      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The Housing Emergency Measure Ordinance now in force shall be revised as follows:</Sentence>
        </ParagraphSentence>

          <AmendProvisionSentence>
            <Sentence>In Paragraph 1, Article 2, "in addition, a vacant dwelling house and the dwelling house corresponding to it" shall read "and a vacant dwelling house," "The War-Calamity Relief Society on Imperial Endowment Foundation" shall read "The National Relief Association on Imperial Endowment Foundation." In Paragraph 2, Article 2, "any person who intends to use the buildings above-mentioned" shall read "The person prescribed in the preceding paragraph and who intends to use the above-mentioned buildings." In Paragraph 3, Article 2, "or the house corresponding to this" is rescinded.</Sentence>

            <Article Num="13_2">
              <ArticleTitle>Article 13-2.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The Occupant of a house (a billet or a vacant dwelling house shall be exempt from) with many spare rooms (hereinafter be called a spare-roomed house) should report its conditions of usage upon orders to the local governor.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>When the house reported according to the preceding paragraph becomes no spare-roomed house, the occupant shall report the fact to the local governor.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="3">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The scope of a spare-roomed house shall be defined by order.</Sentence>
                </ParagraphSentence>
              </Paragraph>

            <Article Num="13_3">
              <ArticleTitle>Article 13-3.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>When the local governor deems it necessary, he my advise the Owner or the Occupant of a spare-roomed house to rent the unoccupied part of the house to the war-sufferers and others like these named by him in accordance with the orders.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The condition of a spare-roomed house on which the local governor may advise according to the preceding paragraph shall be only in such condition as can admit more than 2 families separately judging from its structure.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>

            <Article Num="13_4">
              <ArticleTitle>Article 13-4.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>When the Owner or the Occupant of a spare-roomed house who has received the advice to rent in accordance with the provision of paragraph 1 in the preceding article rejects it, and when the local governor deems it necessary, he my give an order to the Owner or the Occupant to rent the designated part of the house to those named on the basis of the paragraph by the local governor.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>In furtherance of the preceding paragraph, the local governor may give necessary directive to the other person who has the same right as to the above-mentioned house.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>

          <NewProvision>
            <Article Num="13_5">
              <ArticleTitle>Article 13-5.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>When any inevitable reason exists on the part of a lessee as to the lease taken on the ground of the orders in accordance with the provisions of Article 13-4 or on the advice provided in Article 13-3, the lessee may offer to cancel the lease one month in advance with the permission of the local governor regardless of the provisions of Paragraph 1, Article 3 of the House-Renting Law.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>In furtherance of the preceding paragraph, when the local governor deems it necessary especially, he may order a tenant to evacuate or give other necessary order.</Sentence>

              </Paragraph>
            </Article>

          <NewProvision>
            <Article Num="13_6">
              <ArticleTitle>Article 13-6.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>When the local governor deems it necessary, he may cause competent officials to investigate the leased land, rented house and other places as to the spare-roomed house between sunrise and sunset and to cause them to inspect the conditions thereof.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="2">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>In furtherance of the preceding clause, the owner or occupant of the spare-roomed house should not reject his inspection without proper reason. For conducting the inspection or investigation according to the provision of Paragraph 1, the competent officials shall carry badges indicating their personal status.</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="3">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>The authority of the local governor provided in Paragraph 1, may be exercised on his deputy by the headman of city, town and village (including the chief of the ward-office of the city provided in Article 6, Paragraph 3 of Article 82 in a Municipality Act).</Sentence>
                </ParagraphSentence>
              </Paragraph>
              <Paragraph Num="4">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>In this case, the competent public officials in Paragraph 1 and the preceding paragraph are changed into the campetent officials.</Sentence>

            </Article>

            <Article Num="15_2">
              <ArticleTitle>Article 15-2.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>Any person who is against the orders based on Article 13-4 or Paragraph 2 of Article 13-5 shall be liable to a fine not exceeding 3,000 yen.</Sentence>
                </ParagraphSentence>
              </Paragraph>
            </Article>

            <Article Num="15_3">
              <ArticleTitle>Article 15-3.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>Any person who fails to report in accordance with the provision of Article 13-2 or reports false entries shall be liable to a fine exceeding 500 yen.</Sentence>

              </Paragraph>

            <Article Num="15_4">
              <ArticleTitle>Article 15-4.</ArticleTitle>
              <Paragraph Num="1">
                <ParagraphNum/>
                <ParagraphSentence>
                  <Sentence>Any representative of a juridical person or any proxy, employee or other worker of a juridical person or of a person who is against the provision of Article 15-2 or the preceding article with regard to the business of the juridical person or the person shall be liable to a fine prescribed in this text together with the juridical person or the person.</Sentence>

              </Paragraph>
            </Article>

    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provision:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The present Ordinance shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
