Signed:HIROHITO, Seal of the Emperor This twenty-sixth day of the third month of the twenty-second year of Showa (March 26, 1947) Countersigned: Prime Minister YOSHIDA Shigeru Minister of Finance ISHIBASHI Tanzan Law No.19 The General Budget of Revenue and Expenditure for the fiscal year 1946-47, in spite of the provision of paragraph 1, Article 8 of the Accounting Law, shall be divided mainly into Parts, in accordance with the sources of revenue and function of expenditure, each Part being sub-divided into Titles and Subtitles, and, further, shall be classified by organization units so as to make clear the distinction between Sections and Bureaus. The provision of Article 9 of the Accounting Law shall not be applied for the reserve fund to be provided for in the General Budget of Revenue and Expenditure for the fiscal year 1946-47 and the Budget of Revenue and Expenditure of Special Accounts. The Budget of Revenue and Expenditure for Special Accounts for the fiscal year 1946-47, in spite of the provision of the respective Special Account Law, may not be required to be submitted to the Diet with General Budget of Revenue and Expenditure. Supplementary Provision: This Law shall be applied as from the day of the presentation of the General Budget for the Fiscal year 1946-47.
