Article 1. The Invention Encouragement Committee shall be put under the supervision of the Minister of Commerce and Industry and shall investigate or deliberate upon matters concerning the encouragement of invention, utility model or design in reply to inquiries submitted by the said Minister. The Committee may make proposals to each competent Minister concerned in relation to matters concerning the encouragement of invention, utility model or design.

Article 2. The Committee shall be composed of a chairman, a vice-chairman and committee-men not exceeding sixty persons. Temporary committee-men shall be set up in case of necessity for the investigation or deliberation of special matters.

Article 3. The Minister of Commerce and Industry shall be the chairman of the Committee. Vice-chairman of the Committee, committee-men and temporary committee-men shall be appointed from among the first class or second class officials of Ministries concerned and erudite and experienced persons by the Cabinet in accordance with the recommendation of the Minister of Commerce and Industry to the Throne. The term of office of committee-men appointed from among the erudite and experienced persons shall be two years provided that in case of special reasons they may be dismissed within the term of office thereof. Temporary committee-men shall retire from their office on the conclusion of the investigation or deliberation of special matters concerned. Article 4.

The chairman shall preside over the affairs of the Committee. The vice-chairman shall assist the chairman and act in his place in the event of the latter being prevented from assuming his duties. Article 5.

The chairman shall institute sections in the Committee and allot the business of the Committee to each section. The section shall have a chief of itself. The sectional chief shall be appointed from among the committee-men in accordance with the nomination of the chairman. The chairman shall assign committee-men or temporary committee-men respectively to each section.

Article 6. Combined conference of more than two sections may be held in case the chairman deems it necessary.

Article 7. Resolutions of each section or combined conference of sections shall be made the resolution of the Committee exclusive of the case when the chairman deems it necessary to hold a general meeting.

Article 8. The Committee may have expert committee-men. Expert committee-men shall be appointed by the Minister of Commerce and Industry. Expert committee-men shall investigate matters according to their own specialty by the order of the chairman. Expert committee-men shall retire from their office on the conclusion of the investigation concerning the special matters concerned.

Article 9. The Committee shall have secretaries. Secretaries shall be appointed by the Minister of Commerce and Industry. Secretaries shall take charge of general affairs in conformity to the order of the chairman.

Article 10. The Committee shall have clerks. Clerks shall be appointed by the Minister of Commerce and Industry. Clerks shall engage in business concerning general affairs under the supervision of their superiors.
