Article 1. The Agricultural Synthetic Institute shall under the control of the Minister of Agriculture and Forestry and take charge of the synthetic survey and research on the problems in agricultural economics.

Article 2. In the Agricultural Synthetic Institute, the following officers are to be set up. President Secretary of the Ministry of Agriculture and Forestry. Full service one person 1st class Secretaries of the Ministry of Agriculture and Forestry, or technical officials of the Ministry of Agriculture and Forestry. Full service 11 persons 2nd class Full service 10 persons 3rd class

Article 3. The post of President shall be filled with a Secretary of the Ministry of Agriculture and Forestry of the 1st class. The President shall preside over the affairs, under the direction and supervision of the Minister of Agriculture and Forestry.

Article 4. In the Agricultural Synthetic Institute, Councillors shall be set up, who are to be participate in the affairs. The Councillors shall be appointed by the Cabinet, through the recommendation of the Minister of Agriculture and Forestry, from among the officials of the 1st or 2nd class of each office concerned and persons learned or well-experienced.

Article 5. In the Agricultural Synthetic Institute, Special Commissioners shall be set up who are to investigate special items. The Special Commissioners shall be appointed by the Minister of Agriculture and Forestry from among persons learned or well-experienced.

Supplementary Provision: The present Ordinance shall come into force as from the day of its promulgation.
