I hereby promulgate the Law concerning the Exceptions to Article 3 of the Public Finance Law. Signed:HIROHITO, Seal of the Emperor This fourteenth day of the fourth month of the twenty-third year of Showa (April 14, 1948) Prime Minister ASHIDA Hitoshi Law No.27 Law concerning the Exception to Article 3 of the Public Finance Law The Government is authorized to determine or to revise prices, charges and the like prescribed in Article 3 of the Public Finance Law, except those mentioned below, even without law provisions or Diet Action, so long as the present economic emergency exists: 1. Prices of manufactured tobacco (exclusive of foreign tobacco or exportable manufactured tobacco) 2. Charges concerning post, telegraph, telephone, postal savings, postal money order and postal transfer account savings 3. Fundamental rates for fare and freight of the state railway (inclusive of state-operated ships connected with the state railway). Supplementary Provisions: The enforcement date of the present Law shall be determined by a Cabinet Order in the period not exceeding ten days after the approval of this Law. The present Law shall be invalidated at the time of the abolishment of the Price Control Ordinance. Fixed prices, charges and fundamental rates mentioned in each item of this Law, valid at the time of the enforcement of the provisions of Article 3 of the Public Finance Law, shall be regarded as determined under the provisions of Article 3 of the Public Finance Law on the day of enforcing the provisions of the same Article.
