Article 1. The following partial amendments are made to the Regulations governing the Organization and Functions of Tokyo Metropolitan Government. In Article 1-2, "not more than 298 (full-time)" shall read "not more than 300 (full-time)," "not more than 495 (full-time)" shall read "not more than 496 (full-time)," and "not more than 4,052 (full-time)" shall read "not more than 4,061 (full-time)."

Article 2. The following partial amendments are made to the Regulations governing the Organization and Functions of Metropolitan Police Board. In Article 19, paragraph 2 and in Article 21, paragraph 2, "sanitation and calling out of the reservists" shall read "and sanitation." In Article 24, "sanitation and calling out of the reservists" shall read "and sanitation" and "with the exception of the business related to calling out of the reservists within the jurisdiction of wards or cities" shall be deleted.

Article 25 shall be deleted.

Article 3. The following partial amendments are made to the Regulations governing the Organization and Functions of Hokkaido Prefectural Government. In Article 1-2, "not more than 32 (full-time)" shall read "not more than 38 (full-time)," "not more than 124 (full-time)" shall read "not more than 134 (full-time)," and "not more than 805 (full-time)" shall read "not more than 859 (full-time)." In Article 10, "Seven Divisions" shall read "nine Divisions," and "Education and Welfare Division" shall read "Educational Division, Sanitary Division, Welfare Division ." In Article 12, paragraph 2 shall be amended as follows: The following business shall be transacted in the Educational Division. 1. Affairs concerningeducation, sciences and arts. 2. Affairs concerning Religions. 3. Affairs concerning Historic Spots, Places of interest and Natural Monuments. In Sanitary Division the business related to health and sanitation shall be transacted. In Welfare Division the following business shall be transacted: 1. Affairs concerning Social works and other affairs concerning Protection and Guidance of National life, 2. Affairs concerning Labour, 3. Affairs concerning Social Insurance. In Article 12-2, "Education and Welfare Division" shall read "Welfare Division." In Article 13, paragraph 2, "Public Works Division" shall read "Sanitary Division, Public Works Division." In Article 24-2, paragraph 1, "or Local Technical Regulations governing the Officials" shall be added under "Local Secretaries."

Article 4. The following partial amendments are made to the Organization and Functions of Local Government. In Article 2, "not more than 1,143 (full-time)" shall read "not more than 1,350 (full-time)," "not more than 4,573 (full-time)" shall read "not more than 4,796 (full-time)," and "not more than 28,079 (full-time)" shall read "not more than 29,312 (full-time)." In Article 3, "the Governor and" shall be deleted. In Article 12, paragraph 1, "three Divisions" shall read "four Divisions," "Interior Affairs Division" shall read " Interior Affairs Division, Education and Welfare Division " and in the same Article, paragraph 2, "Education and Welfare Division or" shall read "instead of Education and Welfare Division, Educational Division and Welfare Division or" shall be established or separately Sanitary Division or." The provisory clause of the text of Article 14 shall be amended as follows: But in the Interior Affairs Division of the Prefectural Government where Public Works Division is established, the business mentioned in item 1 to item 9 inclusive, and item 17 shall be transacted. Item 10 to item 16 inclusive of the same Article shall be deleted, and item 17 shall be moved up to item 10 and the rest of the same shall be moved seven items up in turn. Article 14-2, shall be made Article 14-3.

Article 14-2. The following business shall be transacted in Education and Welfare Division. But, at Education and Welfare Division of the Prefectural Government where Sanitary Division is established, the business mentioned in item 1 to item 3 inclusive, and item 5 to item 7 inclusive shall be transacted. 1. Affairs concerning Education, Sciences and Arts. 2. Affairs concerning Religions. 3. Affairs concerning Historic Spots, Places of Interest and Natural Monuments. 4. Affairs concerning Health and Sanitation. 5. Affairs concerning Social Works and other affairs concerning Protection and Guidance of National Life. 6. Affairs concerning Labour. 7. Affairs concerning Social Insurance.

Article 16. In Educational Division, the business mentioned in Article 14-2, item 1 to item 3 inclusive shall be transacted. In Welfare Division, the business mentioned in Article 14-2, item 4 to item 7 inclusive shall be transacted. But, at Welfare Division of the Prefectural Government where Sanitary Division is established, the business mentioned in Article 14-2, item 1 to item 3 inclusive shall be transacted. In Sanitary Division, business related to health and sanitation shall be transacted. In Public Works Division the business mentioned in Article 14, item 10 to item 16 inclusive shall be transacted.

In Article 17, "Article 14-2," shall read "Article 14-3." In Article 18, paragraph 2, "Public Works Division" shall read "Sanitary Division or Public Works Division." In Article 24, paragraph 1, "or Local Technical Officials" shall be added under "Local Secretaries." In Article 25, paragraph 2 and Article 26, paragraph 2, "Sanitation and calling out of the reservists" shall read "and Sanitation." In Article 36, paragraph 2, "Sanitation and calling out the reservists" shall read "and sanitation," and "(with the exception of the business relating to calling out of the reservists in Cities)" shall be deleted.

Article 37 shall be deleted.

Article 5. The following amendments shall be made to part of the Regulations governing the Temporary Establishment of Personnel of Tokyo Metropolitan Government, Hokkaido Prefectural Government and Prefectural Governments. In Article 1, "44 (full-time)" shall read "53 (full-time)," "14 (full-time) Second Rand" shall read "19 (full-time) Second Rank, of whom one may be of First Rank," and "601 (full-time)" shall read "620 (full-time)." In Article 1-3, "44 (full-time)" shall read "56 (full-time)," "140 (full-time)" shall read "145 (full-time)," and "2,190 (full-time) shall read "2,218 (full-time)." In Article 1-4, paragraph 1, "714 (full-time)" shall read "1,075 (full-time)," "236 (full-time)" shall read "393 (full-time)," and "5,847 (full-time)" shall read "6,731 (full-time)." In Article 1-7, "Local Technical Officials" shall be added under "Local Secretaries." Article 5, paragraph 4 shall be deleted.

Article 6. Arable Land Division shall temporarily be established in Hokkaido Prefectural Government. The following business shall be transacted in Arable Land Division in spite of the Regulations in Article 12, paragraph 5 of the Organization and Functions of Hokkaido Prefectural Government. 1. Affairs concerning Adjustment connected with Arable Land. 2. Affairs concerning special measures for the Establishment of Peasant Proprietor system on on the reclaimed land.

Article 7. In Division of Reclamation of Waste Land of Hokkaido Prefectural Government the business related to special measures for the Establishment of Peasant Proprietor system on the land not yet reclaimed shall temporarily be transacted in addition to the business mentioned in Article 12, paragraph 6 of the Organization and Functions of Hokkaido Prefectural Government.

Article 8. Arable Land Division shall temporarily be estaablished in Prefectural Governments. The following business shall be transacted in Arable Land Division in spite of the Regulations in Article 14-3, of the Organization and Functions of Local Governments: 1. Affairs concerning Adjustment connected with Arable Land, 2. Affairs concerning Special measures for Peasant Proprietor system, 3. Affairs concerning Reclamation of waste Land, 4. Affairs concerning Restoration of Calamity inflicted upon Arable Land.

Article 9. In spite of the Regulation of Article 13, paragraph 1 of the Organization and Functions of Hokkaido Prefectural Government and the Regulation of Article 13, paragraph 1 of the Organization and Functions of Local Governments, Local Technical Official may be designated to the post of Director of Arable Land Division.
