Article 1. The Telecommunication Committee shall be subject to the superintendence of the Minister of Communications, and in compliance with the said Minister's inquiry, shall investigate and consider the matters pertaining to the operation of various telecommunication services, and coordination and execution of plans of construction and maintenance of telecommunication facilities. The said committee may, besides matters prescribed in the preceding paragraph, make suggestion as to demands and priorities for telecommunication equipments to ministers concerned.

Article 2. The committee shall be composed of one chairman and members not more than ten persons. The committee may, if necessary, have temporary members to investigate and consider special matters.

Article 3. Minister of Communications shall be the chairman. The members and the temporary members shall be appointed by the Cabinet from among government officials and learned and experienced persons, in accordance with the recommendation of the Minister of Communications.

Article 4. The chairman shall preside over the committee's business. In case any obstacle happens to the chairman, a member designated by the Minister of Communications shall perform the function of the chairman.

Article 5. The committee shall have secretaries, who shall be appointed by the Cabinet in accordance with the recommendation of the Minister of Communications. The secretaries shall administer general affairs in compliance with orders of superior officials.

Article 6. The committee shall have clerks who shall be appointed by the Minister of Communications, and shall take charge of general affairs in compliance with orders of superior officials.
