Article 1. The following amendments shall be made to part of Regulations governing the Organization of Tokyo Metropolitan Government. In Article 1-(2), "not more than 496 (full-time)" shall read "not more than 497 (full-time)." In Article 9, "Seven Bureaus" shall read "eight Bureaus," and "Sanitary Bureau" shall read "Sanitary Bureau Labour Bureau. " In Article 11, item 2 shall be deleted, and item 3 shall be made item 2.

Article 16-(3), Business relating to labour shall be transacted at Labour Bureau.

Article 2. The following amendments shall be made to part of Regulations governing the Organization of Hokkaido Government. In Article 1-(2), "not more than 48 (full-time)" shall read "not more than 49 (full-time)." In Article 10, "Nine Divisions" shall read "Ten Divisions," and "Welfare Division" shall read "Welfare Division Labour Division ." Item 2, paragraph 4 in Article 12 shall be deleted, item 3 being made item 2, and the following paragraph shall be added after paragraph 4. Business relating to labour shall be transacted at Labour Division.

Article 3. The following amendments shall be made to part of Regulations governing the Organization of Prefectural Government. In Article 2, "not more than 1,350 (full-time)" shall read "not more than 1,352 (full-time)," and "not more than 29,488 (full-time)" shall read "not more than 29,506 (full-time)." In Article 12, paragraph 2, "Labour Division" shall be added next to "Sanitary Division." The proviso of Article 14-(2) shall read as follows: However, at Education and Welfare Division of the Prefectural Government where Sanitary Division is established, the business in item 1 to item 3 inclusive and item 5 to item 7 inclusive shall be transacted, and at Education and Welfare Division of the Prefectural Government where Labour Division is established, the business in item 1 to item 5 inclusive and in item 7 shall be transacted, and at Education and Welfare Division of the Prefectural Government where Sanitary Division and Labour Division are established the business in item 1 to item 3, item 5, and item 7 shall be transacted. The proviso of paragraph 2 of Article 16, shall read as follows: However, at Welfare Division of the Prefectural Government where Sanitary Division is established, the business in item 5 to item 7 of Article 14-(2) shall be transacted, and at Welfare Division of the Prefectural Government where Labour Division is established, the business in item 4, item 5 and item 7 of Article 14-(2) shall be transacted, and at Welfare Division of the Prefectural Government where Sanitary Division and Labour Division are established, the business in item 5 and item 7 of Article 14-(2) shall be transacted. The following paragraph shall be added after paragraph 4 of the same Article. Business related to labour is transacted at Labour Division.

Article 4. The following amendments shall be made to part of Regulations governing Temporary Establishment of Personnel in Tokyo Metropolitan Government, Hokkaido Government and Prefectural Governments. In Article 1, "full-time 56 Second Rank" shall read "full-time 68 Second Rank, one of whom may be First Rank," "full-time 20" shall read "full-time 21," and "full-time 689" shall read "full-time 705." In Article 1-(3), "full-time 59" shall read "full-time 67," "full-time 145" shall read "full-time 146," and "full-time 2,308" shall read "full-time 2,319." In Article 1-(4), paragraph 1, " full-time 1,117" shall read "full-time 1,251," " full-time 398" shall read "full-time 427," and "full-time 8,407" shall read "full-time 8,625."
