Article 1. The Kyuyo Shingikai is under the jurisdiction of the Premier and shall research and consider the important matters concerning wage and allowance, and the economically important matters related thereto. The Kyuyo Shingikai may make a recommendation to the Premier concerning the matters of the preceding paragraph.

Article 2. The Kyuyo Shingikai consists of one chairman, two vice-chairmen and eighteen members. The technical advisers may be set up in the Kyuyo Shingikai to let them research and consider technical matters. Ministers concerned may attend the committee meeting and express their opinions.

Article 3. The Premier shall be appointed chairman. The ministers whom the Premier designates shall be appointed vice-chairmen. The Members shall be appointed in the equal number from among the representatatives of the employers or the employees and of the public by the ministry through the recommendation of the Premier to the Emperor. The technical advisers shall be appointed from among the learned and experienced persons by the ministry through the recommendation of the Premier to the Emperor.

Article 4. The chairman shall preside over the affairs of the committee. When the chairman is unable to attend to the affairs of the committee owing to some unavoidable circumstances, the vice-chairman whom the Premier designates shall act in his place.

Article 5. The proceedings of the Kyuyo Shingikai shall be decided by the majority vote of the members present. In case of the equal vote, the chairman shall decide it. The technical advisers shall not participate in the decision under the provision of the preceding paragraph. To the document concerning the decision under the provision of the first paragraph the opinions of the minority shall be added.

Article 6. The secretaries shall be set up in the Kyuyo Shingikai. The secretaries shall be appointed by the Cabinet through the recommendation of the Premier to the Emperor. The secretaries shall transact the affairs under the command of the chairman.

Article 7. The clerks shall be set up in the Kyuyo Shingikai. The clerks shall be appointed by the Cabinet. The clerks shall transact the affairs under the command of their superiors.
