I hereby give My Sanction to the Ordinance pertaining to the Provisional Exceptions to the Regulations concerning the Mutual Election of the Representatives of the Highest Tax-Payers of the House of Peers, and cause the same to be promulgated.

Imperial Ordinance No. 313
Art. 1.
In the 21st year of Showa, the date and period mentioned in Art. 4, Par. 1, Art. 5, Par. 1, Art. 8, Par. 1 and Art. 9 of the Regulations concerning the Mutual Election of the Representatives of the Highest Tax-Payers of the House of Peers shall be determined by the Minister of Home Affairs.
Art. 2.
When the Imperial Order for by-election as provided in Art. 39, Par. 1 of the Regulations concerning the Mutual Election of the Representatives of the Highest Tax-Payers of the House of Peers is issued, the register of mutual electors shall become conclusive, for a time being, on the day when thirty-four days have passed from the day on which the register is thrown open to inspection, notwithstanding the provision of Par. 3 of the said Article. In that case, the by-election shall be held on the day on which the register of mutual electors becomes conclusive, notwithstanding the provision of Par. 4 of the said Article.
Supplementary Provisions:
The present Imperial Ordinance shall come into force as from the day of its promulgation.
In case the Imperial Order for by-election as provided in Art. 39, Par. 1 of the Regulations concerning the Mutual Election of the Representatives of the Highest Tax-Payers of the House of Peers has already been issued before the present Imperial Ordinance comes into force, the provision of Art. 2 shall not be applicable.
