I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to the Regulations governing the Organization of the Public Service Qualifications Examination Committee, and cause the same to be promulgated.

Imperial Ordinance No. 64
A part of Imperial Ordinance No. 2 of 1947 shall be amended as follows:
In Article 2, (2), "and of chief of Chônaikai, Burakukai or its federation" and "and No. 4" shall be deleted. In Article 2, "and also chief of Chônaikai, Burakukai or its federation within the city boundary" shall be deleted.
In Article 3, "a copy of" shall be deleted.
In Article 12, paragraph 1, "The Committee" shall read "The Committee (excluding the Central Committee)"; and in paragraph 2 thereof, "in the case of the Central Committee, by the Cabinet" shall be deleted. Articles 12 and 13 shall be advanced respectively to Articles 13 and 14.
Article 12. shall be as follows: Article 12.
In order to deal with miscellaneous matters, the Central Public Office Qualification Examination Committee shall have a Secretariat.
The Secretariat shall be composed of the following personnel:
Chief-Secretary
Secretariat members
Cabinet officials
Second class 7 (full time)
Third class 15 (full time)
Chief-Secretary shall be appointed by the Prime Minister from among men of knowledge and experience.
Chief-Secretary shall supervise administration of the business of Secretariat under direction of the Chairman of the Committee.
Secretariat members shall be filled with the Cabinet officials mentioned in paragraph 2 above.
Secretariat members, besides those mentioned in the preceding paragraph, may be appointed or commissoined by the Cabinet from among government officials of each Ministry concerned or men of knowledge and experience.
Secretariat members shall dispose of the business of the Secretariat under direction of the Chief-Secretary.
With regard to the persons who are not government officials and have been appointed as Chief-Secretary of Secretariat members, the provisions of the Regulations of Discipline of Government Officials shall be applied correspondingly.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
