    <MainProvision>
      <Article Num="1">
        <ArticleCaption>(Object of this law)</ArticleCaption>
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>This law shall, in order to increase the efficiency of government enterprises under the jurisdiction of Minister of Communications and to attain perfect operation thereof, provide for the training of officials and employees engaged in the said enterprises (hereinafter called communications employees) conducted by Minister of Communications.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleCaption>(Scope of training)</ArticleCaption>
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Num="1">The trainings to be conducted by Minister of Communications in accordance with the provisions of this law shall be limited to those who have a direct relation to the specialized job activities of communications employees. Minister of Communications shall not offer courses of training in subjects, except technical subjects, that are normally offered in public schools and universities.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleCaption>(Powers and Responsibilities of Minister of Communications)</ArticleCaption>
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Minister of Communications shall have the following powers and responsibilities in conducting the trainings in accordance with the provisions of this law, beside those separately provided in this law:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>1)</ItemTitle>
            <ItemSentence>
              <Sentence>To order communications employees, for whom the training is deemed necessary, to the part in job training and to pursue necessary courses of instruction.</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2)</ItemTitle>
            <ItemSentence>
              <Sentence>To enter into a contract with communications employees in case they receive special training as designated by Minister of Communications in accordance with the provisions of this law, of binding themselves to continue their employment with the Ministry for at least a period not exceeding six months afte the expiration of their period of special training.</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>3)</ItemTitle>
            <ItemSentence>
              <Sentence>To provide facilities (including dormitories) and materials necessary for the trainings.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Minister of Communications may refuse special training to communications employees who will not enter into such a contract mentioned in item 2 of the preceding paragraph.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleCaption>(Delegation of the Minister's Authority)</ArticleCaption>
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Minister of Communications may delegate authorities stipulated in the provisions of this law, concerning matters of detail to Chief of Department of Offices.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleCaption>(Training program)</ArticleCaption>
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Minister of Communications shall annually set up, in accordance with the provisions of this law, actual programs concerning the trainings, inclusive of number of trainees, training curriculum, training period and others, for each of the various businesses mentioned in Article 1 of this law.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="6">
        <ArticleCaption>(Entrusted training)</ArticleCaption>
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In case it is deemed necessary for the training of communications employees, Minister of Communications is authorized to sent them to educational institutes in general or special research institutes fox the purpose of making them pursue studies having a direct relation to their specific assignment in the Ministry of Communications.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The present Law shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The Regulations governing the Organization of Communications Training School (Imperial Ordinance No.135, 1945) shall be abolished.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The Regulations governing the Organization of Radio Telegraph Training Institutes (The Imperial Ordinance No.274, 1942) shall partially be amended as follows:</Sentence>
        </ParagraphSentence>

          <NewProvision>
            <Article Num="1">
              <ArticleTitle>Article 1.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Radio Telegraph Training Institutes shall be under the jurisdiction of the Minister of Education and shall conduct instruction in technics relative to radio communication and the training of radio operators.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>
          </NewProvision>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 2, "Minister of Communications" shall read for "Minister of Education."</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 3, "Educational Officials of Ministry of Communications" shall read "Educational Officials of Ministry of Education,"  "Secretaries of Ministry of Communications" shall read "Secretaries of Ministry of Education" and "Technical Officials of Ministry of Communications" shall read "Technical Officials of Ministry of Education."</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
        <AmendProvision>
          <AmendProvisionSentence>
            <Sentence>In Article 4, "Minister of Communications" shall read "Minister of Education."</Sentence>
          </AmendProvisionSentence>
        </AmendProvision>
      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The equipment and facilities belonging to the Radio Telegraph Training Institutes on the day of enforcement of the present law shall be transferred to the Ministry of Education.</Sentence>
        </ParagraphSentence>
      </Paragraph>
