    <MainProvision>
      <Article Num="1">
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Goods mentioned in the provisions of this Law shall mean movable properties owned by the state to which the State Properties Law shall not be applied.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Goods owned by the state may be lent free of charge or without appropiate rent to others (except any religious institution or association, or any charitable, educational or benevolent enterprises not under the control of public authority. Hereinafter the same) only in the following cases except as prescribed in other laws:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as prints, photographs, and motion picture equipments are lent for the purpose of diffusion or propagation of a national policy or undertaking;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as necessary for construction or manufacturing of land, structures, or the like used for a national policy or undertaking are lent;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>3.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as necessary for education, experiment, study or research are lent;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="4">
            <ItemTitle>4.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as desks and chairs necessary for business are lent to a mutual aid assciation made up of national personnel;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="5">
            <ItemTitle>5.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as necessary for medical treatment are lent to a person to whom the treatment is entrusted for the insured by stateoperated insurance enterprise;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="6">
            <ItemTitle>6.</ItemTitle>
            <ItemSentence>
              <Sentence>In case tractors (including bulldosers), ploughs, fallows, root-extracting machines, or other engineering machines necessary for reclamation are lent to a local public body or a reclamation enterpriser;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="7">
            <ItemTitle>7.</ItemTitle>
            <ItemSentence>
              <Sentence>In case livestocks are lent for their improvement or increase;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="8">
            <ItemTitle>8.</ItemTitle>
            <ItemSentence>
              <Sentence>In case livestocks are lent on a condition that they may be used for a national undertaking in case of necessity even during the term of lending.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Goods owned by the State may be transferred free of charge or at a lower price than a market price to others only in the following cases except as prescribed in other laws:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as prints, photographs and the like, are distributed for the purpose of diffusion or propagation of a national policy or undertaking;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods, as contributed for the public use or as originated from a dissolution or with drawal of a structure contributed for the public use on a condition that they shall be transferred to the contributor or his comprehensive successor when the use of them has been stopped, are transferred on the condition;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>3.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as prints and photographs necessary for education, experiment, study or research, or as used as sample or specimen are transferred;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="4">
            <ItemTitle>4.</ItemTitle>
            <ItemSentence>
              <Sentence>In case such goods as purchased with a special expense or a compensation expense estimated on the budget are donated;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="5">
            <ItemTitle>5.</ItemTitle>
            <ItemSentence>
              <Sentence>In case daily necessaries, medicines, medical materials and other relief goods are transferred to the people in need or repatriates from over seas or this countay;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="6">
            <ItemTitle>6.</ItemTitle>
            <ItemSentence>
              <Sentence>In case seeds, seedlings, spawns or baby-fishes are transferred for improvement or increased production of agriculture, forestry or fishery;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="7">
            <ItemTitle>7.</ItemTitle>
            <ItemSentence>
              <Sentence>In case livertock are transferred to those to whom the livestocks concerned are lent free of chrage or who are entrusted for their keeping and maintenance, for improvement or increase of livestocks, after they have kept and maintained the livestocks under the prescribed conditions for the period prescribed by the competent Minister;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="8">
            <ItemTitle>8.</ItemTitle>
            <ItemSentence>
              <Sentence>In case fruits accruing from livestocks concerned are transferred to those to whom the livestocks concerned are lent free of charge or who are entrusted for their keeping and maintenance.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Goods owned by the state may be transferred with a lower price than a market value to others only in the following cases except as prescribed in the preceding Article or other laws;</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>In case livestocks are transferred for their improvement or increase;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>In case necessary drugs are transferred for the prevention of infectious diseases.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Necessary matters relative to the enforcement of this Law shall be decided by the head of each Ministry or Bureau.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In this case the head of each Ministry or Bureau shall before hand confer with the Minister of Finance.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Article Num="6">
        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>This Law shall apply as from April 1, 1947.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="7">
        <ArticleTitle>Article 7.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Goods used by To, Do, Fu or Ken for its business or undertaking at the time of the enforcement of the Local Self-Government Law may be transferred free of charge to it, notwithstanding the provisions of Article 3,</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>of the goods prescribed in the preceding paragraph, such as not transferred free of charge to To, Do, Fu or Ken concerned shall be lent free of charge to it for the time being, notwithstanding the provisions of Article 2.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the case of transfering goods free of charge to To, Do, Fu or Ken under Paragraph 1, the head of each Ministry or Bureau having control over the goods concerned shall beforehand confer with the Minister of Finance.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="8">
        <ArticleTitle>Article 8.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Cattle and horses owned by the state may be lent free of charge to others in case they are necessary for promotion of agriculture with livestocks until March 31, 1948, notwithstanding the provisions of Article 2.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
