I hereby give My Sanction to the Imperial Ordinance concerning the Establishment of the Investigation Bureau in the Ministry of Education and cause the same to be promulgated. Article 1. The Investigation Bureau shall be temporarily established in the Ministry of Education.

Article 2. The Investigation Bureau shall manage the following matters: 1. Matters concerning liaison and adjustment of business concerning educational reform. 2. Matters concerning investigation and research in educational system and conditions of education both at home and abroad. 3. Matters concerning statistics in general.

Supplementary Provision: The present Ordinance shall come into force as from the day of its promulgation.
