Article 1. The Minister of Transportation may transfer the land or structures produced by the harbour construction carried by the State concerning the domestic trade installations, to the public organization charged a part of expenses for the said construction, except those required for reserving as State properties, for official or public use. The land or structures to be transferred in accordance with the provisions of the preceding paragraph shall be within the limit of the amount corresponding to that of expenses for the construction charged by the public organization referred to in the same paragraph.

Article 2. The Minister of Transportation may lease free of charge, to the public organization referred to in Par.1 of the preceding Article, the land or structures to be reserved as State properties for public use, and may entrust the organization to maintain and repair the land and structures concerned and to collect the rent of use of them as its revenue.
