs provided for in the preceding Article, the Statistics Commission shall, besides those prescribed in other provisions of this Law, have the power as listed below. Such power shall, however, be exercised in accordance with law (including orders issued thereunder):</Sentence>
                </ParagraphSentence>
                <Item Num="1">
                  <ItemTitle>(1)</ItemTitle>
                  <ItemSentence>
                    <Sentence>To maintain contact with and make recommendation to the chief of each administrative organ or the local public entity concerning the structure, fixed number of personnel and management of the statistical organs;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="2">
                  <ItemTitle>(2)</ItemTitle>
                  <ItemSentence>
                    <Sentence>To submit its opinion to the Prime Minister or make proposals to the Minister concerned at any time concerning the improvement and development of statistics and the statistical system;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="3">
                  <ItemTitle>(3)</ItemTitle>
                  <ItemSentence>
                    <Sentence>To require the chief of each administrative organ and others to submit the materials and reports and to require explanation, in case the Statistics Commission deems it necessary to do so concerning the affairs in charge;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="4">
                  <ItemTitle>(4)</ItemTitle>
                  <ItemSentence>
                    <Sentence>To exercise the power conferred upon the Statistics Commission in accordance with law (including orders issued thereunder) besides those prescribed in each of the preceding items.</Sentence>
                  </ItemSentence>
                </Item>
              </Paragraph>
            </Article>
            <Article Num="6_3">
              <ArticleTitle>Article 6-(3).</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Statistics Commission shall have the Executive Office.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>
            <Article Num="6_4">
              <ArticleTitle>Article 6-(4).</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Statistics Commission shall have fifteen (15) members, one of whom shall be the chairman.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence Num="1">The members shall be appointed by the Cabinet from among persons of learning and experience in statistics on the recommendation of the Prime Minister. In this case, the educational officials and the officials of each administrative organ concerned shall be included in the persons of learning and experience. And in case the officials of subdivisions in charge of statistics of administrative organs are appointed members, they shall not exceed seven (7) in number.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="3">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence Function="main" Num="1">The term of office of the members shall be two (2) years, provided that they may be dismissed during their term if there arises a special incident.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="4">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The person elected from among the members by mutual vote shall be appointed the chairman by the Prime Minister with the approval of the House of Representatives.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="5">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The chairman shall preside over the business of the Commission, and represent the Commission.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="6">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence Num="1">Of the members, the persons not exceeding three (3) in number may be the standing members. The standing members shall be designated by the chairman.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="7">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>In case the chairman is prevented from performing his duties, the standing member shall act for him according to the order previously designated by him.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>The heading of Article 7 shall be amended as "(Approval and conducting of the investigation of the designated statistics)" , and paragraph 3 of the same Article shall be amended as follows:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Paragraph Num="3">
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The Statistics Commission may, if necessary, require the chief of each administrative organ concerned and local public entity to conduct, alter or suspend the investigation of the designated statistics.</Sentence>
              </ParagraphSentence>
            </Paragraph>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>The heading of Article 8 shall be amended as "(Statistical investigation other than that of the designated statistics)" , and the following one paragraph shall be added to the same Article:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Paragraph>
              <ParagraphNum/>
              <ParagraphSentence>
                <Sentence>The Statistics Commission may, if necessary, require the chief of each administrative organ concerned or local public entity to alter or suspend the statistical investigation other than that of the designated statistics.</Sentence>
              </ParagraphSentence>
            </Paragraph>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>Article 9 and Article 10 shall be amended as follows:</Sentence>
          </AmendProvisionSentence>
          <NewProvision>
            <Article Num="9">
              <ArticleCaption>(Supervision of business of investigation of designated statistics)</ArticleCaption>
              <ArticleTitle>Article 9.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Statistics Commission may, if necessary, supervise the actual manners of investigation of the designated statistics conducted by the chief of each administrative organ concerned or others, and if improvement is deemed necessary, may submit its opinion to the Prime Minister or advise them on the improvement.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>
            <Article Num="10">
              <ArticleCaption>(Statistical officers and directors)</ArticleCaption>
              <ArticleTitle>Article 10.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>For the purpose of engaging in the business of the investigation of the designated statistics, the statistical officers may be posted in the Prime Minister's Office, the AttorneyGeneral's Office and each Ministry.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>For the purpose of engaging in the business of the investigation of the designated statistics, the statistical directors shall be posted in each local public entity.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="3">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence Function="main" Num="1">The persons other than the statistical officers or the statistical directors shall not engage in the business of the investigation of the designated statistics. However, this paragraph shall not apply in case the approval of the Statistics Commission is given.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="4">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The statistical officers or statistical directors, under the direction of the superiors or officials, shall engage in the business of the investigation of the designated statistics and other statistics.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="5">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The statistical officers, in accordance with the provisions of the National Public Service Law, shall be appointed by the chief of the administrative organs mentioned in paragraph 1.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="6">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The statistical directors shall be appointed by the chief of the local public entity from among the national government officials or local public officials who fall under one of the following qualifications:</Sentence>
