Article 1. The Financial Balance Adjustment Investigation Committee is under the jurisdiction of the Minister of Finance, and when referred to by the Minister of Finance, investigates and considers the measures and policies concerning the adjustment of balance of revenue and expenditure after the termination of the War and other important financial problems. On the above-mentioned matters, the Investigation Committee may make recommendations to the Ministers concerned.

Article 2. The Investigation Committee is composed of the Chairman and members of the Committee, not exceeding twenty-five in number.

Article 3. A specialists committee may be appointed in the Investigation Committee to investigate special matters.

Article 4. The Chairman and the other members of the Committee are appointed by the Cabinet, through the recommendation by the Minister of Finance. Through the recommendation to the Throne by the Minister of Finance, and by the nomination of Chairman, the specialists committee is appointed by the Cabinet.

Article 5. The Chairman presides over the business of the Committee. When the Chairman is absent from his post for some reason, some member of the Committee, elected by mutual vote from among the members of the Committee, shall act on behalf of the Chairman with regard to his business.

Article 6. A number of Secretaries are appointed to the Committee. Through the recommendation to the Throne by the Minister of Finance, and by the nomination of the Chairman, the secretaries are appointed by the Cabinet. The secretaries dispose of general affairs under the direction of the Chairman.

Article 7. A number of clerks are appointed in the Committee. The clerks are appointed by the Minister of Finance. The clerks attend to general affairs under the direction of their superiors.

Article 8. Concerning the investigation mentioned in Article 1 the Investigation Committee, ir necessary, may request the authorities concerned and others to submit materials and data, or to make explanations.

Article 9. The Investigation Committee is to finish the investigation and consideration of matters referred thereto within one year after the day of enforcement of the present Ordinance, and to report the results to the Minister of Finance. The Investigation Committee, if necessary, may submit and interim report before the presentation of the above-mentioned report. In the case of the preceding two paragraphs if there is a minority opinion, besides the majority one, the former is to be reported at the same time with the latter.

Article 10. The Government is to make public the results mentioned in the preceding Article.
