      <Article Num="1">
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Minister of Communications presides over supervises the affairs concerning post. Electrical communications, postal exchange, postal savings, postal life insurance, postal annuity and their collateral affairs as well as those concerning the security of aerial navigation, and controls paying of annuity and pension and receiving and paying the money for the national treasury.</Sentence>

        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the Ministerial secretariat, besides the affairs prescribed in the General Rules, general affairs relating to inquiries of collateral administration are transacted.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="3">
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Ministry of Communications consists of the following seven bureaus:</Sentence>

      <Article Num="4">
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">

          <ParagraphSentence>
            <Sentence>In the General Affairs Bureau the following affairs are transacted:</Sentence>
          </ParagraphSentence>

            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to the Liaison and adjustment of administration concerned;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to the budget and settlement as well as accounting and its inspection;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>3.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to allowances, welfare and training of the employees.</Sentence>
            </ItemSentence>

          <ParagraphSentence>
            <Sentence>In the Postal Affairs Bureau, post and its collateral affairs are transacted.</Sentence>

        <ArticleTitle>Article 6.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the Electric Affairs Bureau, the following affairs are transacted:</Sentence>
          </ParagraphSentence>

            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to electrical communications and their collateral affairs;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to International Telecommunication Corporation Ltd.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>

        <ArticleTitle>Article 7.</ArticleTitle>

          <ParagraphSentence>
            <Sentence>In the Technical Affairs Bureau, the affairs pertaining to the construction and preservation of the electrical communications facilities are transacted.</Sentence>

      <Article Num="8">
        <ArticleTitle>Article 8.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the Electric Wave Bureau, the following affairs are transacted:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to electric wave control;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to electric wave technique;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>3.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to standard electric wave as well as the construction and preservation of the facilities thereof;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="4">
            <ItemTitle>4.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to wireless electrical communications and their collateral affairs except for those concerning public communications;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="5">
            <ItemTitle>5.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to security of aerial navigation.</Sentence>
            </ItemSentence>
          </Item>
        </Paragraph>
      </Article>
      <Article Num="9">
        <ArticleTitle>Article 9.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the savings and Insurance Bureau, the following affairs are transacted:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to postal exchange, postal savings and their collateral affairs;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>Pertaining to postal life insurance, postal annuity and their collateral affairs;</Sentence>
            </ItemSentence>
          </Item>

            <ItemSentence>
              <Sentence>Pertaining to paying of annuity and pension, and receiving and paying the money for the national treasury.</Sentence>

            <Sentence>In the Materials Bureau, the affairs pertaining to materials are transacted.</Sentence>
          </ParagraphSentence>
        </Paragraph>

      <Article Num="11">
        <ArticleTitle>Article 11.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In the Ministry of Communications the Building and Repairs Department is established in order to supervise the affairs pertaining to state properties and repairings thereof.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="12">
        <ArticleTitle>Article 12.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Minister of Communications may establish branch offices where he deems it necessary, and allot them a portion of affairs to be done by the Ministry of Communications.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>

      <Article Num="14">
        <ArticleTitle>Article 14.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Num="1">From among the 1st class technical officials of Communications Ministry is appointed Chief of the Building and Repairs Department, who supervises the departmental affairs according to the order of the Minister of Communications.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="15">
        <ArticleTitle>Article 15.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Communications assistant, under the instruction of senior official, engages in business or technical affairs.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>In addition to the provisions prescribed in Par. 2 of Article 13, and the preceding paragraph, the regulations pertaining to the Communications assistants shall be made by the Minister of Communications.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The present Ordinance shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="2">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The Regulations governing the Organization of the Board of Communications shall be abrogated.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="3">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The official who is in the personnel of the Communications offices attached to the Cabinet, at the time of the promulgation of the present Ordinance, shall be regarded without written appointment, as having been appointed, as for secretary of the Communications Board, secretary of Communications Ministry; as for technical official of Communications Board, technical official of Communications Ministry; as for educational official of Communications Board, educational official of Communications Ministry; as for Communications assistant of Communications Board, communications assistant of Communications Ministry of corresponding grade and salary respectively.</Sentence>
        </ParagraphSentence>
      </Paragraph>
      <Paragraph Num="4">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The official who is in the personnel of Communications offices attached to the Cabinet and is on the suspended list at the time of the promulgation of the present Ordinance, shall be regarded, without written appointment, as having been appointed, being on the suspended list, Official of Communications Offices of corresponding grade and salary in accordance with the example in the preceding paragraph.</Sentence>

      </Paragraph>
    </SupplProvision>
