I hereby give My Sanction to the Imperial Ordinance concerning the special instances of the prescription of right or claim of Closed Institutions and others under the Imperial Ordinance No. 542 of the 20th year of Showa (1945) concerning the Orders to be issued in consequence of the Acceptance of the Potsdam Declaration and cause the same to be promulgated. Article 1. With respect to any claim maturing on and after January 1, 1931 of which performance is due to banks and other institutions listed on Enclosure attached hereto (hereinafter referred to as Closed Institutions), or of which performance is due to creditors of the Closed Institutions, prescription (extinctive) shall not become complete for a period of two months from the date which shall be provided for by Order, in case where prescription has not become complete at the time of enforcement of the present Imperial Ordinance with reference to such a claim. Furthermore, in case where prescription became complete before enforcement of the present Imperial Ordinance with reference to such a claim, such completion shall be treated as nullified.

Article 2. Actions to preserve the right or claim of or against Closed Institutions maturing on and after January 1, 1931 may be taken at any time regardless of other statutes until the date provided for by Order. The claim or right mentioned in the preceding Paragraph which has been extinguished at the time of enforcement of the present Imperial Ordinance in consequence of expiration of periods prescribed for any other statute for not having taken any actions to preserve them shall be treated as not extinguished.

Supplementary Provision: The present Imperial Ordinance shall come into force as from the date of its promulgation.
