Article 1. With respect to business concerning the custody, disposition, etc. of used arms and other munitions which were returned from the Occupation Forces and are, presently, held by Ministry of Commerce and Industry, or the materials which were held hy the Ministry of War and are, presently held by the Minisiry of Commerce and Industry with exception of arms and munitions or the materiats as mentioned in the Attached Table and which belong to the Special Account of the State Railway Business (only equivalent excess amount of the quantity determined by Director-General of Economic Stabilization Board), the competent Minister may cause the Sangyo Fukko Kodan (Industrial Reconstruction Corporation) to discharge the said business according to the provisions set forth by him.

Article 2. The competent Minister may, in the case as mentioned in the preceding Article if he thinks it necessary, advance to the Kodan necessary funds or estimate necessary funds for the payment of expenses regarding the said business. 2 In case when the competent Minister wants to advance necessary funds, or estimated necessary funds, on the basis of the provisions of the preceding paragraph, the competent Minister shall, in advance, consult with the Minister of Finance.
