I hereby give My Sanction to the Imperial Ordinance concerning the Regulations governing the Organization of Temporary Establishment of the Office for Allocation of Paper for Newspapers and Publications and cause the same to be promulgated. Article 1. The Office for Allocation of Paper for Newspapers and Publications shall be under the supervision of Prime Minister, and be in charge of the business related to the allocation of paper for newspapers and publications.

Article 2. The Office for Allocation of Paper for Newspapers and Publications shall have the following personnel: Director 1 Cabinet Secretaries Full time service 4 persons 2nd class. Full time service 6 persons 3rd class.

Article 3. The Director shall take charge of the affairs of the office and direct and supervise the personnel.

Supplementary Provisions: The present Ordinance shall come into force as from the day of its promulgation. The following partial amendments shall be made to the Ordinance concerning the Classification of Shinnin Rank Officials and Officials of Other Ranks: The following item shall be inserted before that of Minister of State in the portion of Cabinet in the table of Shinnin Rank Officials and Officials of Other Ranks: Director of the Office for Allocation of Paper for Newspapers and Publications.
