Article 1. A part of the Agriculture and Forestry Ministry Organization is amended as follows: In Article 14, "or Technical Official of Agriculture and Forestry" is added after "Secretary of Agriculture and Forestry."

Article 2. A part of the Temporary Officers Regulations in the Ministry of Agriculture and Forestry is amended as follows: In Article 1 "Secretary of Agriculture and Forestry full service 2 persons 1st class full service 88 ,, 2nd ,, Technical Official of the Agriculture and Forestry full service 283 persons 2nd class (Two of whom may be made 1st class) Secretary or Technical Official of the Agriculture and Forestry full service 695 persons 3nd class "shall read" Secretary or Technical Official of the Agriculture and Forestry full service 7 persons 1st class Secretary of Agriculture and Forestry full service 142 persons 2nd class Technical Official of Agriculture and Forestry full service 363 persons 2nd class (Two of whon may be made 1st class) Secretary or Technical Official of Agriculture and Forestry full service 921 persons 3rd class ."

Article 4-4. The Minister of Agriculture and Forestry may set up the Temporary Rural Land Board at the necessary places, alloting the business for the Owner-farmer Establishing Special Measures, adjustment for agricultural lands and repatriating to farmers, as well as governmental reclamation works, drainage and improvement works of agricultural irrigation. Directors of the Temporary Rural Land Board are to be assumed with 1st class or 2nd class Secretaries or Technicians of the Ministry of Agriculture and Forestry.
