      <Article Num="1">
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Custom-House shall be under the administration of the Minister of Finance and shall manage the following affairs:</Sentence>
          </ParagraphSentence>
          <Item Num="1">
            <ItemTitle>1.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to customs duties, tonnage dues and other customs revenues;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="2">
            <ItemTitle>2.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to punishment of violators of the Customs Law, Tonnage Dues Law and Imperial Ordinance No. 277 of 1946;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="3">
            <ItemTitle>3.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to the supervision of import and export goods (excepting supervision of import and export plant in accordance with the Law relating to Supervision of Import and Export plant, and quarantine and inspection of import live stocks and other goods in accordance with the Law to prevent Contagious Disease of Live Stocks and the Law to prevent Tuberculosis of Cattle) and supervision of ships with respect to import and export of goods and the custody of goods;</Sentence>
            </ItemSentence>
          </Item>

            <ItemTitle>4.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to the inspection and supervision of import and export goods in accordance with the Foreign Trade Association Law, the Law relating to Supervision of Export Silk Textiles, the Law relating to Supervision of Export Woollen Textiles, the Law relating to Supervision of Export Fishery products, the Law relating to Supervision of Staple Export goods;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="5">
            <ItemTitle>5.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to the enforcement of the Foreign Exchange Control Law and the Imperial Ordinance No. 578 of 1945;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="6">
            <ItemTitle>6.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to statistics of imports and exports and other customs statistics;</Sentence>
            </ItemSentence>
          </Item>
          <Item Num="7">
            <ItemTitle>7.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to bonded warehouses, bonded manufacturing warehouses and other bonded zones;</Sentence>

              <Sentence>Affairs relating to inland taxes of import and export goods;</Sentence>

              <Sentence>Affairs relating to customs brokers;</Sentence>
            </ItemSentence>

          <Item Num="10">
            <ItemTitle>10.</ItemTitle>
            <ItemSentence>
              <Sentence>Affairs relating to the education of customs officials in knowledge and practice necessary for administration of customs.</Sentence>

        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The name, location and jurisdiction of each Custom-House shall be as stated in the annexed table.</Sentence>
          </ParagraphSentence>
        </Paragraph>

        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The customs officials who are occasionally dispatched to bonded zones or other places which receive special treatment in respect of customs, with fee (or without fee by virtue of the provisions of paragraph 3 of Article 1 of the Imperial Ordinance No. 109 of 1903), shall not be included in the regular personnel of the Custom-Houses.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Superintendent of the Custom-House shall be appointed from among first or second class financial secretaries or financial technical officials and</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence Function="main" Num="1">shall supervise the affairs of the Custom-House under the supervision and direction of the Minister of Finance, provided that in respect of the affairs as enumerated in item 5 of paragraph 1 of Article 1 of the present Ordinance, and in respect of (a) the disposition of bills of exchange of export goods and (b) acquirement of bills of exchange and letters of credit of import goods (excepting disposition and acquirement by foreign exchange bank) and (c) supervision of import and export goods made without a bill of exchange concerning the affairs as enumerated in item 6 of the said paragraph, they shall be under the supervision and direction of the Ministers concerned.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The Minister of Finance may establish at necessary places a Branch Custom-House, a Branch Office of a Custom-House, a Branch Office of a Branch Custom-House, a Guard Post of a Custom-House or a Guard Post of a Branch Custom-House.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The names and location of Branch Custom-Houses, Branch Offices of Custom-House, Guard Posts of Custom-House, Branch Offices of Branch Custom-House and Guard Posts of Branch Custom-House, and the jurisdiction of a Branch Custom-House shall be decided by the Minister of Finance.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
    </MainProvision>
    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provisions:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The present Ordinance shall come into force as from the first day of the sixth month of the twenty first year of Showa (June 1, 1946).</Sentence>

        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The Ordinance regarding the organization of temporary officials of the Ministry of Finance shall be amended as follows:</Sentence>
