    <LawTitle>REGULATIONS GOVERNING THE ORGANIZATION OF THE INSTITUTE FOR POPULATION PROBLEMS</LawTitle>

      <Article Num="1">
        <ArticleTitle>Article 1.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Institute for Population Problems shall be under the supervision of the Minister of Welfare and shall administer the investigation and researches concerning population problems.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="2">
        <ArticleTitle>Article 2.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Institute for Population Problems shall have the following personnel:</Sentence>

              <Sentence>Welfare technical officials</Sentence>

      <Article Num="3">
        <ArticleTitle>Article 3.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Institute for Population Problems shall have councillors who take part in the conduct of the affairs of the Institute.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Councillors shall be appointed by the Cabinet from among the officers of first or second grade who are in officers related to the Institute and those who have learning and experience by petitioning the Emperor by the Minister of Welfare.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The term of office of councillors who were appointed from among those who have learning and experience shall be two years. However, in case there is special reason, he may be dismissed while he is in office.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="4">
        <ArticleTitle>Article 4.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Institute for Population Problems shall have special committee who shall in vestigate special matters.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="2">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>Special committee shall be appointed by the cabinet from among those who have learning and experience by petitioning the Emperor by the Minister of Welfare.</Sentence>
          </ParagraphSentence>
        </Paragraph>
        <Paragraph Num="3">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>The term of office of special committee shall be two years. However, in case there is special reason, they may be dismissed while they are in office.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>
      <Article Num="5">
        <ArticleTitle>Article 5.</ArticleTitle>
        <Paragraph Num="1">
          <ParagraphNum/>
          <ParagraphSentence>
            <Sentence>A welfare technical official of first or second grade shall be appointed chief of the Institute. He shall administer the affairs of the Institute under the command and supervision of the Minister of Welfare.</Sentence>
          </ParagraphSentence>
        </Paragraph>
      </Article>

    <SupplProvision>
      <SupplProvisionLabel>Supplementary Provision:</SupplProvisionLabel>
      <Paragraph Num="1">
        <ParagraphNum/>
        <ParagraphSentence>
          <Sentence>The present Ordinance shall come into force as from the day of its promulgation.</Sentence>
        </ParagraphSentence>
      </Paragraph>
