Article 1. Public Sanitation board shall be under the supervision of the Minister of Welfare and shall administer the investigation and researches concerning national health, hygiene and nutrition and the fastering and training of technicians concerning public sanitation.

Article 2. Public Sanitation Board shall have the following personnel: Welfare technical officials. Regular officials 21 second grade (Two of them shall be made first grade). Regular officials 23 third grade. Welfare secretaries. Regular officials 1 second grade. Regular officials 4 third grade. Besides the full strength of personnel prescribed above, unpaid Welfare technical officials of third grade less than ten shall be appointed.

Article 3. Public Sanitation Board shall have advisers less than five who assist the affairs of the Board. Advisers shall be appointed by the Cabinet from among those who have learning and experience by petitioning the Emperor by the Minister of Welfare. Article 4.

A Welfare technical official of firrt grade shall be appointed President. He shall administer the affaiss of the Board under the command and supervision of the Minister of Welfare. Article 5.

Those who are fastered and trained at Public Sanitation Board are called students belonging to Public Sanitation Board. Matters pertaining to the students belonging to Public Sanitation Board shall be prescribed by the Minister of Welfare.

Supplementary Provisions: The present Ordinance shall come into force as from the day of its promulgation. Regulations governing the organization of Institute attached to the Ministry of Welfare shall be abrogated.
