Article 4-(3) The Government may authorize banks (exclusive of the Bank of Japan. Hereinafter the same), agricultural cooperations and agricultural associations to manage a part of business related to payment of purchasing price for foodstuff. In case of the preceding paragraph, the Government may grant the fund to the Bank of Japan or the Central Bank for Agriculture and Forestry and authorize them to grant the fund necessary for the present payment of purchasing price for foodstuff made by banks and agricultural cooperations or associations. The Central Bank for Agriculture and Forestry may, regardless of the provisions of Article 16 of the Central Bank for Agriculture and Forestry Law (Law No.24 of 1923), manage business related to granting the fund under the preceding paragraph.