                </ParagraphSentence>
                <Item Num="1">
                  <ItemTitle>(1)</ItemTitle>
                  <ItemSentence>
                    <Sentence>The national government or local public officials who have been engaged in the business of the statistical investigation for more than two years. In case of appointing the statistical directors, however, the Statistics Commission shall confirm the above requirement beforehand;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="2">
                  <ItemTitle>(2)</ItemTitle>
                  <ItemSentence>
                    <Sentence>The persons who studied statistics or made a special study of mathematics at the university or college established in accordance with the School Education Law (Law No.26 of 1947) or the former College and University Ordinance (Imperial Ordinance No.388 of 1918), and may be entitled to a bachelor's degree;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="3">
                  <ItemTitle>(3)</ItemTitle>
                  <ItemSentence>
                    <Sentence>The persons who studied statistics or made a special study of mathematics at the special school established in accordance with the former Higher Technical School Ordinance (Imperial Ordinance No.61 of 1903) or the school recognized by the Minister of Education as equal or higher in standard than the abovementioned school, and finished the course of the above school;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="4">
                  <ItemTitle>(4)</ItemTitle>
                  <ItemSentence>
                    <Sentence>The persons who have finished the course of the training school established for the statistical staff or the short course on statistics which have been appointed by the Statistics Commission, or the persons who have passed the state examination on statistics to be held in accordance with the regulations especially made for the purpose;</Sentence>
                  </ItemSentence>
                </Item>
                <Item Num="5">
                  <ItemTitle>(5)</ItemTitle>
                  <ItemSentence>
                    <Sentence>Besides the persons mentioned in each of the preceding items, the persons who are recognized by the Statistics Commission as having the competent qualification for engaging in the statistical investigation.</Sentence>
                  </ItemSentence>
                </Item>
              </Paragraph>
            </Article>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 11 paragraph 1, "statistical officers and officials of public body prescribed respectively in paragraphs 1 and 2 of the preceding Article" shall be amended as "statistical officers or statistical directors" , and in paragraph 2 of the same Article, "staff other than the statistical officer" shall be amended as "statistical directors" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 12 paragraph 1, "or the chief of the local public entity" shall be added next to "Government" , and in paragraph 2 of the same Article, "(including regulations which the chief of the local public entity makes)" shall be added next to "ordinance" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 13, "The person mentioned in paragraphs 1, 2 and 4 of Article 10 and" shall be amended as "The persons mentioned in paragraphs 1 and 2 of Article 10 and the persons who fall under the proviso to paragraph 3 of the same Article and the persons mentioned in" .</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>Article 17 shall be deleted, and Article 18 shall be made Article 19. In Article 19 paragraph 1, "statistical directors" shall be added next to "statistical officers" . Article 19 shall be made Article 20, and the following two Articles shall be added next to Article 16:</Sentence>

          <NewProvision>
            <Article Num="17">
              <ArticleCaption>(Cooperation for conducting the investigation of the designated statistics)</ArticleCaption>
              <ArticleTitle>Article 17.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The person conducting the investigation of the designated statistics may require the investigation, report and other cooperation from the chief of the administrative organ concerned and others, if he deems it necessary to do so in conducting the investigation of the designated statistics.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>
            <Article Num="18">
              <ArticleCaption>(Entrusting of the business of the investigation of the designated statistics)</ArticleCaption>
              <ArticleTitle>Article 18.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Government may entrust the chief of the local public entity with a part of the business concerning the investigation of the designated statistics in accordance with the provisions of the Cabinet Order.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>
          </NewProvision>
        </AmendProvision>
      </Paragraph>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum>1</ParagraphNum>
        <ParagraphSentence>
          <Sentence>This Law shall come into force as from June 1, 1949.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum>2</ParagraphNum>
        <ParagraphSentence>
          <Sentence>In case the Diet is out of session at the time of enforcement of the Law, the Prime Minister may appoint the first chairman of the Statistics Commission without obtaining the approval of the House of Representatives, notwithstanding the provisions of Article 6-(4) paragraph 4 of the Statistics Law.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum>3</ParagraphNum>
        <ParagraphSentence>
          <Sentence Num="1">In case the Prime Minister appointed the first chairman of the Commission in accordance wht the provisions of the preceding paragraph, hei shall obtain the approval of the House of Representatives on the said appointment in the first session of the Diet after the appointment. In case the ex post facto approval is not obtained, the chairman shall lose the chairmanship.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum>4</ParagraphNum>
        <ParagraphSentence>
          <Sentence>A part of the Law concerning Salary and Other Compensations for National Public Service Personnel in the Special Government Service (Law No.268 of 1948) shall be amended as follows:</Sentence>
        </ParagraphSentence>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>The following one item shall be added next to Article 1 item 13-(2):</Sentence>
          </AmendProvisionSentence>
