I hereby give My sanction to the Imperial Ordinance concerning the partial amendment of the Price Control Ordinance, and cause the same to be promulgated. Art. 9-(2). No one is allowed to conclude any contracts with unduly high prices and the like or to pay or receive them.

Art. 11 shall be deleted. In Art. 10, "and the preceding two Articles" shall be added next to "Article 3," and this Article shall be Article 11.

Art. 10. No one is allowed to conclude contracts for obtaining prices and the like which cause profiteering or to receive prices and the like which will cause profiteering.

Art. 13-(2). No one is allowed to have any goods in possession for the purpose of performing transactions, violating Art. 3, Art. 9-(2), Art. 10, Art. 12 and the preceding Article. The provisions of Art. 11 shall be applied mutatis mutandis to the case of the preceding paragraph.

In Art. 26, "of those who have been appointed by the Cabinet Ordinances for the purpose of maintaining prices order" shall be added next to "the Price Supervision Committee." In Art. 28, "The Price Supervision Committee" shall read "Persons mentioned in Art. 26."

Art. 34. A person who violates provisions of Art. 9-(2) or Art. 10 shall be punished with penal servitude not exceeding ten years or with a fine not exceeding one hundred thousand yen.

Art. 35. A person who violates provisions of Art. 12, Art. 13, Art. 13-(2) par. 1 or Art. 14 shall be punished with penal servitude not exceeding five years or with a fine not exceeding fifty thousand yen.

Art. 36. A person who commits crimes mentioned in the preceding three Articles may be punished with both penal servitude and a fine, in consideration of circumstances.

In Art. 38, "the Price Supervision Committee" shall read "persons mentioned in Art. 26." In Art. 39, "the Price Supervision Committee" shall read "persons mentioned in the said Article." In Art. 40, "Arts. 33, 34, 36," shall read "Arts. 33 to 35 inclusive." Supplementary Provisions: The present Ordinance shall come into force as from the day of its promulgation. With regard to the application of the penal provisions to the acts committed before the enforcement of this Ordinance, the previous provisions shall be in force even after the enforcement of this Ordinance.
